COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is April 03, 2016.

2-06.3.0 FORMAT REQUIREMENTS

1. 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet.

2. 2-06.4.2.B - Provide a brief legal description within the title block.

3. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx) on all sheets. Sheets 2 - 6 and 13 - 21 do not provide the required information.

4. 2-06.4.3 - Provide the development package case number, DP16-0046, adjacent to the title block on all sheets. Sheets 2 - 6 do not have the case number as required.

5. 2-06.4.2.C -Label the section corners on the location map.

6. 2-06.4.7.A.1 - List as a general note: "Existing zoning is I-1". This general note should be provided on the cover sheet.

7. 2-06.4.7.A.2 - Provide a general note listing the gross area of the site by square footage and acreage. This general note should be provided on the cover sheet.

8. 2-06.4.7.A.4 - As a general note identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. The use should be listed as Transportation Service: Land Carrier, subject to Use Specific Standard 4.9.13.Q. This general note should be provided on the cover sheet. 9. 2-06.4.8.B - Show all existing easements on the plan along with the recordation information. Per final plat S11-014 there are two different easements that encroach on this property from the north. Sheet 7 shows both easements but they are not labeled correctly.

10. 2-06.4.9.E - There is a lot split, lot line reconfiguration, in progress, S16-008, Provide the S16-008 case number adjacent to the title block on all sheet. This lot split will need to be completed prior to approval of the development package.

11. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

12. 2-06.4.9.H.2 - Show all required sight visibility triangles (SVTs) on the plan. See TSM Section 10-.1.5.0.

13. 2-06.4.9.H.5 - Provide a fully dimensioned vehicle use are to include but not limited to, curb radius, access lane width, gate width, back-up spur, etc.

14. 2-06.4.9.H.5 - Sheet A104 detail 1, the 12' gate called out under keynote SP11 will need to be a minimum 20' wide for two-way traffic, see UDC Table 7.4.6-2.

15. 2-06.4.9.H.5 - Sheet A104 detail 1, provide a fully dimensioned back-up spur at the east and west end of the northern most parking area, see UDC Article 7.4.6.F.4.

16. 2-06.4.9.H.5.a - The vehicle parking space calculation is not correct. This site should be parked based on the primary use, Transportation Service: Land Carrier. Per UDC Table 7.4.4-1, COMMERCIAL SERVICES USE GROUP, Transportation Service, the required vehicle parking is based on 1 space per 300 sq. ft. GFA of administrative or professional office area only.

17. 2-06.4.9.H.5.a - The vehicle parking space calculation should include the number of required and provided accessible vehicle parking spaces.

18. 2-06.4.9.H.5.a - Sheet A104 detail 1,some type of barrier will be required at the southern most accessible vehicle parking space to prevent vehicles from encroaching on to the sidewalk, see UDC Article 7.4.6.H.

19. 2-06.4.9.H.5.a - Sheet A104 detail 1, as no wheel stops are proposed throughout the vehicle parking area the sidewalk called out under keynote SP06 will either need to be 6'-6" wide or wheel stops are required. See UDC Article 7.4.6.H & TSM Section 7-01.4.3.A.

20. 2-06.4.9.H.5.a - Sheet A104 detail 4 the dimension shown to the bottom of the accessible sign is not correct and should be called out as 7'-0".

21. 2-06.4.9.H.5.a - Sheet C-2 there are spot elevations called out in the middle of the parking area, "TC 16 ", typically "TC" relates to top of curb, clarify what "TC" relates to on this plan.

22. 2-06.4.9.H.5.d - The short and long term bicycle parking space calculation should show the number required and provided.

23. 2-06.4.9.H.5.d - Show the required long term bicycle parking on the site plan and provide a detail that demonstrates how the requirements of UDC 7.4.9.B & .D are met.

24. 2-06.4.9.H.5.d - Detail 8 sheet A102 is short term bicycle. If you are providing short term bicycle parking it needs to meet the requirements of UDC Article 7.4.9.B & .C. If you are providing short term bicycle parking show the location on the site plan.

25. 2-06.4.9.Q - Provide the square footage and the specific use proposed within the footprint of the building(s).

26. 2-06.4.9.R - Provide width dimensions for all sidewalks shown on the plan.

27. 2-06.4.9.R - Per TSM Section 7-01.4.1.A At least one sidewalk is required to a project from each street on which the project has frontage, unless there is no vehicular access from a street because of a physical barrier, such as a drainageway or an unbroken security barrier (e.g., a wall or fence). The sidewalk should be located to minimize any conflict with vehicular access to the project. That said show the required sidewalk out to Palo Verde Road.

28. 2-06.4.9.R - Per TSM Section 7-01.4.3.A Width, all sidewalks must be a minimum of four feet wide and installed to avoid any obstruction which decreases the minimum width to less than four feet. That said sheet A104 detail 1 keynote SP06 calls for a 6'-0" wide sidewalk adjacent to the vehicle parking spaces. As no wheel stops are proposed the sidewalk will need to be 6'-6" wide. See comment 19.

29. 2-06.4.9.R - Sheet A104 detail 1 keynote SP06 calls for a 6'-0" but just west of the keynote the sidewalk has been dimensioned at 5'-8 7/8", which is correct.

30. 2-06.4.9.R - There appears to be some type of ramp shown along the east side of the proposed building. Provide a detail that demonstrates how the requirements of IBC Chapter 11 and the ICC A117.1-2009 are met.

31. 2-06.4.9.R - Clearly indicate the accessible route from one of the streets to the accessible entrance of the building and from the accessible vehicle parking space to the accessible entrance of the building. Provide spot elevations so that the requirements of IBC Chapter 11 and the ICC A117.1-2009 can be verified.

32. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm.

33. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met.. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required.

34. 2-06.4.9.W - Provide a general note on the plan stating "ALL SIGNS REQUIRE SEPARATE PERMITS".

Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

7.4.6. MOTOR VEHICLE USE AREA DESIGN CRITERIA

Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, or buildings, overhanging adjacent sidewalk areas, and/or driving onto unimproved portions of the site. Provide wheel stops for parking spaces as necessary on the site, grading and landscape plans.

Provide NPP plan or acceptable documentation, which clearly indicates that the project will not impact Protected Native Plants. Such documentation should include photographs of the site taken from all sides of the property.

Ensure that all Zoning and Engineering comments and concerns are addressed.

SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package. The following items need to be addressed:
1) Per TSM 2-01.4.1.1C6 please include specific recommendations from the soils report regarding the need to scarify, moisten and recompact the subgrade beneath existing grade prior to placement of pavement or fill. Please note that section 1.4 of the SWPPP indicates the existence of 10' deep existing fill on this site. Testing for compaction of this fill or recommendations for removal, per the geotechnical engineers judgement, should be a part of the Soils report.
2) Per TSM 2-01.4.1C7 the name, address and phone number of the geotechnical engineering firm should be provided on the plan. Please also provide a copy of the geotechnical report and reference it's recommendations in the next submittal
3) Per AM 2-06.4.9T show solid waste and recycling disposal areas per TSM Section 8.
4) Per TSM 8-01.5B please show the 40 foot long safe access area in front of the dumpsters.
5) Per TSM 8-01.5E please show the require turning radii for the trash collection truck.
6) Per Policy 1.4, a Balanced Drainage Basin, from the Pima County Detention/Retention Manual (UDC 7.11.1D) not discharge, in a post development condition, a higher peak flow in the 2-, 10- and 100- year peak flow than under the existing predevelopment condition.
7) Per Section 3.5.1, item 5, of the Detention Retention Manual, a soils report shall be required in conjunction with the design of each surface storage facility which utilizes infiltration as a method of basin drainage. The report shall, as a minimum, address soil classification, soil erodibility, soil permeability and slope stability. Please also provide a copy of the geotechnical report and reference it's recommendations in the next submittal. See also the Standards Manual for Drainage Design and Floodplain Management in Tucson Arizona, Section 14.2, Item 6.
8) Per Section 3.6.2, Security Barriers, of the Detention/Retention Manual Security barriers must be provided at the top of all basin slopes steeper than 4:1, where water depths exceed two feet. Per AM 2-06.4.8H please provide a detail of the retention/detention basin showing the side slopes and the security barriers if the side slopes exceed 4:1. This detail should include any outlets including low flow pipe and weir details.
9) Per AM 2-06.4.8B all easements shall be shown on plan. There are utilities shown on the plan such as fire hydrants off of water lines that would be expected to require and easement.
10) Per AM 2-06.4.8d please show the location of all utilities within or adjacent to the site (within 50 feet), including Gas, Communication and electric lines and service equipment.
11) The runoff coefficients used in section 3.1 for developed and existing conditions of the drainage report should be taken from table 3.4 of the Pima County Detention/Retention Manual to show 5 year threshold retention. The Cwex = 0.46 assumes the entire site is soil type d under existing conditions. The Cwpr value should be increased to at least 0.87 for type C and D soils in this commercial/industrial application. Section 1.5 of the SWPPP should be updated accordingly.
12) Per Sections 1.4 and 2.2 of the Detention/Retention Manual the maximum peak discharge to releases from each detention basin is 1 cfs in a balanced or critical basin. Please update design accordingly.
13) Per Section 1.5.2 of the City of Tucson Drainage Standards Manual (UDC 7.14.4) the detention basin must show maintenance access.
14) Per AM 2-06.4.9H2 show site visibility triangles.
15) Per AM 2-06.4.9H3 show fire circulation, accessibility and vehicle maneuverability.
16) Per AM 2-06.4.9N5 please provide notarized approval from the adjacent land owner to be contained in the next submittal of the drainage report showing the owner agrees to the drainage design as contained in the drainage report and plans within their property.
17) Per UDC 7.4.6F4 dimension the back up spur on sheet C-3 to show a minimum 3'depth and an additional 3 feet to any screen or wall over 6 inches tall.
18) Per UDC 7.4.6E1a the curb radii at intersections must be called out with a minimum 5' radii unless it is used for fire or trash pickup access and then it must be called out with a minimum 18' radii.
19) Per AM 2-06.4.9N please show the dimensions of the channel along the south side of the development (2-1P) based on the Hydraulic calculations contained in Appendix C.
20) Per AM 2-06.4.9N please ensure the hydraulic calculations for the channel 2-3P contained in appendix C of the drainage report with 8:1 side slopes is consistent with detail 1 on sheet 4 which shows a 10:1 side slopes. Please update the calculations accordingly if the intent is to use more gradual side slopes.
21) Per AM 2-06.4.9N please ensure the hydraulic calculations for the channel 2-4P contained in appendix C of the drainage report with 10:1 side slopes is consistent with detail 2 on sheet 4 which shows a 15:1 side slopes. Please update the calculations accordingly if the intent is to use more gradual side slopes.
22) Per AM 2-06.4.9N and TSM 7-01.4.3E please show how roof drainage that flows to the east per figure 7 of the drainage report is conveyed under the pedestrian way via scuppers (ie. SD 204 or 205) as appropriate for the 10 year storm.
23) An SP07 callout on sheet A104 on detail 2/A104 shows a callout for curb and gutter in the middle of a parking space. Please check all leader lines for correct placement.
24) Per TSM 2-01.4.1C3 please provide cut and fill quantities as a general note on the plans.
