COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

The review comments include the actual standard first with the applicable Administrative Manual section number and the following paragraph is the actual comment related to the specific item that must be addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is August 16, 2017.


CONTENT REQUIREMENTS

2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.

1. COMMENT: List the information for the owner as noted by the standard above. The information should include a phone number and email address.


2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

2. COMMENT: See below:

a. Provide the development package case number, DP16-0141, adjacent to the title block on each sheet.

b. List next to the title block the administrative address of the project site.


2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

3. COMMENT: See below:

a. Based on the information on the plan, it appears that there are two principal uses on the site. One use is the Communications Cell Tower Use and the other is the Auto Service Repair Major. The Auto Service Repair Major is the principal use within the buildings which include the storage area. The GFA should be listed as 2,757 SF and all calculations shall be based on that SF. The building housing parts is considered an accessory use to the principal use and per a conversation with Russlyn Wells Z.A., the body shop can also be considered an accessory use to the Auto Service Use unless the Body Shop use is exclusive to body work and paint and not related to the Auto Service Use. In which case the use is considered a Trade Service and Repair Major. Either way the Body Shop Use is subject to compliance with UDC Use Specific Standard 4.9.4.X.1.

b. Revise the information related to the uses as follows:

Automotive: Major Service and Repair -
Communications - Wireless Communications subject to SE T16SE00019
Accessory Use: Trade Service: Major Bodywork and paint booths (If applicable) Subject to UDC Section 4.9.4.X.1

Trade Services and Repair Major Use subject to UDC Use Specific Standard 4.9.4.X.1 in C-3 Zones - (If located within 30 feet of a residential use or zone, the building walls shall have no openings, other than non-opening windows, within 30 feet of the adjacent residential use or zone boundary line.)


2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and,

4. COMMENT: Add a building expansion calculation. Based on the square footage of the expansion a expansion is 52%, this site must be designed to meet full code compliance.


2-06.4.7.B.3 - List the following note on all development package documents:
"Drainage will remain in its natural state and will not be altered, disturbed, or obstructed other than as shown on this site plan."

5. COMMENT: Add the following to the end of drainage note 2 - "other than as shown on this site plan." The note should be verbatim as noted by the standard above.


2-06.4.7.C.2 - List the following note on all development package documents: "No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Section 10-01.5.0, Sight Visibility, of the Technical Standards Manual."

6. COMMENT: Revise streets and roads note 1 verbatim as noted by the standard above.


2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system.

7. COMMENT: The site boundary information has been provided as if the two lots have been combined. Clarify if the lots indeed have been combined if not prior to zoning approval a Pima County Tax Parcel Combo will be required. Provide information from Pima County that shows the Parcel Combo has been completed.


2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

8. COMMENT: If applicable draw, label, and dimension any existing or proposed easements as noted by the standard above.


2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

9. COMMENT: Provide the dimensions for Speedway Blvd. as noted by the standard above. Not all dimensions have been added to the site plan sheet.


2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

10. COMMENT: Draw and label the sight visibility triangles as noted by the standard above.


2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned.

11. COMMENT: Label Speedway Blvd. and Calle Granillo as "PUBLIC STREETS".


2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

12. COMMENT: Label the angle of the four parking spaces along the west side of the building. (The angle will dictate the width of the PAAL at this location.)


2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

13. COMMENT: See below:

a. Include fully dimensioned detail drawings for the standard and accessible angled parking spaces.

b. This development excluding the Communications Antennae (Cell Tower) is considered as an Automotive Services Repair Major (Commercial Service Use Group), with the storage area as an incidental or accessory use to the principal use, and per discussion with the Zoning Administrator the body shop can also be considered as an accessory use to the Automotive Repair Major. Therefore the parking requirements are to be calculated on the Automotive Service Repair at a 1/300 ratio for the overall 2,757 building square footage. A minimum of 9 vehicle parking spaces is required with one accessible parking space. Revise the vehicle parking calculation to reflect the correct parking ratio and number required and number provided.

