SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package, Drainage statement (Cypress Civil August 14, 2015) and Geotechnical Report (Pattison Engineering June 26, 2015). The critical item from the review is the placement of the dumpster and potentially the design to drain towards Russell Avenue. The following items need to be addressed:
1) The offsite flows from parcels east of Russell Avenue appear to approach the threshold for what Russell Avenue is capable of diverting around this proposed development during a 100 year storm. Redirecting 0.7 cfs to Russell Avenue from proposed lots 8 and 9 in addition to flows already being conveyed within the right-of-way may exceed, or further exceed, its limited capacity. Preliminary internal staff calculations show this street has about a 4.2 cfs capacity before it overtops back to the west. Per the Tucson Code, Chapter 25-52 and Drainage Standards Manual section 1.3, Chapter 12, item 4 please show flows from both existing and proposed offsite parcels can be contained within the Russell Avenue right-of-way until they can be safely discharged to the existing storm drain system on 15th Avenue.
2) Per TSM 8-01.5.1D where a development is intending to provide centralized storage and collection to serve multiple buildings, tenants, or businesses, a general note must be included within the plan stating "A single property owner, property management company, or home owners association (HOA), will be responsible for the management and maintenance of the solid waste collection services and storage area(s) for all development/business occupants." Please add the appropriate notation.
3) Per TSM 8-01.5.2G the percent slope of the concrete service apron away from the trash enclose must be a minimum of 2%. Please update sheet 5 to show 2.0% slope away from the trash enclosure instead of 0.2% slope.
4) Since the public paving plans for Russell Avenue show a 0.643% longitudinal slope to the north, towards 15th Avenue and sheet 5 shows a 0.5% slope south towards 16th Street, there may need to be some offsite improvements shown to achieve these slope changes. Alternatively, per the Tucson Code, Chapter 25-52 please update the slopes shown on sheet 5 and show how drainage flowing north along Russell Avenue will not be impeded by the slope requirements for the required trash enclosures' concrete service apron.
5) Per TSM 8-01.5.3A, the service access for the dumpster should be from within the development.
6) Per TSM 8-01.5.3B, a minimum safe access and operations area of 14 feet by 40 feet, with a minimum vertical clearance of 25 feet, shall be provided in front of each enclosure. Please revise sheets 4, 5 and 6 to show an alternative dumpster location where a minimum 40 feet safe access area is available. The current plan only shows a 26.4 foot pavement width where a private carport and wrought iron fence is located beyond the pavement and precludes the 40 feet safe access area.
7) Per TSM 7-01.3.3B and TSM 7-01.4.3C5 the concrete sidewalk must be directly connected to the dumpster area. The existing asphalt surface within Russell Avenue will not meet code.
8) Per TSM 7-01.4.1C a sidewalk is required adjacent to any parking space accessed by a PAAL where the space is located on the same side of the PAAL as any building and no other parking spaces or PAALs intervene (See figure 2). There are existing buildings shown fronting the parking spaces that do not have sidewalk adjacent to them. Please add sidewalk between the existing buildings and the new parking spaces as shown on sheet 4.
9) Per TSM 7-01.4.1E and TSM 7-01.4.3E the sidewalks must be free of all discharges of up to and including a ten-year frequency flood event. Please show where roof drainage is conveyed under the sidewalk. Please provide hydraulic calculations for these structures within the drainage report. Per AM 2-06.4.9N3 Keynote 27 is called out between units C1, C2 and B3. It should also be called out at other locations where drainage crosses sidewalks between units B1, 2 and 3 and A1, 2, 3, and 4.
10) Per AM 2-06.4.9T show how dumpster collection vehicles will be able to maneuver to collect trash.
11) Per TSM 7-01.4.3A all sidewalk access must be a minimum 4 feet wide. Please update the access to the back of unit C2 and any other sidewalk accesses that are less than 4 feet wide. Please change 3' wide dimensions to encompass the entire width of the sidewalk such as those shown between units A3 and B3.
12) Keynote 28 refers to detail 205. Per COT detail 205 the height of the reverse scupper is to be shown on the plan. Please show this height on the plan and provide calculations for it in the hydraulics section of the drainage report.
13) There is an extraneous dimension line south of unit A-3 that is not aligned with any feature. Please remove it or line it up with an applicable feature.
14) Per TSM 4-01.2.1A5 and Page 10 of the geotechnical report, Surface Drainage, paragraph 3, "in areas where sidewalk or other paved areas do not immediately adjoin structures, protective slopes should be provided with an outfall of at least 3 percent for at least 5 feet from the perimeter walls." Please show spot grades or other typical cross section detail to show at least a 3 percent positive slope for 5 feet from the structure.
15) Per UDC 7.4.6F4b please verify and provide dimension to show that the back-up spur is at least 3 feet wide and that the distance between the edge of the back-up spur and the existing building is at least an additional 3 feet away.
16) Per AM 4.8F existing storm drain facilities on both Stone Avenue and 16th street should be shown.
17) Per AM 2-06.4.3 please provide the development plan number DP15-0139.
18) Per TSM 10.01.9.0 Figure 6 please provide a minimum curb radius of 25' for a PAAL/driveway connection to an arterial street (ie. Stone Avenue).

1. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 15, 2015.


2-06.3.0 FORMAT REQUIREMENTS

2-06.3.1 - Each sheet shall measure 24 inches by 36 inches and include a minimum one inch margin on left side and one-half inch margin on all other sides to facilitate efficient record keeping. A larger sheet format may be used with the approval of the Planning and Development Services Department (PDSD).

2-06.3.2 - All mapped data shall be drawn at an engineering scale having no more than 50 feet to the inch. This scale is the minimum accepted to assure the plan will be legible during review and when digitized and/or reduced for record-keeping purposes. The same scale shall be used for all sheets within the set. Smaller scales (60:1 or greater) may be used for some or all of the sheets with the prior approval of PDSD when it is determined legibility and the ability to be digitized and/or reduced for archiving will not be affected.
2-06.3.3 - All lettering and text (upper or lower case), and numbering, shall be a minimum of three-thirty-seconds inches in height to assure the plan will be legible during review and when digitized and/or reduced for archiving.

2-06.4.0 CONTENT REQUIREMENTS

2-06.4.2 - The title block shall include the following information and be provided on each sheet:

2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

01. COMMENT: This project has been assigned the PDSD activity number DP15-0139. List the case number in the lower corner of all plan sheets.

This development is proposed over two vacant lots with the vehicle access provided on lot 10 to lots 5, 6, and 7. An administrative address for the vacant lot(s) must be obtained and used for this project. Contact Pima County Addressing for obtaining an administrative address.

If applicable to this project, list any other applicable case numbers in the lower right corner of all plan sheets that are related to any other type of review and approval process. The case number(s) date and conditions of approval shall be listed as a general note.

06. COMMENT: This site is within the Armory Park National Register District. While the existing buildings on lot 10 are listed as non-contributing buildings but as a courtesy, contact should be made with the Historic Preservation Manager Jonathan Mabry at 837-6968 to verify if any additional review is required with regards to the existing or proposed development. Provide with the next submittal of the DP any documentation related to this comment.

2-06.4.7.A.6.a - List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any.

2-06.4.7.A.6.b - If there is more than one lot within the site, the note should specify which lots are affected by the additional applications or overlay zones.

07. COMMENT: If applicable to this project, add the information as noted by the standard above.

2-06.4.7.A.8 - For development package documents provide:
2-06.4.7.A.8.b - Percentage and area in square feet of building and accessory building coverage;

08. COMMENT: Clarify if the site coverage for the FLD includes the vehicular use areas and or the PAAL area on lot 10 used to access the north lots. (Keep in mind all calculations related to the FLD including site coverage should be calculated on the FLD site area only.)

I am not quite sure what the intent of general note six (6) is but if the site coverage is exceeded on the FLD site, a variance will be required.

2-06.4.7.A.8.d - When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. If the project is being phased, calculations must show that, at each phase, requirements are being met.

