Freeway Development Package (1st Review) DP16-0108 TRANSMITTAL DATE: August 10, 2016 DUE DATE: August 16, 2016 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). The review comments include the actual standard first with the applicable Administrative Manual section number and the following paragraph is the actual comment related to the specific item that must be addressed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is June 30, 2017. CONTENT REQUIREMENTS 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. 1. COMMENT: List the Landscape Architects information on the cover sheet as noted by the standard above. 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.2.A - The proposed name of the project or subdivision, or if there is no name, the proposed tenant's name; 2. COMMENT: Add to the title block the name of the project as noted by the standard above. 2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat; 3. COMMENT: Include in the title block a brief legal description. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). 4. COMMENT: Revise the page numbers to include the sheet number and the total number of sheets, i.e., 1 of 19, 2 of 19 etc. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 5. COMMENT: Provide the development package case number, DP16-0088, adjacent to the title block on each sheet. List the administrative address in the lower right corner next to the title block. 2-06.4.2.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; 6. COMMENT: Label Granada Avenue on the location map. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 7. COMMENT: Under the "Zoning and Land Use Notes", specifically note 4, clarify if "Warehouse" is supposed to be the Commercial Storage or storage area for the retail use. Replace the word "Warehouse" with Commercial Storage if the use is supposed to be for commercial storage. If the area listed as Warehouse is for the retail use the storage area is part of the retail use and must be included in the square footage for the Retail Use. List the uses with the applicable Use Specific Standards applicable to each proposed use. 2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; re-zonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan. 8. COMMENT: Remove the information in note 5 under the "Zoning and Land Use Notes" related to the compliance with the Gateway Route. This location is not adjacent to any gateway route. 2-06.4.7.A.8 - For development package documents provide: 2-06.4.7.A.8.a - Floor area for each building; 9. COMMENT: Under the Area Calculations, the square footages of the buildings are listed. However Building A is listed as 37,781 SF but it is not clear what the uses are in "Building A" other than the 9,500 SF for Retail and Warehouse. What other uses are proposed for the remaining square footage of the building? List the uses and SF of each other use proposed. The area calculations text bock should include the square footage of all the buildings. Since this is a commercial site the coverage requirements are not applicable. I could not verify if the Area calculations was provided to demonstrate lot coverage for zoning purposes, but if was it is best that the square footage of each use be listed instead. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 10. COMMENT: See the PDSD Engineering Reviewer's comments related to the "possible" roadway improvements, such as curbs, pavement, sidewalks etc. If sidewalks and curbs are required draw and label the information as noted by the standard above. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements. 11. COMMENT: Label on the site sheets the zoning of the property and the adjacent zoning surrounding the property including the zoning across the street from the subject property. 2-06.4.9.H - Proposed Traffic Circulation 2-06.4.9.H.1 - Proposed traffic circulation will be designed in accordance with Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual, to include streets, intersections, street names, right-of-way widths, curve radii of centerlines and curb returns, and proposed improvements, such as pavement, curbs, access points (driveways), accessible ramps, and sidewalks. Street improvements, such as sidewalks, curbs, pavement, and accessible ramps, do not need to be drawn on the plan if such information is provided on typical street cross sections. Please be aware that, if a new street is created (for other than for subdivisions) which divides the property into two or more lots, a subdivision plat is required (refer to the definition of subdivision in Section 11.4.20 of the UDC). 12. COMMENT: See the PDSD Engineering Reviewer's comments related to the "possible" roadway improvements, such as curbs, pavement, sidewalks etc. 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 13. COMMENT: Draw and label the SVTs as noted by the standard above, see the Engineering review comments for additional info related to SVTs. 2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. 14. COMMENT: Label the adjacent streets as PUBLIC. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 15. COMMENT: Label the width of the southwest entrance and the PAAL width between building B and Building D. What is the display parking area along the east side of the property to be used for? Is the striped area a parking area? 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 16. COMMENT: Create a matrix table that represents the Vehicle, Bicycle parking and loading area required and provided. The parking table can be added to the cover sheet. The overall parking proposed appears to be greater than required but the actual number of required provided spaces for each use should be listed in the table. The same shall be provided for the bicycle and loading areas. The table should also include the number of accessible parking spaces required and provided based on the number of vehicle parking spaces provided. Dimension on the site plan sheet the standard and Accessible parking spaces. Label as typical for the standard parking spaces and but dimension the accessible parking spaces specifically the Van Accessible space or a dimensioned detail drawing of the van accessible space on sheet six (6). 