SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package. The following items need to be addressed:
1) The table of contents for the drainage report lists the conclusion as starting on page 4. It starts on page 5. Please update.
2) Page 3 of the drainage report includes narrative for the third proposed on-site watershed that includes a depressed landscape area. There are not depressed landscape areas called out by keynote 12 on sheet 3 of the plans within the area delineated as being part of PWS3 on the Target Pad Proposed Conditions Water shed map. Please correct.
3) The last two sentences for the drainage report narrative for PWS3 seems as though it should be included in the narrative description for PWS4. Additional narrative seems to be missing in for PWS3. Please update accordingly.
4) The narrative in the drainage report on page 3 for PWS4 lists this as the fourth and final proposed watershed. There is also narrative for PWS5 and PWS6 which are described subsequent to this section. Please update this section to remove the phrase "and final".
5) The last paragraph from the Developed Conditions section, found on page 4 of the drainage report, lists an increase of 0.4 cfs from existing to proposed conditions. Per the City of Tucson Drainage Manual Section 2.3.1.5F please consider routing runoff from PWS6 and/or PWS5 to a depressed landscape area that is already called out as such by keynote 12 on sheet 3. Alternatively, please consider increasing depressed landscape areas as called out in General note21, on sheet 1 of the plans from 6" maximum to at least 7 or 8" deep if this will not cause issues with the recommendations of the geotechnical report. The B soils would make this alternative seem viable.
6) The send paragraph of the Detention/Retention and Stormwater Harvesting section of the drainage report indicates there are about 1,000 cubic feet of stormwater harvesting areas within the 6" depressed landscaping areas. Please provide a square footage on the plans and shade areas to be included as depressed landscape areas to assist the contractor and City inspector in carrying out the drainage report requirements. This could include increasing the depth of water harvesting areas to 7 or 8" deep and also including an area in PWS3 at the outlet of the southern roof drain. The area in PWS3 is not currently called out by keynote 12 and appears as though it should be on sheet 3 of the plans.
7) Consider adding and curb opening and rip rap via keynotes 29 and 30 to the north side of the southern entryway to allow stormwater from the parking area to be harvested from PWS6 within a depressed landscape area that is already called out by keynote 12 on sheet 3.
8) When the dumpster doors are pinned in the open position on sheet 3 they impeded the ability of the driver in the adjacent parking space to avail themselves of the back up spur and clear area behind the back up spur as required by UDC 7.4.6F4 and Figure 7.4.6-B. Please make appropriate adjustments.
9) Keynote 15 only calls out a pavement section for 2" AC on 4" ABc. There is a PAAL area through which the trash is accessed that should be considered for 3"AC on 4" ABC per the pavement section table on page 9 of the geotechnical report. The narrative on this page also includes a recommendation that 4" of ABC be placed under a 6" Portland Cement Concrete Pavement Section where trash trucks and loading and unloading areas are set up.
10) Keynote 29 on sheet 3 calls out a 2' wide curb opening as per detail K on sheet 6. This detail shows a 3 foot wide curb opening. Please update detail or keynote verbage as appropriate.
11) Sheet 5 shows 2 new 1,500 gallon sewer grease traps that extend 15 or 20 feet into the landscape area where depressed landscaping is planned. Please see if these can be configured so as to limit the impact on the area available for depressed landscaping and water harvesting.
12) Detail H on sheet 6 shows construction equipment where roof drainage and curb openings are passing drainage. Please provide additional detail as to how this equipment and the pad will be protected from drainage and potentially collapsible soils as described in the 3rd paragraph on page 5 of the geotechnical report. Please coordinate this with the PWS3 drainage report narrative.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is February 23, 2016.

CONTENT REQUIREMENTS

1. 2-06.4.3 - Provide the development package case number, DP16-0034, adjacent to the title block on each sheet.

2. 2-06.4.7.A.8.c - Provide a building area expansion calculation on the plan.

3. 2-06.4.8.B - There is a "1' PUBLIC N.V.A.E" shown along the north property on the final plat that is not shown on this package.

4. 2-06.4.9.H.5.a - Per UDC Article 7.4.6.H.1Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, or buildings, overhanging adjacent sidewalk areas, and/or driving onto unimproved portions of the site. That said there are two (2) vehicle parking spaces just north of the trash enclosure that require wheel stops to prevent vehicles from encroaching into the required four (4) foot sidewalk.

5. 2-06.4.9.H.5.c - The loading space calculation is not correct. Per UDC Table 7.5.5-A Commercial Services Use Group (Section 11.3.4), Restaurants/Bars, Over 5,000 sq. ft. GFA, 1 Type A loading space is require. Show the required loading space on the plan.

6. 2-06.4.9.H.5.d - Per UDC Article 7.4.9.B.2.g A bicycle rack must be a minimum of two and one half feet from a wall or other obstruction. That said provide a dimension from the trash enclosure to the rack and from the north building wall to the rack.

7. 2-06.4.9.R - Per TSM 7-01.4.3.3.B The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas. That said clearly show the continuous pedestrian circulation to the trash enclosure. It appears that the proposed patio fence is blocking the path.

03/21/2016 ROBERT SHERRY PLUMBING-COMMERCIAL REVIEW Reqs Change The proposed gravity grease interceptors are shown located in what is referred to as a "depressed landscape area" with significant plantings both around the interceptors and over the interceptors. The area is also noted to be intended for stormwater harvesting (general note 21, sheet 1 of 11). Show how access to the proposed gravity grease interceptors for service and maintenance is to be provided and how the installation of the interceptors will be designed to resist both water intrusion and hydrostatic loads (e.g. buoyancy). Reference: Sections 309.2 and 1001, IPC 2012.
