Dear Ms. Gehlen:

Southwest Gas Corporation (SWG) has no objection to the development of the above-mentioned project. Existing natural gas facilities are located adjacent to the area of development and may be affected by construction of this project; specifically, an existing 4" gas main is located within East Access Drive as depicted on sheet 8 of 13 of the provided development package.

If public utility easements and/or common areas are to be granted, SWG respectfully requests that dedication verbiage be added to the project general notes, including dedication notes that document the following:

" Utility easements allow for the installation and maintenance of both public and private utilities.

" Private common areas allow for the installation and maintenance of private underground utilities

Blue Stake and potholing are suggested for best accuracy when locating SWG facilities. Please be aware that SWG requires a minimum one-foot separation from distribution facilities and any proposed structures and two-foot separation from high pressure gas facilities. SWG requests the contractor use caution when working in the vicinity of gas facilities and protect and support gas facilities per Blue Stake requirements.

SWG also requests that no trees be planted within close proximity to gas facilities due to root intrusion; therefore, SWG requires all tree placements have a minimum eight-foot clearance from the tree center line to existing or proposed gas facilities. Shrubs and bushes may be planted within the eight-foot clearance zone.

All information is provided for reference use only. Please note that it is the responsibility of excavators or those developers planning excavation to verify actual field conditions in advance of construction so that requests for gas service or any potential issues can be addressed in a timely manner.

Tucson Electric Power Company (TEP) has reviewed and approved the development plan submitted December 8, 2015. There are no apparent conflicts with any existing TEP facilities within the boundaries of this proposed development.

Enclosed is a copy of a TEP facilities map showing the approximate location of our existing facilities and the proposed service feed location. Any relocation costs will be billable to the customer.

The rezoning site is located within a business center as identified on the Future Growth Scenario Map of Plan Tucson. Business centers are major commercial or employment districts that act as major drivers of Tucson's economy. These centers generally contain corporate or multiple-use office, industrial, or retail uses. Within business centers, Plan Tucson calls for environmentally sensitive design that protects the integrity of existing neighborhoods, complements adjacent land uses, and enhances the overall function and visual quality of the street, adjacent properties, and the community.

The entire shopping center is located within and complies with ADC-3, the Approach Departure Corridor for Davis Monthan Air Force Base, of the Airport Environs Zone (AEZ). The purpose of the AEZ is to protect the health, safety, and welfare of person, property in the vicinity of Tucson International Airport and Davis Monthan Air Force Base, and to protect the long-term viability of Davis Monthan Air Force Base.

The rezoning site is approximately 250 feet south of Old Vail Road and 300 feet west of Houghton Road. Old Vail Road is identified as an arterial street with a 90 foot cross section on the Major Streets and Routes Plan map. Houghton Road is a scenic arterial route with a 200 foot cross-section. The intersection of Houghton Road was recently reconstructed to Major Streets and Routes Plan standards. The Pima Association of Governments - Transportation Planning Division (PAG-TPD) estimates that the proposed development will generate 18 vehicle trips per day. Field inspection by staff indicates there are currently no billboards on the rezoning site.

On November 17, 2015 the Rezoning (C9-15-05) from C-1 to I-2 was authorized and ordinanced by Mayor and Council by a vote of 7-0, subject to the attached rezoning conditions.
