This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). The UDC, AM & TSM can be viewed at www.tucsonaz.gov/pdsd. This link will take you directly to the section used for the standards review. The address of the proposed development is 930 E. 2nd Street in Tucson. The existing use of the proposed hotel site is surface parking. Refuse from the adjacent Marriott building and several other surrounding buildings is currently placed into a 40 cubic yard solid waste compactor located on the west side of Tyndall Avenue in proximity to the proposed hotel site. The Main Gate Hotel will also use this compactor for the disposal of their refuse. Recycling materials from the Marriott building and surrounding buildings was stored in two 8 cubic yard containers located on the proposed hotel site. These containers will be removed and one 30 cubic yard recycling container will be located adjacent to the compactor. The Main Gate Hotel will also use this container for placement of their recycling materials. Refuse volume records for the compactor and for the recycling containers were obtained by Greg Carlson Engineering LLC for the year 2015. These records show that 120 compacted cubic yards of refuse and 12 compacted cubic yards of recycling materials were generated each week during 2015. The waste generation rate calculation for the proposed hotel building correctly used the rate of 0.0057 tons per square foot of floor space per year. This calculation shows that 18 compacted cubic yards of refuse and recycling materials will be generated from the proposed hotel development. Assuming all the waste is handled by the compactor, the total volume of waste for the compactor is 150 compacted cubic yards per week. This will require service four days per week. Service vehicles will continue to access the compactor / recycling container site from Tyndall Avenue from the north from 2nd Street. There are no issues with refuse vehicle access to the compactor / recycling container locations. Based on our review of the waste generation rates for the proposed hotel building, container servicing frequency and review of the compactor and recycling container locations, ES approves the Development Package Application materials from a solid waste standpoint. The Pima County Regional Wastewater Reclamation Department has found the following deficiencies in the above referenced submittal of the Preliminary Sewer Layout (PSL), based upon PCRWRD Engineering Design Standards (EDS) 2012. Per Type II Capacity Response Letter #2016-28 capacity is not currently available. Connecting to the public sewer as shown on plan will require you to construct a relief sewer south along Euclid to connect with the 15” sewer in 5th ST. Otherwise connection for the hotel should be south to the 8” public line G-012 in University Blvd. This office will require a revised set of plans, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. All comments cited in this letter are based upon PCRWRD Engineering Design Standards 2012 and PCRWRD Standard Specifications and Details for Construction 2012. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the Preliminary Sewer Layout. The fee for the first submittal is $166 plus $50 per Sheet. For the second submittal, the review fee is $50.00 per sheet. For all subsequent submittals, the review fee is $39 per sheet.
