1. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is April 16, 2016.




2-06.3.9 - The plan drawing shall be oriented with north toward the top of the sheet. If it is not practical to orient north to the top of the sheet, the plan drawing shall be oriented with north to the left side of the sheet.

01. COMMENT: Orient the plan so that north is pointing the left side of the plan sheets.

2-06.4.0 CONTENT REQUIREMENTS

2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.

02. COMMENT: List the email address for the Owner/Developer.

2-06.4.2 - The title block shall include the following information and be provided on each sheet:



2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

03. COMMENT: A TSMR review and approval will be required for the proposed sidewalk area utilizing the pavement as the surface material. List the TSMR case number in the lower right corner of all plan sheets and list as a general note the TSMR case number, date and conditions of approval.

2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and,

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

05. COMMENT: UDC section 4.9.13.O.2 requires that all activity occur within an enclosed building. The Ice Kiosk is a Vending Machine and technically would have to be within a building. I believe that you should contact the zoning administration staff to get a determination and it is possible that a determination has already been made in the past which may be used for this project. Contact Russlyn Wells at 837-4948 for more information.

2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan.

06. COMMENT: The kiosk building shall be relocated to meet the minimum building setback of 21 feet from the future back of curb location; this is based on a future curb location of 9 feet from the property line. The plan does not provide the distance from the future curb to the current property line. Label the distance and label the setback from the back of future curb. ******************************************************************************************

2-06.4.7.A.8 - For development package documents provide:

2-06.4.7.C.2 - List the following note on all development package documents: "No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Section 10-01.5.0, Sight Visibility, of the Technical Standards Manual."

07. COMMENT: Revise the street note on the cover sheet verbatim as noted by the standard above.

2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

08. COMMENT: If applicable indicate on the plans if there are any existing easements. Label the information on the plans as noted above.

2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

09. COMMENT: It appears that there is more than one driveway opening onto the site. Draw, label and dimension the other curb cuts. If the curb cuts have been closed state so.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.



2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

10. COMMENT: If the location of the future curb is not located correctly, revise the location of the future SVTS. The SVTS shall be drawn and labeled at all driveway openings.

2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

11. COMMENT: Back-up spurs will be required at the end of a row of parking adjacent to the building. See redlines. Curbing will be required for the back up spur(s).

2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

12. COMMENT: The parking ratio must be revised to state that one space per 300 SQ Ft of GFA has been provided for the office and the retail uses. Revise the number of vehicle parking spaces required and provided based on a 1/300 ratio.

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

13. COMMENT: a minimum of 2 short term bicycle parking spaces is required for the new kiosk building. If the existing site has been provided with any bicycle parking facilities draw and label the locations and type of facility.

2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.)

2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

15. COMMENT: See comment 6 related to the street building setback and comment 10 related to SVT.

2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

16. COMMENT: As noted in comment 3, a TSMR approval for the proposed paved striped pedestrian area that must include some type of physical barrier will be required.

2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm.

17. COMMENT: Draw and label the location of the refuse enclosure or dumpster location, or APC location. It is not clear on the plans whether or not the res-striping is conflict with the existing method of refuse pick up.

2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required.

18. COMMENT: Indicate the location of any existing or proposed monument signage.

SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed Development Plan Package. Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). Refer to the following link for further clarification:

The following items need to be addressed:

SITE PLAN:

1) AM Sec.2-06.4.1: Revise the development plan package to provide the email addresses of the primary property owners/developer under the Project Directory Section on Sheet.

2) AM Sec.2-06.4.2: Revise the development plan package to provide a location map that meets all requirements within the referenced section.

3) AM Sec.2-06.4.3: The relevant Development Plan Package case number (DP15-0064) may be added to the lower right hand corner of the plan on all sheets.

4) AM Sec.2-06.4.4.B: Revise the development plan package and Project Location Map to identify Robb Wash that falls within the 1 square mile area.