2-06.4.9.H.5.c - Show all loading zones, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4. 17. COMMENT: Address the following comments related to loading. a. Label the four (4) 12'x35' loading zones. b. Clarify if there are two (2) loading bays next to the retail building. If so, are the areas for shipping and receiving for the retail use? c. Clarify what the striped area is along the east side of the building? The area is labeled "equipment staging area", what use is this for? d. List as a calculation the number of loading areas required and provided for the Personal Storage Use (Building A) that does not have direct access. e. Label the loading area adjacent to the west end of Building A. (The total number and type of loading areas proposed shall be listed in the calculation whether required or proposed.) 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 18. COMMENT: Draw and label the locations of the short and long term bicycle parking facilities on the site, landscape and grading sheets. Include fully dimensioned detail drawings of the short and long term facilities on sheet six (6). Include the bicycle parking requirements in the parking matrix table as noted in comment 16 above. 2-06.4.9.M - Grading Plan 2-06.4.9.M.1 - A conceptual grading plan is required on projects with significant topographic conditions. The PDSD Engineering Administrator or designee will determine the need for such a plan. 2-06.4.9.M.2 - Concurrent Review. For all projects, grading plans may be included in the development package and will be reviewed concurrently. 19. COMMENT: Zoning has reviewed the grading plan concurrently with the DP Site plan. Once zoning has approved the DP site plan the grading plan is also approved by zoning as it relates to the Zoning review purview. If any changes are necessary to the DP site plan sheet the grading plan must be updated to match the site plan. Zoning will do a review of the grading plan on the next submittal to ensure that the grading plan is consistent with the DP site plan sheet. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 20. COMMENT: This site is adjacent to the frontage road which would be considered an arterial street for purposes of the building (developing area) setbacks ADT of 1,000+. The side street setback would also be considered a developing area setback based on an ADT of 140 to 1,000. The building heights for Building B, C or D have not been noted on the building footprint or per note. Until the building height for these buildings are noted on the site plan sheet so it is not clear if the building setbacks for building C or D have been met. For purposes of determining the setback for Building C and D, use the greatest of 21 feet or the height of Building D, measured from the future back of curb location along the frontage road, use the greatest of 21 feet or the height of Building C, measured from the nearest edge of travel lane along the south street. (The height of the building wall adjacent to the street property line must be used for the height measurement.) Add the setback dimension from the southeast corner of the retail building to the nearest edge of travel lane along the south street. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). 21. COMMENT: It is not clear what the Warehouse area as labeled on the west portion of Building A is for, clarify. If it is a "commercial storage use" re-label as such. Also, label the square footage of this area and the height if it is different than the rest of Building A. Add the same information for the retail use area. Label the use, square footage and height of the area of the building adjacent to the retail area. If it is part of the retail use clearly delineate with a dark and heavy line. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 22. COMMENT: An accessible pedestrian connection must be made to the south street. Concrete is required for the sidewalk except where crossing a PAAL. The sidewalk must be HC accessible from the building to the street sidewalk location. Label the cross and longitudinal slopes indicating the accessible route on the site sheet or grading plan sheets. A four (4) wide concrete sidewalk is required between the eight (8) parking spaces and Building A. Draw and dimension the required sidewalk. 2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual. 23. COMMENT: See the engineering review comments for information on possible improvement requirements such as curb and sidewalk along the south street from the frontage road and south street intersection to the second driveway entrance south of Saint Mary's Road. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm. 24. COMMENT: The location of the refuse / recycle dumpsters and enclosure could not be verified on the site plan sheet. Contact Waste Management for requirements or see the Engineering review comments for related information. 2-06.4.9.V - For gang mailboxes indicate location to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping. 25. COMMENT: Indicate by note o0r drawing on the site plan the proposed type of mail service that is to be provided, Gang mailboxes or service to each suite or building that is occupied. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required. 26. COMMENT: If applicable or if freestanding monument signs are proposed draw and label the sign locations. 2-06.4.9.X - Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. In accordance with Section 2-11.0.0, Landscape Plan Requirements. 27. COMMENT: See the Landscaper reviewer comments related to Landscape buffers and Screening requirements. 28. COMMENT: Review the redlines on the site plan sheet and address as required. LOCATION: 450 N Freeway REVIEWERS: Paul Baughman, PE, CFM ACTIVITY: DP16-0108 SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package. The following items need to be addressed: 1) Per AM 2-06.4.3 please add the case number (DP16-0108). 