SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package. The following items need to be addressed:
1) Per UDC 8.7.3G1 and Detention Retention Manual Section 4.3.1 (Basin Shape) Please show 10' minimum radii on all retention basin edges. This may require the widening of the basins in some areas and elimination of the v ditches or creation of a bottom width to accommodate this radii requirement.
2) Per The Tucson Code Section 26-8(b)(1) all tentative plats and development plans submitted shall show the location, by survey or photographic methods, of streams, watercourses, canals, irrigation laterals, private ditches, culverts, lakes and other water features, including those areas subject to flooding and/or erosion. The location shall also include the direction and magnitude of any flow, water surface elevations, and the limits of inundation from the base flood.
3) Per AM 2-06.4.9N6 and AM 2-06.4.8I the 100-year flood limits with water surface elevations for all flows of 100 cfs or more will be drawn on the development package documents
4) Please note that the Udall Park Wash runs adjacent to this project with an identified TSMS node of 539 cfs. There are two 40" x 65" CMPs to convey some of this flow under the roadway. Per AM2-06.4.8F and I please provide calculations and mapping to show where the limits of the 100 year floodplain are relative to this development. If there is encroachment as a result of this development, please provide an encroachment analysis per Tucson Code Section 26-8(b)(2)b to demonstrate no adverse impact on adjacent property.
5) Drainage Notes 2 and 3 on sheet 1 should be updated accordingly, based on the results of the above requested analysis.
6) Details 2 and 3 on sheet 3 should show a proposed 6' wide sidewalk area per rezone condition 21 on sheet 2.
7) Grading note 7 on sheet 5 has a typo where the reader is advised to "Ball Blue Stake…" Please correct.
8) Grading note 11 on sheet 5 refers to a geotechnical report for this development. Per TSM 2-01.4.1D please provide a copy of that report. Additional comments may result from a comparison of the recommendations from this result to the proposed design.
9) Grading note 31 on sheet 5 refers to an outdated reference to the City of Tucson Grading Development Standard. Please update this reference.
10) Water Harvesting Note 5 on sheet 5 requires keeping ponding water at least 10 feet back from structural foundations. Per AM 2-06.5.2B please provide line work to show where these limits are on or near lots 1, 22 and 23 to ensure compliance.
11) Per AM 2-06.4.9N1 Please show the 100 year ponding limits for the Detention/Retention Basins.
12) The Erosion and Sediment Control Section 2.1 on sheet 11 refers to a sheet 5. This plans set would show this information on sheet 15.
13) The Erosion and Sediment Control Section 2.1.1 on sheet 11 refers to the stabilized entrance as being 6 inches deep consisting of 1 ¾" to 3" course aggregate. This conflicts with detail D on sheet 15. Please clarify.
14) The Temporary Stabilization Practices Section 2.3.1 on sheet 11 refers to a sheet 5. This plans set would show this information on sheet 15.
15) The Maintenance and Inspection Procedures in Section 6.1.14 on sheet 12 refers to the contractor's willingness to implement any revisions requested by Pima County. Please provide additional information justifying Pima County's role in this function.
16) The Spill Control Practices in Section 8.3.7 on sheet 12 refer to the Title 25 of the Land Development Code effective October 18, 2007. Please note that Section 26 of the Tucson Land Code Governs SWPPP in the City of Tucson.
17) Please make any adjustments to detail D on sheet 15 to be consistent with the Erosion and Sediment Control Section 2.1.1 on sheet 11.
18) Pages 4, 11 and 23 of the drainage report may need to be updated to reflect the 539 cfs from the Udall Park Wash depending on the results of the analysis required per AM 2-06.4.8I.
19) Per the detention/retention manual Section 3.5.1, item 5 a soils report showing a derated infiltration value is required to show basins drain in 12 hours. Using a derating factor of is standard practice.
20) The Retention Basin Maintenance section on page 21 of the drainage report has a typo where it says "They much be inspected…" Please change this to "They must be inspected…"
21) Per AM 2-06.4.9N1 Please show the 100 year ponding limits for the Detention/Retention Basins.

WATER SUPPLY
Tucson Water will provide water service to this project based on the subject zoning of the above parcels. Tucson Water has an assured water supply (AWS) designation from the State of Arizona Department of Water Resources (ADWR). An AWS designation means Tucson Water has met the criteria established by ADWR for demonstration of a 100-year water supply - it does not mean that water service is currently available to the subject project.