5) AM Sec.2-06.4.7.A.6: Revise the development plan package to provide a General Note to read per the referenced section for the overlay(s) applicable to the site, specifically state that "The project is designed to meet the overlay zone criteria for Sec.5.4, Major Streets and Routes (MS&R) Setback Zone."

6) AM Sec.2-06.4.7.C.2: Revise the development plan package and Streets and Road Notes #1 to read per the referenced section; "No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Section 10-01.5.0, Sight Visibility, of the Technical Standards Manual."

7) AM Sec.2-06.4.8.B: Revise the development plan package to label all existing easement on site. It appears through the aerials that the PAAL located along the east side of the property is used for other property access. Provide the easement location in plan view or if the access is attained through a cross access agreement then it should be listed in the notes with the recordation information.

8) AM Sec.2-06.4.8.C: Revise the development plan package to dimension the existing width of curb to property line, sidewalks, curbs and curb cuts within the public right-of-ways. It appears from the aerial that there are multiple driveway entrances onto the site that are not shown on the site plan. Revise the plan to show all driveways and the associated SVTs. If the driveways are to be closed off label the curbing and sidewalk dimensions along with a reference to the Standard Detail for Public Improvements to match existing for construction purposes. Existing curb cuts that are no longer used must be closed off per Tucson Code Chapter 25 Sec.25-43.

9) AM Sec.2-06.4.9.H.5.a Revise the development plan package to verify the required 2.5 foot overhang for spaces adjacent to the new striped pedestrian access. Refer to UDC Figure 7.4.6-C for the 2.5 foot overhang dimension. Per Keynote #17 the proposed cable between the bollards will be at a height of 40-inces which would allow the front end of most vehicles to extend under the cable and encroach into the pedestrian refuge area, revise.

10) AM Sec.2-06.4.9.H.5.a: Revise the development plan package to label and dimension the required back up spurs at the end of each PAAL adjacent to the building. The minimum dimensions for the spur must be a minimum of 3-feet in depth and have a three foot radii and a wheel barrier to prevent encroachment onto any unsurfaced areas and it must also have a minimum distance of three feet provided between the back of spur and any wall, screen, or other obstruction over six inches in height.

11) AM Sec.2-06.4.9.J: Revise the development plan package and Keynotes #11 and 12 to label and dimension the future curb and sidewalk widths for the Arterial MS&R Street. Once the sidewalk rea is correctly labeled the future SVTs for the driveway entrances can be verified, refer to TSM Sec.10-01.5.3 for line of sight matrix. On a designated MS&R street, the SVTs are based on the MS&R cross-section. The future sidewalk width along a MS&R Street is a minimum 6-feet, revise Keynote #12.

12) AM Sec.2-06.4.9.M: Revise the development plan package and Grading Plan Note #4 specifying conformance with City of Tucson Technical Standards Manual Sec.2-01 (excavation and grading requirements).

13) AM Sec.2-06.4.9.R: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project.

14) AM Sec.2-06.4.9.R: Revise the development plan to label and dimension all areas of the required pedestrian circulation throughout the development. It is acknowledged that a TSMR has been submitted to modify the requirements of a concrete sidewalk and to allow the striped pedestrian area. When and if approved provide a General Note on the Development Plan Package referencing the TSMR Case #, date of approval and any conditions (if applicable).

15) AM Sec.2-06.4.9.T: Revise the development plan package to provide for centralized onsite solid waste and recycle collection service pick up per TSM Sec.8-01.5.1.A. Per the aerial photography it appears that the existing dumpster is within the area of the restripe for the new parking spaces. If the dumpster is to be relocated then provide specific details on the development plan package for construction purposes. The details must match TSM Sec.8-01, Figure 2 and Figure 3a for the required double enclosure walls with gates, concrete thickness and compressive strength, concrete approach apron dimensions, space from wall to bollards, anchoring bolts, 14'x40' clear approach for each container, etc.

GENERAL COMMENTS:

Please provide a revised Development Plan Package that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.
