CASE NUMBER: DP15-0151 DATE: October 5, 2015 SUMMARY: PDSD Engineering Division does not recommend approval until the following comments are addressed for next submittal. GRADING AND DRAINAGE COMMENTS: 1) Admin Man Sec.2-06.4.8.B, Tech Man Sec.2-01.3, Tucson Code Secs.26-6.2 & 26-11.2(b)(1): A septic tank appears to be located within a low ponding area within the natural drainage way along the west side of the parcel. Septic tanks receiving upstream stormwater runoff can cause local, underground, and downstream hazards. Provide a Environmental Engineer's certification that the septic tank does not cause adverse impact to proposed house, groundwater, or utility trenches in the area of the septic tank. Sealed statement shall include discussion of how the on-site waste disposal system is located to avoid contamination from them during flooding, and the proposed depth of discharge location with respect to minimizing or eliminating discharge into floodwaters or the groundwater. Otherwise show design to protect the septic system from concentrated stormwater or relocate septic tank. 2) Admin Man Sec.2-06.4.9.N, Tech Man Sec.2-01.10.5: Address the following drainage related grading comments: a) Provide hydrology report that determines flowrates for both washes on either side of building pad. Over 100 cfs (jurisdictional flows) appear to be impacting site, and the majority of the flow on the west side of the lot. Depth of 100-year flood conditions shall be determined to calculate minim required FFE. b) Delineate 100-year flood plain limits on plans. c) On planview, label flowrates for pre-developed and post-developed conditions entering and exiting the site. There may be two flow entrance locations and one exit flowrate for this parcel. d) Provide design for driveway area that includes material of driveway and edge erosion protection (such as header curb or other protective design). e) Add cross sections to plans that show property limits, natural wash areas, disturbance/grading limits, slopes for building pad, pad, with distances between each. As noted on plan, IBC code 1804 requires 5% slopes from building for a minimum of 10-feet, however the pad grading needs clarification along south and west sides of pad. f) Show interceptor swale at south outside edge of pad or top of cut slope, with a minimum depth of 12 inches and a minimum width of 30 inches. 3) Tucson Code Chap.26 Art.2, Admin Man Sec.2-06.4.9.H.6: Clarify disturbance limits on plans, include any staging areas that may be needed for grading construction. Please be aware that a Stormwater Pollution Prevention Plan (SWPPP) would be required if disturbance exceeds 1 acre. 4) Admin Man Sec.2-06.4.7: Address the following comments for general notes: a) Remove or revise Site note 2, since changes in location of building pad could impact drainage areas on east and west sides of building pad. b) Add: "Developer, any successors and assigns, will hold City of Tucson, its officers, employees, and agents harmless from any and all claims for damages related to use of this development as shown hereon, now and in the future, by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall." c) Add: "This project is affected by the City of Tucson Floodplain Regulations." d) Add total disturbance area and cut / fill quantities as a note to plans. e) Add: "A floodplain use permit and/or finished floor elevation certificate is required". f) Add: "Drainage will remain in its natural state and will not be altered, disturbed, or obstructed other than as shown on this site plan." For resubmittal, provide 2 copies of revised grading plan sheets, Environmental Engineering statement and design recommendations, Hydrology Report, response letter, and if applicable, SWPPP exhibit / report. CASE NUMBER: DP15-0151 DATE: October 20, 2015 (REVISED) SUMMARY: PDSD Engineering Division initially reviewed the site and incorrectly determined the flowrate to exceed jurisdictional flows; the following comments are based on re-assessment of upstream watershed conditions that are found to be less than jurisdictional flood rate. PDSD Engineering does not recommend approval until the following comments are addressed for next submittal.
