01. Zoning has reviewed the grading plan as it relates to the zoning review purview. While zoning finds that the grading plan is consistent with the Plat that is under review zoning cannot approve the grading plan at this time.

02. Zoning will approve the grading plat once the plat is approved and both Engineering and Landscape have approved the grading plan.

03. Zoning will due a subsequent review of the grading plan on the next submittal to check for consistency with the plat once again.

04. Reference the S05-211 Subdivsiion case number in the lower right corner of the grading plan sheets.

SUMMARY: Development Services Department Engineering Division recommends conditional approval of this Development Package and requests the remaining comments be addressed in next submittal.
BASE PLAN / MASTER COVER SHEETS/ GENERAL NOTES:
1) Admin Man Sec.2-06.4: Address the following general note comments:
a) Tech Man Sec.2-01: Revise general note 8 to reflect updated regulations (Technical Manual Section 2-01 is grading standards).
b) Tech Man Sec.4-04.14.3: Add the following note if not already on plat: Owner(s) shall be solely responsible for operation, maintenance, and liability for drainage structures and basins, and shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for drainage and basin facilities at least once each year, and that these regular inspection reports will be on file with owner for review by City staff, upon written request. City staff may periodically inspect drainage and basin facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately. Owner(s) agree to reimburse City for any and all costs associated with maintaining drainage and basin facilities, should City find owner(s) deficient in their obligation to adequately operate and maintain their facilities.
c) Add notation regarding restriction of storage or placement of construction material and vehicles within basin areas
d) Add development package approval stamp on each sheet lower right.

GRADING, PAVING, DETAIL SHEET COMMENTS:
2) Admin Man Sec.2-06.4.9.M.1, Tech Man Secs.2-01.4.1.C, 8-01.5.2.G: Address the remaining grading comments:
a) Admin Man Sec.2-06.4.9.M.1: Address the following slope/cut/fill comments:
i) Provide for unattenuated flow conditions for east common area basin.
ii) Clarify detail 1 on sheet 3 for lot drainage "A" and other lot drainage label.
iii) Clarify side yard setbacks on lot details (sheet 3 detail 1).
iv) Label basin setbacks.
SURVEY RELATED COMMENTS:
3) Admin Man Sec.2-06.4.9.A, M.1: Depict a local Basis of Elevation, on a planview sheet. Only note was found; show location on a planview.
UTILITIES / EASEMENTS COMMENTS:
4) Admin Man Sec.2-06.4.8.B, 2-06.4.9.L: On grading planview sheets, assure all existing and proposed easements (utility, sewer, drainage, TCE, maintenance, access, etc.) are dimensioned and labeled as to their purposes and whether they will be public or private. Include title report in next submittal.
STORMWATER POLLUTION PREVENTION PLAN COMMENTS:
5) Tucson Code Chap.26 Art.2: The Stormwater Pollution Prevention Plan (SWPPP) does not meet the minimum requirements of AzPDES Construction General Permit (CGP). Revise SWPPP according to the following comments:
a) Address the following general SWPPP comments:
i) Show, label, and provide leader line for the receiving waters either on location map on cover sheet, on vicinity map on exhibit, or on other planview.
b) Address the following comments for the SWPPP exhibit sheet:
i) Provide a note to the SWPP plan cover sheet and/or front of SWPP report stating that the Operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. The Operator shall orally notify the office listed below within 24 hours: Arizona Department of Environmental Quality, 1110 W. Washington, 5th floor (5515B-1), Phoenix, AZ 85007, Office: 602-771-4466; Fax 602-771-4505
ii) Add note stating that during pre-con meeting, AZPDES general permit and NOI with Authorization number must be provided in SWPPP prior to commencement of ground disturbing activities.
iii) Add note stating that the permit shall not be finalized until copies of all of the project's NOT's have been received by Planning and Development Services Department.
iv) Add note stating a water truck or other temporary water source will be provided for dust control, otherwise explain how wind erosion/dust control will be achieved and provide specific practices.
v) Add notation regarding restriction of storage or placement of construction material and vehicles within basin areas.
vi) Revise boundary controls according to the following comments:
(1) Assure grading limits on SWPP exhibit match any revised limits of Grading Plan sheets.
(2) Revise location of controls at edge of project to be included within the grading/disturbance/property limits. Assure all construction areas for improvements are included within the disturbance limits and within the control measures. Or revise grading plan disturbance limits.
(3) Interim control measures shall be placed within the grading limits that match grading plan.
c) Add SWPP sheet as sheet 5 to Development Package and re-number Development Package sheets accordingly.
For resubmittal, provide revised development package including revised Grading Plan submittal sheets, copy of drainage report on CD, comprehensive response letter, and copy of title report. If you have questions, call me at 837-4934.
