This curbing is not shown on the grading plan and is required per UDC Article 7.4.6.H.1. 3. Demonstrate on the plan how the requirements of UDC Article 7.4.6.H.1 are met along the north side of this grading plan. 4. Zoning cannot approve the grading plan until approved by Engineering and Landscape review. CASE NUMBER: DP15-0173 SUMMARY: The development package was submitted for the proposed Fuel Center improvements. Engineering Division of Planning & Development Services Department has received and reviewed the Development Package. Engineering Division does not recommend approval until the following comments are addressed. MASTER COVER SHEETS/ GENERAL NOTES: 1) Admin Man Sec.2-06.4.3: Add the following activity numbers: a) The applicable case number is DP15-0173; provide at lower right hand corner adjacent to the title block on each sheet. b) If the property is part of a subdivision plat that has been recorded which required review of a development plan, provide the subdivision name with the case/file number (S[YR]-___). 2) Address the following note comments: a) Tech Man Sec.4-04.14.3.3: Add drainage facilities maintenance note: "Owner(s) shall be solely responsible for operation, maintenance, and liability for drainage structures, and shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for drainage facilities at least once each year, and that these regular inspection reports will be on file with owner for review by City staff, upon written request. City staff may periodically inspect drainage facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately. Owner(s) agree to reimburse City for any and all costs associated with maintaining drainage facilities, should City find owner(s) deficient in their obligation to adequately operate and maintain their facilities." b) Tech Man Sec.2-01.4.C: Revise General Grading and Paving Note 12 to include that an as-built is also required to be submitted prior to final grading inspections. 3) Admin Man Sec.2-06.4.7: All development package documents are to include the following notes: a) Admin Man Sec.2-06.4.7.C.2: Add the following as a note: "No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Section 10-01.5.0, Sight Visibility, of the Technical Standards Manual." b) Admin Man Sec.2-06.4.7.D: Add the following as a note: "Any relocation or modification of existing utilities and/or public improvements necessitated by the proposed development will be at no expense to the public." c) Admin Man Sec.2-06.4.7.B.3: Add note: "Drainage will remain in its natural state and will not be altered, disturbed, or obstructed other than as shown on this site plan." d) Admin Man Sec.2-06.4.7.B.1: Add note: "The developer, any successors and assigns, will hold the City of Tucson, its officers, employees, and agents harmless from any and all claims for damages related to the use of this development as shown hereon, now and in the future, by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall." BASE LAYER SHEET COMMENTS: 4) Admin Man Sec.2-06.3: Add DP15-0173 case number to Development Package sheets. 5) Assure all sheets including SWPP are sequential in sheet numbering for Development Package. SITE PLAN COMMENTS: 6) Admin Man Sec.2-06.4.8.C: Address the following right-of-way comments: a) Label Rita Road as MS&R Arterial ROW. b) Admin Man Sec.2-06.4.8.C: East Rocket Road ROW is indicated as an effectuated MS&R arterial route along a portion of the southern area of the project site, although is not shown on the Interstate Commerce Park Plat S07-131. Clarify in response letter or on plans, whether this entity exists, is vacated, or is otherwise accommodated. 7) Admin Man Sec.2-06.4.9.H.2, Tech Man Sec.10-01.5.3: Show future and existing sight visibility triangles. Delineate and label sight visibility triangles with dimensions for near and far sides along Rita Road per table in this section where through street is an arterial and stem street is a PAAL. 8) Tech Man Sec.10-01.6.1.H: Show/label extruded curb or other barrier on a planview to prevent vehicular access to undeveloped parcel to the north. DRAINAGE / GRADING COMMENTS: 9) Tucson Code Sec. 26-11.2(f), Admin Man Sec.2-06.4.9.N, Tech Man Sec.4-04.2.3.1.2: Provide a revised drainage report and revised grading design that addresses the following: a) Admin Man Sec.2-06.4.9.N: In report, explain how the revised, proposed disposal system prevents contamination due to flooding. Also, discuss in report how the potential pollution of the groundwater supply is minimized with this design. b) Tech Man Sec.4-04.2.3.1.2.F: State in report that any documentation and all necessary permits are to be obtained from state and federal agencies. c) Admin Man Sec.2-06.4.9.N.2: State how there will be appropriate containment and/or diversionary structures to prevent discharged petroleum