SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package. The following items need to be addressed:
1) Per TSM4-01.1.3 please show how water harvesting is being provided.
2) Per TSM 4-01.3.2C3 please show the flow arrows indicating the flow path the storm water will take to the selected landscape areas where water will be harvested. Indicate spot elevations for the bottoms of water harvesting structures, at spillways and to define the grades as needed. Indicate the location of all surface or subsurface infiltration structures, pipelines, spillways, French drains, scuppers, curb cuts and other infrastructure elements needed to convey, store or overflow passively supplied water, or to control erosion.
3) Per the Tucson Water Harvesting Manual water harvesting is to be implemented into commercial development plans to the maximum extent practicable. This will help offset any loss of storage from existing ponding near the trash enclosure.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is February 28, 2016.

1. 2-06.4.2.D - The ALTA sheets need to show the correct page x of y.

2. Provide the development package case number, DP16-0038, adjacent to the title block on each sheet.

3. 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information.

4. 2-06.4.2.A - Show the subject property approximately centered within the one square mile area of the location map.

5. 2-06.4.2.C - Section, township, and range; section corners; north arrow; and the scale will be labeled on the location map.

6. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. That said the use listed on sheet 1 is not correct and should be listed as "FOOD SERVICE EXCLUDING SOUP KITCHENS SUBJECT TO USE SPECIFIC STANDARDS 4.9.4.M.1 & 4.9.13.P".

7. 2-06.4.7.A.6.a - Sheet 4 General Note 20 remove the reference to Gateway (GCZ) is it is not applicable.

8. 2-06.4.9.H.5.b - Sheet 1 vehicle parking space calculation, provide a copy of the referenced "EASEMENT AGREEMENT" and provide the recordation information. Provide a plan that shows where this off-site parking is located.

9. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. Provide a copy of the last approved site plan so that bicycle parking requirements can be verified.

10. 2-06.4.9.W - Provide a note on the plan stating "ALL SIGNAGE REQUIRES A SEPARATE PERMIT.".

Once the above comments are addressed Zoning is willing to provide an over the counter review. The review can be done between the hours of 8:00 to 1:00 Monday thru Friday.