WATER SERVICE
The approval of water meter applications is subject to the current availability of water service at the time an application is received. The developer shall be required to submit a water master plan identifying, but not limited to: 1) Water Use; 2) Fire Flow Requirements; 3) Offsite/Onsite Water Facilities; 4) Loops and Proposed Connection Points to Existing Water System; and 5) Easements/Common Areas.

Any specific area plan fees, protected main/facility fees and/or other needed facilities' cost, are to be paid by the developer. If the existing water system is not capable of meeting the requirements of the proposed development, the developer shall be financially responsible for modifying or enhancing the existing water system to meet those needs.

This letter shall be null and void two years from the date of issuance.

Issuance of this letter is not to be construed as agency approval of a water plan or as containing construction review comments relative to conflicts with existing water lines and the proposed development.

The Pima County Regional Wastewater Reclamation Department (PCRWRD) has reviewed the proposed sewer design for the above-referenced project. The Pima County Regional Wastewater Reclamation Department has found the following deficiencies in the above referenced submittal of the Preliminary Sewer Layout (PSL), based upon PCRWRD Engineering Design Standards (EDS) 2012.


1. Sheet 2: The existing inverts shown for MH #8540-04, MH #8540-06 and MH#8540-07 do not match what is shown on the as-built plan (S-373), why discrepancy?


2. Sheet 2: The proposed cul-de-sac configuration for streets A and B do not comply with PCRWRD Engineering Design Standards DTL 109 or 110 for turn around. Per DTL 109 the maintenance trucks require a 35' inside and 55' outside turning radius. Consider removing the cul-de-sac islands which should allow enough room for the trucks to service the terminal manholes and turn around.

3. Sheet 2: The existing 8" line in Pima appears to range from approximately 6' in depth at 8568-07 to 10' in depth at MH # 8568-06. If the existing 6" reclaimed water line is at the standard 42" depth, why would DIP HCS's be required if you were to propose connecting Lot HCS's into the existing public sewer line on the north side of Pima St?

This office will require a revised set of plans, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. All comments cited in this letter are based upon PCRWRD Engineering Design Standards 2012 and PCRWRD Standard Specifications and Details for Construction 2012.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the Preliminary Sewer Layout. The fee for the first submittal is $166 plus $50 per Sheet. For the second submittal, the review fee is $50.00 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next plan submittal will require a review fee of $100.00 made payable to Pima County Treasurer.

A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. 2. 2-06.4.4 - Remove the subdivision information from the location map as it is not required on the tentative plat.

3. 2-06.4.8.C - Provide a width dimension for the alley along the south property line.

4. 2-06.4.9.H.5.a - The provided vehicle parking space calculation is not correct. The spaces shown as provided in "FRONT OF THE GARAGE" do not count for provided spaces.

5. 2-06.4.9.V - If applicable show the location of the gang mailboxes to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping.

The City of Tucson - Environmental Services Department (ES) has completed our review of the Development Package for the Pepper Viner at Van Horne project. The proposed site of the Pepper Viner at Van Horne residential development is on the south side of E. Pima Street in the City of Tucson. The Pepper Viner at Van Horne site is immediately east of the Speedway landfill site. The residential development will consist of 54 lots with single family homes.

The proposed Pepper Viner at Van Horne project site is within the service area of the City of Tucson ES for refuse and recycling material pick up. Private solid waste collection companies also provide waste collection services for the proposed residential development area. The residential land owners will be provided plastic containers for refuse and recycling material storage at each residential property. The plastic containers will be rolled out to the back of the curb for pick up on a once a week pick-up schedule.

Condition No. 9 on the Cover Sheet (Sheet 1 of 23) discusses the approved Automated Plastic Containers for solid waste storage. The word "Automotive" should be replaced with the word "Automated" in this condition. Conditions 11, 12 and 13 on the Tentative Plat / Site Plan (Sheet 2 of 23) discuss the need to evaluate methane gas conditions in the proposed building areas based on the proximity of the Speedway landfill. These conditions are technically correct and accurately reflect the requirements of the City of Tucson Landfill Ordinance.

Based on this review, the City of Tucson ES approves the Development Package for the Pepper Viner at Van Horne project from a solid waste storage and collection standpoint. Please let me know if there are any questions concerning this review.