2-06.4.7.E.1.a - The following notes will be placed on all plans/plats.

2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system.

10. COMMENT: This project encompasses the existing Travelers Accommodation site, now referred to as lot 10. Draw and dimension all of lot 10 parcel including the existing buildings on the DP plan sheets. Label the overall site perimeter that includes lot 10. Also label the north boundary of the FLD site with the distance and bearing. ******************************************************************************************

2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

11. COMMENT: Clarify if the vehicle and pedestrian access to the north lots will be reserved as a perpetual cross access easement over lot 10? (Draw and label the cross access easement over lot 10 as required.)

2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

12. COMMENT: The right of way information as noted above shall be added to the site plan, sheet four (4).

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements.

13. COMMENT: Label on the site plan, sheet four (4), the information as noted by the standard above. The lot lines on sheet four (4) shall be drawn in a bolder line work to clearly delineate each lot. The lot lines are very light and are not very easy to distinguish from the rest of the line work. Revise as required.

2-06.4.9.B - Identify each block or lot by number within the subdivision boundary and include the approximate square footage of each, or a note may be provided stating that all lots comply with the minimum lot size requirements.

14. COMMENT: Label the lot numbers on sheet four (4).

2-06.4.9.C - If the project has common areas, label each common area individually with a separate letter designation. Enclose with a solid line each common area, private street, etc., that will have separate restrictions, a separate homeowners' association, or any common area that is separated by a public right-of-way.


2-06.4.9.K - Identify and provide dimensions, approximate areas in square footage, and purposes of any lots proposed for dedication (such as open spaces, recreation areas, or natural areas) or for reservation for a public use (such as public parks, water facilities, or school sites).

15. COMMENT: Clearly delineate and label the common area on sheet four (4). Use a bolder or different line work if necessary.

2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

16. COMMENT: On Sheet four (4), draw and label the SVT's as noted by the standard above.

2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

17. COMMENT: On sheet four (4), label the width of the PAAL that is located on lot 10. Label the width of the areas between the thickened edges of the pavement and the existing buildings. Clarify if these areas are pedestrian circulation for the existing use. If so, annotate the areas as such.

You may consider changing the location of the HC parking space so that the access aisle is on the passenger side rather than the driver's side. The PAAL behind the HC space is than 24 feet in width. By relocating the access aisle to the passenger side of the HC space the pedestrian connection can also be relocated to east therefore providing a clear 24 PAAL behind the HC space.

2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

18. COMMENT: On sheet one (1), under general note 17, specifically related to the Travelers Accommodation use, list the number of existing rental units.

The vehicle parking calculation is listed as 8 spaces and 8 spaces provided. The plan depicts 9 spaces including a HC space. Revise general note 17 accordingly.
******************************************************************************************

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

19. COMMENT: Clarify if the bicycle parking is for the Travelers Accommodation or the SFR use? Revise the bicycle parking note to clarify what the bicycle parking is for.

2-06.4.9.I - Show all right-of-way dedications on or abutting the site and label. If the development package documents have been prepared in conjunction with a subdivision plat or is required as a condition of approval of a review process, such as a rezoning, street dedications in accordance with the Major Streets and Routes (MS&R) Plan may be required by these processes.
Projects bounded by streets having only a portion of the right-of-way width dedicated will be required to dedicate right-of-way, up to one-half, to complete the street width.
Should there be any proposed street or alley vacation, provide this information. If vacation has occurred, include the recording information.

2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.)

20. COMMENT: Stone Avenue is listed on the MS&R map as a major street. The future right of way for Stone Avenue per the current MS&R map is 90 feet. Currently the right of way is 79.2' total. Unless the MS&R map is revised and adopted and the ROW for Stone Avenue is reduced, additional ROW will be necessary for the overall widening. This will affect the site and could require B of A variances for such items as building setbacks, density and coverage. It does not appear that this project has been designed to comply with the future right of way taking for future roadway widening.

