SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package. The following items need to be addressed:
1) Per previous comments 2, 12 and 21 and AM Section 2-06.4.2C Revise the development plan to call out all common areas individually as to their specific purpose (ie. Common Area "A" detention/retention basin swale, drainage infrastructure, private roadway, functional open space, ect.
2) Per previous comments 26 and 36 and AM2-06.4.9N1 and Section 1.4 of the Pima County/City of Tucson Detention/Retention Manual Individual lot-storage systems within single-family residential developments are not acceptable for meeting the detention/retention criteria of either Pima County or the City of Tucson. Sheets 2 and 12 shows lot lines that include individual lot-storage systems (Keynote 11 on sheet 3 shows a 9" deep water harvesting area) within single-family residential lots.
3) Per previous comment 34 please provide additional information regarding maintenance of drainage swales which should be placed in common areas.
4) Per previous comment 28 there is a need to call out additional details for rip rap including size and filter fabric or grouting/ mortar. Please provide this detail per comment response letter and AM 2-06.4.9.N.3
5) Per previous comment 37 and section 3.5.1, item 5 the geotechnical report does not address infiltration rates of the drainage basins as required.
6) New comment. The finished floor elevations need to be elevated 2 feet above the highest adjacent grade due to the locally regulated flood hazard where FEMA maps show a Zone X -100 year flood plain. Per a review of FEMA Map Panel 1644 K where this area was previously mapped into the AE zone, and using a vertical conversion of 2.17 the flood depth indicate a need for the full 2 feet of elevation above the highest adjacent grade. - Per April 6, 2016 phone conversation with Chris Rod at JE Fuller a Flo-2D model may be run to provide new best available data and the report may be submitted as a separate addendum to the Drainage Report. Both the Original Drainage Report and the Addendum should be provided in PDF on the disk submitted with the resubmittal.

The City of Tucson - Environmental Services Department (ES) has completed our review of the tentative plat for the Cornerstone Homes proposed residential subdivision to be located between Monte Vista Drive and Glenn Street in Tucson. The proposal includes the development of 28 single family residential lots and one private street providing access to the residential lots.

The Cornerstone Homes residential subdivision is located within the service area for solid waste collection by the City of Tucson - ES. Access is provided from Monte Vista Drive on the north side of the subdivision and from Glenn Street on the south side of the subdivision for collection of refuse and recycling containers.

As specified on Note No.7 in the Building Plan Notes on Sheet 1 of 12 of the Development Package plans, the containers (refuse and recycling) shall be rolled to the private street, placed behind the curb and rolled back to the residence on the collection day.

Based on this review, ES approves the tentative plat for the Cornerstone Homes on Monte Vista from a solid waste storage and collection standpoint.

11. 2-06.5.3 This comment was not addressed correctly. The setbacks to the private street should meet the requirement of UDC Article 6.4.5.C.2. However review UDC Article 8.7.3.L.2 and request an administrative reduction for the required street perimeter yard. COMMENT: The minimum setback for a developing area is the greater of twenty-one (21) feet or the height for streets with a ADT over 140 (UDC Section 6.4.5.C.2). The minimum driveway length is nineteen (19) feet from the back edge of the sidewalk and eighteen (18) feet from the property line to the front of the garage (UDC Section 6.4.5.C.2.b(1)(a)(b)). The ADT for thirty (30) single-family residences is three hundred (300) (TSM 10-01.2.2.A).

12. 2-06.5.3.D - Per rezoning condition 8 the allowed height is limited to 20'. Based on the provided elevations the buildings area exceeding the 20' height, see UDC Article 6.4.4.B.1.

This project has been selected for review by Rick Gonzalez, Architect (RGA), a contracted Design Professional for the City of Tucson (COT). RGA has conducted a Flexible Lot Development Design Criteria Review report #2 for compliance with the Unified Development Code on behalf of the Planning and Development Services Department (PDSD) Director, Planning Administrator (PA), and Principle Planner (PP), Frank Dillon, has determined the AVP, PMP, and tentative plat generally meets compliance with the FLD zoning option.
It is recommended the applicant include the Design Professional's communications with the development package.
RGA will forward this letter of recommendation of compliance to the COT PDSD Director, PA, and PP. The PDSD Director shall make the final decision on the project's compliance with FLD design Criteria for this development (UDC 8.7.3.M).
