Tucson Electric Power Company has reviewed and approved the development plan submitted February 16, 2016. It appears that there are conflicts with the existing facilities within the boundaries of this proposed development and the facilities will need to be relocated.

Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. Any relocation costs will be billable to the customer.

In order to apply for electric service, call the New Construction Department at (520) 918- 8300. Submit a final set of plans including approved site, electrical load, paving off-site improvements and irrigation plans, if available include a CD with the AutoCAD version of the plans.

The City of Tucson - Environmental Services Department (ES) has completed our initial review of the Development Package Application materials for the proposed UMC - Banner hospital campus to be located in downtown Tucson. Specifically, the proposed hospital campus will be located on the west side of N. Campbell Avenue between Speedway Boulevard and E. Grant Road. The hospital campus is approximately 33 acres in size.



The location of the proposed development on the University of Arizona campus provides sufficient access for City of Tucson waste collection vehicles, private waste hauling companies and private waste service providers to provide waste collection and disposal services. There is no concern about accessing the UMC - Banner property to provide waste removal services.



On-site waste storage facilities are depicted on Figure CS502 titled "Site Details". Three waste compactors are shown on the south side of a loading dock located to the north of Adams Street in the southwest portion of the UMC - Banner Planned Area Development. Adequate access for vehicles to service the compactors is provided on this plan. Based on this review, ES requires the following:

•Provide waste stream calculations for the three compactors in accordance with TSM 8-01.4.0.B.
•Specify the anticipated method of collection and frequency for the three compactors in accordance with TSM 8-01.4.0.B.
•Identify which compactors are to be used for refuse and which are to be used for recycling materials.
•If none of the three compactors are to be used for recycling, identify what type of container(s) and the location(s) of the containers which are proposed for recycling materials.
•The compactor sites must be screened from public view in accordance with TSM 8-01.4.0.C. Describe the proposed enclosure around the compactors to screen them from public view.
•Gates shall be provided on the compactor enclosures to screen them from public view in accordance with TSM 8-01.4.0.C. and TSM 8-01.5.1.B.
•The compactor spaces shall be dimensioned to comply with TSM 8-01.5.2.J.
The additional information specified above must be submitted in order to complete the review of the UMC - Banner Development Package from a solid waste standpoint.

A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is February 10, 2016.

7. 2-06.4.9.H.5.a - Detail 1 Sheet CS504 it appears that the proposed accessible signs will encroach into the required 2'-6" vehicle overhang.

8. 2-06.4.9.H.5.a - Detail 1 Sheet CS504 provide a mounting height dimensions for the proposed accessible sign. Minimum height is 7'-0".

9. 2-06.4.9.H.5.a - As PAD-28 is silent on compact vehicle parking spaces and the UDC does not allow compact vehicle parking spaces the propose compact vehicle parking spaces are not allowed.

10. 2-06.4.9.H.5.a - Sheet CS106 along the west side of the sheet keynote 92 calls out for a sign that encroaches into the 2'-6" vehicle overhang.

11. 2-06.4.9.H.5.a - Per UDC Article 7.4.6.H.1 Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, or buildings, overhanging adjacent sidewalk areas, and/or driving onto unimproved portions of the site. Some type of barrier is required at the following areas;
a. Sheet CS102 center vehicle parking area; provide a barrier to prevent damage to the proposed well enclosure called out under keynote 16.
b. Sheet CS105 along the west side of the vehicle parking area, provide a barrier to prevent damage to the proposed railing called out under keynote 38 or show that the railing is setback from the vehicle parking space at least 2'-6".

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

12. 2-06.4.9.H.5.d - Detail 2 sheet CS501 shows a distance of 8'-3" between bicycle racks. If this dimension is correct than the short term bicycle parking called out under keynote 27 on sheet CS106 will not fit as shown. Per UDC Article 7.4.9.B.2.f and Figure 7.4.9-C the distance should be 4'-0".

13. 2-06.4.9.H.5.d - Review UDC Articles 7.4.9.B and Figure 7.4.9-C and ensure that all applicable dimensions are provided on Detail 2 sheet CS501.

14. 2-06.4.9.R - Provide width dimensions for all propose sidewalks on the plan.

15. 2-06.4.9.R - Sheet CS105 south of the accessible vehicle parking spaces demonstrate on the plan that the minimum sidewalk width is maintained between the accessible sign and the edge of sidewalk.

16. 2-06.4.9.R - Sheet CS106 along the east side of the drop-off area there is a sidewalk adjacent to vehicle parking. This sidewalk either needs to be 6'-6" wide or wheel stops are required for the vehicle parking spaces.

17. 2-06.4.9.R - Sheet CS106 near the southeast corner of the vehicle parking area there is a crosswalk called out under keynote 95 that leads to vehicle parking space. Remove the crosswalk from this area.

18. 2-06.4.9.R - Sheet LS106 show bollards along the drop-off areas shown north of the buildings where pavement is flush with the sidewalk. Provide the spacing for these bollards