Contact Russlyn Wells for information on the B of A process. If a variance application is processed and approved, list the case number in the lower right corner of all plan sheets and list as a general note on the cover sheet, the B of A case number, date and conditions of approval.

2-06.4.9.M - Grading Plan

2-06.4.9.M.1 - A conceptual grading plan is required on projects with significant topographic conditions. The PDSD Engineering Administrator or designee will determine the need for such a plan.

2-06.4.9.M.2 - Concurrent Review. For all projects, grading plans may be included in the development package and will be reviewed concurrently.

21. COMMENT: The grading plan is reviewed concurrently with site plan. Ensure that any changes that are made to the site plan are also made to the grading plan, landscape sheets, etc. Once the DP plan is approved the grading plan is also approved.

On the grading plan sheet, clarify if there is an accessible sidewalk that connects to the Stone Avenue sidewalk. It appears on the grading plan that a sidewalk is proposed next to the sidewalk that includes stairs to the bicycle parking area but does not show up on the site plan sheet. Label the running and cross slopes of the accessible sidewalk to Stone Avenue.

2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

Resubmittal Required: Traffic Engineering does not recommend approval of the Tentative Plat; therefore a revised Tentative Plat is required for re-submittal. The following items must be revised or added to the plat. Include a response letter with the next submittal that states how all comments have been addressed.

1. Show sight visibility triangles along Stone Ave for driveway.

2. Keynote 24 (newly relocated streetlight) does not correlate to plan.

3. Along Stone Ave ensure that all existing signs that are affected by the off-site improvements and are applicable to the roadway remain in place or relocated to an appropriate location. If damaged or unsuitable for reuse then replace with new sign and/or post.

4. Proposed relocation of light pole requires confirmation from City of Tucson Electric Shop that the new location is acceptable to the city. Contact City electric Shop at 791-3191.

5. Show and label as to size (ie 20x110) both existing and future SVTs . If the existing and future SVTs are coincident, label it as both existing and future.

6. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-4259 for permit information.

7. The access points should have 25' radius curb returns along Stone Ave; however TDOT will support an apron as shown on the plan.

8. The pavement adjacent to the project on 16th Street seems to be in disrepair; new pavement is required along this area.

9. Sidewalk to remain along project is acceptable; however will be subject to repair as determined by TDOT inspector at time of work. This includes but not limited to any cracks, buckling or disrepair that is a detriment to ADA standards.

Identification and Descriptive Data

All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

The landscape plan will contain the following identification in the lower right corner of each sheet:

Rezoning case;

Subdivision case;

Board of Adjustment case;

Design Development Option case;

Development Review Board (DRB) case; and/or,
Any other relevant case number for reviews or modifications that affect the site.

LANDSCAPING AND SCREENING


Residential Subdivisions

Street landscape borders for residential subdivisions of eight or more lots shall conform to the following standards.

Street landscape borders are only required along the exterior boundaries of subdivisions. Landscape borders are not required along front yard street frontages.
Street landscape borders must be a minimum of ten feet wide as measured from the street property line. Portion of street landscape buffer along Stone Ave is not 10'. This may be a possible DDO option contact Russlyn Wells @ Russlyn.Wells@tucsonaz.gov for information on the review option.

The landscape border must be recorded as common area and maintained by the homeowners association (HOA) for the subdivision. The subdivision CC&Rs shall reference and require compliance with the maintenance standards in Section 7.6.8, Maintenance. The PDSD Director may allow the recording of a public use easement with the subdivision plat in cases where the standards of this section are the only reason for the creation of an HOA. The public use easement shall require the abutting property owner to install and maintain a landscape border in accordance with the standards in this section.
Street landscape borders fronting on local streets may be reduced to a minimum of five feet.

Use of the Public Right-of-Way

Nonrequired landscaping may be placed in the public right-of-way, if the following standards are met:

1. The landscaping is approved by the City Engineer or designee and complies with the City Engineer's standards on construction, irrigation, location, and plant type;

2. All vegetation complies with the standards of Section 7.6.4, Landscaping Standards; and,

3. The landscaping does not interfere with the use of the sidewalk. and public utilities.
