This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is July 28, 2016. 1. 2-06.2.4 - As the building plans are not considered site related the site and building plans need to be separated. The site and building plans are two (2) separate reviews. Remove the site, site details, paving and landscape plans from the building set. The following comments are based on sheet A1.1; 2-06.3.0 FORMAT REQUIREMENTS 2. 2-06.3.4 - A title block shall be provided in the lower right quadrant of each sheet including the cover sheet. 3. 2-06.3.5 - Provide the PDSD Development Package approval stamp in the lower right quadrant of all development package sheets. The required stamp can be found at http://pdsd.tucsonaz.gov/pdsd/development-permits under Development Package. 4. 2-06.3.12 - Provide a sheet index on the cover sheet for the development package sheets only. CONTENT REQUIREMENTS 5. 2-06.4.1 - Provide the following information on the cover sheet for the development package, The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. 6. 2-06.4.2.B - Provide a brief legal description within the title block on all sheets. 7. 2-06.4.2.D - Provide the page number and the total number of pages in the package (i.e., sheet xx of xx). 8. 2-06.4.3 - Provide the development package case number, DP16-0129, adjacent to the title block on each sheet. 9. 2-06.4.4 - Provide a project-location map on the first sheet of the development package in the upper right corner. This map shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information. 2-06.4.2.A Show the subject property approximately centered within the one square mile area. 2-06.4.2.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property. 2-06.4.2.C - Section, township, and range; section corners; north arrow; and the scale will be labeled. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 10. 2-06.4.7.A.1 - List as a general note: "EXISTING ZONING IS I-1". The zoning shown under "PROJECT DATA" is not correct. 11. 2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage. 12. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. This use should be listed as "FOOD SERVICE EXCLUDING SOUP KITCHEN". 2-06.4.7.A.8 - For development package documents provide: 13. 2-06.4.7.A.8.b - Remove the reference to "BUILDING COVERAGE" as it is not applicable. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 14. 2-06.4.8.A - Provide site boundary perimeter information, including bearing in degrees, minutes, and seconds together with distances in feet. 15. 2-06.4.8.A - As you have shown site improvements on adjacent right-of-way and adjacent parcels provide documentation that approved the offsite improvements. General Note K references using an aerial photo to generate the site plan. As the City of Tucson's GIS map parcel lines are not accurate this is not a recommended practice. 16. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 17. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. 18. 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 19. 2-06.4.9.H.5.a - Show the 2'-6" vehicle overhang along the sidewalk shown along the north side of the building, see UDC Article 7.4.6.H.3. 20. 2-06.4.9.H.5.a - It is not clear if the vehicle parking space calculation includes the outdoor patio area. Until clarified the required number of vehicle parking spaces cannot be verified. 21. 2-06.4.9.H.5.a - It appears that you proposed to access the trash enclosure across two (2) vehicle parking spaces. These to spaces cannot be counted for required or provided spaces. 22. 2-06.4.9.H.5.a - Detail 3 sheet A1.2 shows a 19' deep vehicle parking space, the plan, sheet A1.1 shows 20'. The detail and plan should match. 23. 2-06.4.9.H.5.a - Detail 6 sheet A1.2 the sign mounting height is not correct. Provide a dimension from the bottom of the van accessible sign. This dimension should be 7'-0". 24. 2-06.4.9.H.5.d - It appears that new short term bicycle parking is proposed. Revise the bicycle parking space calculation to show the number required, two (2) and the number propose, based on 3 racks the proposed should be six (6), see UDC Article 7.4.9.B.2.d. 25. 2-06.4.9.H.5.d - It does appear that the proposed location for the short term bicycle parking meets the requirements of UDC Article 7.4.9.C.2.a. Clearly demonstrate how the 50' requirement is met. 26. 2-06.4.9.H.5.d - Detail 8 sheet A1.2 the clear dimension shown between racks is not correct. Per UDC Article 7.4.9.B.2.f and Figure 7.4.9-C the clear dimension should be 4'-0". 27. 2-06.4.9.H.5.d - Clearly demonstrate on the plan or detail how the requirements of UDC Articles 7.4.9.B.1.e & 7.4.9.B.2.g are met. 28. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). 29. 2-06.4.9.R - Detail 3 sheet A1.2 shows pole mounted accessible parking signs. Clearly demonstrate on the plan or detail that the minimum 4' sidewalk width is maintained, see TSM Section 7-01.4.3.A 30. 2-06.4.9.T It appears that you proposed to access the trash enclosure across two (2) vehicle parking spaces.