products from reaching drainageways. d) As a permanent stormwater issue for this project, the plans and report shall clearly demonstrate how contaminants from site areas are kept out of the drainageways and other downstream drainage infrastructure. e) Admin Man Sec.2-06.4.9.N.2: Show how there will be separated watersheds; show how parking area will be regraded to direct onsite parking area runoff away from fueling center and diesel fueling area, toward acceptable runoff areas / existing channels. The layout for the site may need to be revised to accommodate area before discharging treated runoff to existing channel or stormdrain system. f) Tech Man Sec.4-04.2.3.1.2.E: Regarding long-term maintenance responsibility, specify in the drainage report the name, address, and telephone number of the person(s), firm(s), agency or agencies responsible for the ownership, operation, scheduled and unscheduled maintenance, and liability of drainage improvements within the parcel boundary (i.e., oil separator retention structure or system, drainageways, catch basins, or other drainage facilities/improvements). g) Tech Man Sec.4-04.14.3: Provide a revised drainage statement that includes drainage facility maintenance guidelines. A certified annual inspection report shall contain the following summaries: (a) either a statement that no maintenance work is needed at that time, or a list of repairs and work to be done to correct deficiencies or potential problems and/or to restore the aesthetics, followed by a letter of certification from an Arizona Registered Professional Civil Engineer stating that the recommended work has been satisfactorily completed; and (b) a statement either indicating that watershed conditions have not changed since the previous inspection report, or stating that specific changes have occurred which alter or eliminate some of design features and affect the level of service of the drainage systems. City Engineer is to be notified if watershed conditions have changed to the extent that drainage systems no longer satisfy the requirements of the Floodplain Regulations. Specific guidelines should be included to discuss how maintenance shall be performed for both drainage structures (engineered basin that may be used in conjunction with a stormceptor or other oil separator device). h) Tucson Code Sec.26-11.2.f(4), Tech Man Sec.2-01.4.C, Admin Man Sec.2-06.4.9.M: On grading sheet, revise and more clearly delineate subwatershed where stormwater runoff is to be conveyed to a oil separator type of infrastructure or stormceptor structure. Add additional spot elevations, and add grade breaks and subwatershed delineation to the grading and drainage sheet. Revise proposed pavement elevations at different points within the parking and fueling area to provide reference to revised grading and site drainage per the above comments. i) Admin Man Sec.2-06.4.9.N.7: Label subwatershed flowrates on drainage report exhibit for fueling areas. j) Admin Man Sec.2-06.4.9.M.1, Tech Man Sec.4-04.2.3.1.5.G: Label Grading/ disturbance limits on planview sheet. Keep in mind, any offsite construction may require offsite temporary grading construction or other easement. k) Admin Man Sec.2-06.4.8.I.3: A symbol identical to that used to represent the water surface contour intervals on the development package planview sheets should be included in legend. l) Tech Man Sec.2-01.4.C: Provide additional spot elevations at western entrance, to clarify/assure that stormwater runoff is contained within offsite ROW and does not enter site. 10) Admin Man Sec.2-06.4.7.B.2.b: Please provide a floodplain use permit application in next submittal for processing with this project. SURVEY, UTILITIES PLAN / DETAIL SHEET COMMENTS: 11) Admin Man Sec.2-06.4.8.E: Provide and label a local benchmark and show on planview. 12) Admin Man Sec.2-06.4.8.A: Label the boundary data on sheet 2 as recorded, measured or calculated. STORMWATER POLLUTION PREVENTION PLAN COMMENTS: 13) Tucson Code Chap.26 Art.2: Stormwater Pollution Prevention Plan (SWPPP) does not meet minimum requirements of AzPDES Construction General Permit (CGP). Revise SWPPP according to the following comments: a) Show, label, and provide leader line for the receiving waters either on location map on a planview on first sheet of SWPP, on vicinity map on exhibit, or on other planview. b) Revise SWPP control planview to match any revised layout for stormwater runoff for oil separator. SOILS/GEOTECHNICAL REPORT COMMENTS: 14) Tucson Code Sec.26.11.2(a)(2): Regarding section 4.1 of Geotechnical Engineering Evaluation report, due to clayey sands at site, consider adding notes that may be particular to this site, such as the requirement for over-excavation of existing fill at the site (up to 4-ft) to be replaced with engineered fill under structural areas.