2) Per Section 14.2, Item 6 of the Drainage Standards Manual (UDC 7.14.4) a 30 foot deep soil boring is required within the area of the retention basin at the rear of the building since the soils report has indicated this area is subject to hydro-collapsing soils. The soils report shall be amended to include infiltration information for the retention basin area and the recommended setback from the building to the Basin. This raw infiltration data will be derated before it is used to calculate the drain down time for the retention basin. Please also See Section 3.5.1, item 5 of the Detention/Retention Manual (UDC 7.14.3) 3) A drywell per Section 14.5 of the Drainage Standards Manual may be required to provide for 12 hour drainage as required by Section 3.5.1, item 3a of the Detention/Retention Manual (UDC 7.14.3). 4) Per Section 3.3.4 of the Detention/Retention Manual (UDC 7.14.3) the soils report should consider seepage of the stormwater from the retention basin into the structural foundation. 5) Per Section 1.4 of the Detention/Retention Manual access to the basin shall be shown for maintenance purposes. This would involve access that includes standard vehicular access. 6) Per Tucson Code Chapter 26-8(b)(1) please show the areas subject to flooding and erosion. Per AM 2-06.4.9O please show on the plan sheets the applicable building setback lines from erosion hazard and floodplain detention/retention basins as provided for in the drainage and updated soils report. If the erosion hazard setback line overlaps the basin or the basin outlet, then Drainage Notes 2 and 3 need to be changes to reflect the impact of city floodplain regulations. A floodplain use permit will then be required. Make changes if required by line work additions. 7) Per AM 2-06.4.9N7 the basin outlet as called out by keynote 9 on sheet 4 should refer to conc. point 1.0A such that the sizing information contained on sheet 19 of the plans can be referenced to this location without referring to the drainage report. 8) The rock rip rap weir called out by keynote 9 on sheet 5 refers to detail 8 on sheet 19. This detail has different dimensions for basin 1A vs basin 1B. Per AM 2-06.4.9N7 please clarify this call out by adding a 1.0B label next to the keynote 9 callout on sheet 5. 9) The narrative within the geotechnical report calls for the design engineer to compute the number of ESALs corresponding to the correct pavement section selection. The pavement section called out on sheets 2, 4 and 5 is a 2.5" AC on 8.0" ABC. This corresponds to a 50,000 ESAL design. Please verify that this is the intended design requirement. 10) Per TSM 8-01.8.0A please preform a waste stream calculation and call out a solid waste disposal detail on the site in accordance with AM 2-06.4.9T and TSM 8-01.4.0D. Per TSM 2-01.4.1C6 and section 3.6 (page 11) of the soils report a rigid pavement section of 7 inches of concrete on 4 inches of crushed limestone base is required where trash dumpsters or semi trailers are to be parked. Please call out these areas as applicable on the plans. Please note that the soils report calls out the use of 4,000 psi concrete for this rigid pavement section. This compressive strength for concrete should be reflected on the plan accordingly. Details 4 and 5 on sheet 6 (loading zone) should reflect the required rigid pavement with the required compressive strength per the soils report. 11) The watershed boundaries shown on sheet 5 are shifted about 30 feet west of where it is shown on figure 4 of the drainage report. Please make appropriate adjustments per AM 2-06.4.9N. 12) Per AM 2-06.4.9H2 show all future sight visibility triangles on the plan. 13) Please consider placing all notes not required by City code in a separate section for notes to the contractor/engineer. This will make it easier for the City inspector to only focus on enforcing City requirements during inspections. 14) Per AM 2-06.3.10 please show the FP and EHS line work type in the legend. Per AM 2-06.4.8I any 100 year floodplain limits within 50 feet of the property limits need to be shown on the plan sheets. 15) The depressed curb opening shown adjacent to the water harvesting area near the area where offsite paving plans will be provided needs to show the "opening size" on the plans. See AM 2-06.4.9N3. Please update sheets 4 and 5 with dimensions adjacent to the construction note 7 callout. 16) The dimensions shown on detail 3 on sheet 6 do not add up to 20 feet. The 2.5' plus 17' exclude the 6" curb stop. Please update accordingly. 17) Please show the WSEL for the Arroyo Chico Wash on sheet 7 upstream of the largest proposed structure per AM 2-06.4.8I2. 18) Per AM 2-06.4.4B please call out the Santa Cruz River on the location map shown on sheet 1. 19) The keynote 8 callout for the handicap striping on sheet 5 refers to detail 7 on sheet 6. This detail shows a 5' wide striping area. Per the horizontal control plan on sheet 8 this striping should be 8' wide. Please update detail 7 on sheet 6 to reflect the 8 feet width for the striping on sheet 5. 20) The weir between the two retention basins on sheet 4 is showing a 3:1 slope but referring to detail 8 on sheet 19 that has an 8:1 slope called out. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. ARTICLE 7: DEVELOPMENT STANDARDS Vehicular Use Areas The standards in this Section 7.6.4.B apply to all developments that provide more than four motor vehicle parking spaces, except as provided in Section 7.6.4.B.1.c, Exemptions. 1. Canopy Trees in Vehicular Use Areas a. General Standards Within a vehicular use area, one canopy tree is required for each four motor vehicle parking spaces or fraction thereof. (1) The canopy trees must be evenly distributed throughout the vehicular use area. Every parking space must be located within 40 feet of the trunk of a canopy tree (as measured from the center of the tree trunk). (2) Fifty percent of the trees required for landscape borders located within ten feet of the paved portion(s) of a vehicular use area may be counted towards both the minimum parking lot canopy tree standard and the landscape border canopy tree standard. 7.6.5. SCREENING STANDARDS The purpose of screening is to provide visual barriers, noise reduction, and to provide privacy. A. When Required Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1. Identify required screening on landscape plan.
