COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is June 30, 2017.

CONTENT REQUIREMENTS

2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.


2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

1. Follow up to Previous Comment 11: Label the zoning classification along the north and west boundaries of the site.

2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements.

PREVIOUS COMMENT 11: Label on the site sheets the zoning of the property and the adjacent zoning surrounding the property including the zoning across the street from the subject property.


2. Follow up to Previous Comment 14: Label the street adjacent to the west and south boundary as "PUBLIC", see redlines.

2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned.

3. Follow up to Previous Comment 22: The required sidewalk from the building to the street sidewalk or property line if the street sidewalk does not exist was not added to the plan as required. The sidewalk must be an accessible route to the street sidewalk. Label the cross and running slopes for the new sidewalk and cross walk locations.

2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

PREVIOUS COMMENT 22: An accessible pedestrian connection must be made to the south street. Concrete is required for the sidewalk except where crossing a PAAL. The sidewalk must be HC accessible from the building to the street sidewalk location. Label the cross and longitudinal slopes indicating the accessible route on the site sheet or grading plan sheets.

A four (4) wide concrete sidewalk is required between the eight (8) parking spaces and Building A. Draw and dimension the required sidewalk.

1) In response to previous comments 2 and 4 a geotechnical addendum was provided that required a 15 foot setback between the building and the high water mark of the retention basin. Only a 10 foot setback is shown on sheet 2. Please update accordingly.
2) Per previous comment 10 and TSM 8-01.8.0A a waste stream calculation is required to be shown on the plans. The results of this waste stream calculation will determine if a dumpster per Figure 3A of TSM 8-01.9.0 is required.
3) Per previous comment 16 the dimensions shown on detail 3 on sheet 6 do not add up to 20 feet. The 2.5' plus 17' exclude the 6" curb stop. Please update accordingly.

1. Improvements in right of way shall include curb and sidewalk along frontage of proposed project. Show on plan curb and sidewalk along the entire frontage of subject property.

2. Driveway locations and dimension are acceptable. However curb returns at driveways require a 25 foot curb return radius. Unclear what dimension are on plan. Label the dimension.

3. At time of construction a private improvement agreement (PIA) will be required. contact City of Tucson Engineering, permis and codes for specific requirements.

4. Approval from the State of Arizona (ADOT) is required to open the connection to the street and proposed driveway from frontage road. Documentation shall be provided before approval from TDOT.

SECTION 2-10.0.0: LANDSCAPE PLAN REQUIREMENTS
4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

ARTICLE 7: DEVELOPMENT STANDARDS
Vehicular Use Areas
The standards in this Section 7.6.4.B apply to all developments that provide more than four motor vehicle parking spaces, except as provided in Section 7.6.4.B.1.c, Exemptions.
1. Canopy Trees in Vehicular Use Areas
a. General Standards
Within a vehicular use area, one canopy tree is required for each four motor vehicle parking spaces or fraction thereof.
(1) The canopy trees must be evenly distributed throughout the vehicular use area. Every parking space must be located within 40 feet of the trunk of a canopy tree (as measured from the center of the tree trunk). If removing required trees, then a variance is required.
7.6.4. LANDSCAPE STANDARDS
Vegetative Ground Cover
Fifty percent or more of the area of the street landscape border must be covered with shrubs or vegetative ground cover. The required ground coverage must be achieved within two years from the date of planting.
7.6.5. SCREENING STANDARDS
Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1. Screens have been provided however the following applies: Screens are in addition to the required landscape borders. Provide vegetative cover or obtain a variance for removal of reqired landscape element.

11/23/2016 TOM MARTINEZ OTHER AGENCIES AZ DEPT TRANSPORTATION Reqs Change Regional Traffic Engineering has these comments on this submittal;

· Regional Traffic does not support ‘Access 1’ to be used exclusively as a driveway to the property. If it accepted, it will connect to St. Mary’s road.

· The proposed access, to the frontage road, will need to accommodate large trucks and should be designed with a WB-67 vehicle.

· It shall be designed to accommodate a right turn ‘in’ only.

· The need for a turn bay needs to be part of the next submittal of the TIS, and include any modifications to the frontage road.

· Safe operation needs to be contained in the report, since the frontage road speed limit and peak hour volumes will be a significant factor for approval.