c. Keynote 30 on sheet 3 notes the height of the Canopy at 11'-8". All parking canopies must be setback one foot from the edge of a PAAL. The canopy extends into the PAAL by five feet.

d. A canopy that extends into a PAAL must provide for clearance of 15 feet minimum. The canopy will have to be cut back in order to meet the one-foot setback from the PAAL and to eliminate the encroachment into the PAAL and thus eliminating the need for the 15 foot clearance within the PAAL. The alternative would be to apply for a PDMR if the findings of approval can be met. Review UDC section 7.4.10.A - .D Parking Design Modification Request to see if based on the location and dimensions of the canopy if a PDMR would be applicable.

e. Label the slopes of the accessible parking spaces and access aisles. The slope shall not be greater than 1:48.


2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

14. COMMENT: As with the vehicle parking requirements, the bicycle parking requirements are based on the overall building square footage and calculated on the Commercial Use Group. Two Short term spaces are required and a minimum of 2 long term spaces are required. Revise the bicycle parking calculation to reflect the number of spaces required and provided for both types.


2-06.4.9.L - All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval.

15. COMMENT: See related comment 8.


2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

16. COMMENT: Label the building setback from the north property line to the closest building. Label the building setback from the back of curb along Speedway Boulevard to the face of the front of the building.


2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

17. COMMENT: In reviewing the project I referenced the Google Map Street view and it does not appear that the Parts/Storage building along the east is taller than the shop building. The plan has one building labeled as 12'-4" height and the other building as 15' height. Verify if the heights labeled are correct.


2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

18. COMMENT: See below:

a. A 4-foot wide concrete sidewalk is required along the west side of the building between the parking spaces and the building. See redlines on sheet 3.

b. Clarify if the east building that house the parts includes a bay door along the Speedway frontage. It may be best to designate the east entrance as staff entrance only. The entrance into the building at this location is within a driveway area and there does not appear to be any pedestrian refuge for customers or staff.

c. Label the Cross and Longitudinal (Horizontal) Slopes for the pedestrian sidewalks.

2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual.

19. COMMENT: Label the width of the sidewalks along Speedway Boulevard.


2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm.

20. COMMENT: The location of the refuse enclosure could not be verified on the site plan. See the Engineering reviewer comments related to the requirements for the type and location for refuse enclosures.


2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required.

21. COMMENT: If applicable add the information as noted by the standard above.


2-06.4.9.X - Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. In accordance with Section 2-11.0.0, Landscape Plan Requirements.

22. COMMENT: See the Landscape reviewer comments related to the landscape border and screening requirements.


23. COMMENT: Approval of the DP does not grant approval of the buildings that were built without permits. The applicant must apply for a building permit and submit building drawings for review and approval of any unpermitted structures on the site.

The Development Package needs to be revised. As a site expansion the site updating to current code requirements. Please make the following changes.
1. The site is not a critical or balanced basin. Water harvesting, instead of retention, must be provided. All landscape areas must be depressed 6 inches for water harvesting. Run-off from impervious areas must be directed to the water harvesting areas. (UDC 7.6.6)
2. Show how roof drainage will not be directed over sidewalks. (TSM 7-01.4.1.E)
3. Show location of refuse storage and service locations. Provide the waste stream calculation to demonstrate adequacy of service volume. If service is requested from Speedway, permission must be obtained from the director of Environmental Services. (TSM 8)
4. Show Sight Visibility Triangles for each driveway location. Show both existing and future for Speedway. (AM 2-06.4.9.H.2)
5. Since the site is within 300 feet of the intersection with Main Avenue, show and label the future right of way including the effects of intersection widening. (AM 2-06.4.I)
6. Curb returns are required for the driveways entering Speedway. (TSM 10-01.3.2.C)
7. Dimension the driveways and curb cuts as well as the distance between curb cuts. The distances don't meet the requirements of Tucson Code Chapter 25-39. The Transportation Access Management Guidelines require 80 feet between driveways.
