Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). The UDC & TSM requirements are in the Unified Development Code and can be viewed at the same web link as above Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is April 5, 2016. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section 2-06.1.0 GENERAL 2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS 2-06.3.0 FORMAT REQUIREMENTS 2-06.4.0 CONTENT REQUIREMENTS 2-06.5.0 FLEXIBLE LOT DEVELOPMENT (FLD) - ADDITIONAL REQUIREMENTS 2-06.1.0 GENERAL 2-06.1.1 PURPOSE This standard has been prepared for the purpose of informing applicants of the submittal and review requirements for development package documents to assure proper and adequate information is presented in a consistent manner, thereby providing the basis for an efficient and timely review. The development package documents are prepared in support of applications for building permits and related reviews. The information that is requested establishes the basis upon which the project will be approved and could affect what is required of the property in the future, should there be a proposal for expansion or for a different use of the property. This standard does not waive any applicable city regulations or codes. 2-06.1.2 APPICABILITY This standard shall be used for all site plans and tentative plats submitted to PDSD for review. 2-06.2.1 APPLICATION SUBMITTAL REQUIREMENTS Development Package applications are available from PDSD. Completed applications and accompanying materials shall be submitted to PDSD. Incomplete or inaccurate applications will not be accepted, nor will any application in which the pre-application conference or neighborhood meeting requirements have not been met. The types of documents and the specific number of copies required of each of the documents are on the PDSD website or may be obtained from PDSD. Resubmittals of development packages require a comment response letter that details how all previous comments have been addressed. Provide the same number of copies of the comment response letter as plans provided. The following documents and information shall be submitted upon application: 2-06.2.1 Application Form A completed application signed by the property owner or authorized designee; 2-06.2.2 Development Package A development package must be prepared to the format and content requirements described herein; 2-06.2.3 Related Reviews In addition to the plan process, a project may require review for other types of plans and documents. The applications for those processes are submitted to the appropriate department for review and approval. These related reviews can be applied for so that review can occur concurrently with the development package application. However, it must be understood that, should the related application be approved subject to conditions or denied, this may affect the; 2-06.2.4 Concurrent Reviews The development package is designed to allow for concurrent review of any site related reviews. Concurrent review means that all plans and documents needed for the review are submitted as one package. Examples of site related reviews include but are not limited to: site plans, landscape plans, NPPO plans, water harvesting plans, grading plans, SWPPP plans, floodplain use permits, and overlay reviews. Separate applications are often required for the different site related reviews even if the plans are submitted concurrently; and, 2-06.2.5 Fees Fees in accordance with Section 4-01.0.0, Development Review Fee Schedule. 2-06.3.0 FORMAT REQUIREMENTS 2-06.3.2 - All mapped data shall be drawn at an engineering scale having no more than 50 feet to the inch. This scale is the minimum accepted to assure the plan will be legible during review and when digitized and/or reduced for record-keeping purposes. The same scale shall be used for all sheets within the set. Smaller scales (60:1 or greater) may be used for some or all of the sheets with the prior approval of PDSD when it is determined legibility and the ability to be digitized and/or reduced for archiving will not be affected. 1) COMMENT: Provide a scale for the enlarged site plan shown on sheet A-1. 2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp. 2) COMMENT: Provide the new "DEVELOPMENT PACKAGE" approval stamp on all development package sheets. This stamp can be found in "jpg, dwg, pdf" format at http://www.tucsonaz.gov/pdsd/development-permits. 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.2.B - A brief legal description and a statement as to whether the project is a resubdivision are to be provided. On resubdivisions, provide the recording information of the existing subdivision plat; 3) COMMENT: Provide a brief legal description within the title block on all sheets. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). 4) COMMENT: Provide the page number and the total number of pages in the package (i.e., sheet T-1 of 3). 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 5) COMMENT: Remove the address from the title block and provide it adjacent to the title block on each sheet. 6) COMMENT: Provide the development package case number, DP15-0061, adjacent to the title block on each sheet. 7) COMMENT: Provide the Wireless Communication, SE-15-21, adjacent to the title block on each sheet. 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information. 2-06.4.2.A - Show the subject property approximately centered within the one square mile area; 8) COMMENT: Show the subject property approximately centered within the one square mile area. 2-06.4.2.C - Section, township, and range; section corners; north arrow; and the scale will be labeled. 9) COMMENT: The section, township, and range; section corners; and the scale will be labeled. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage. 10) COMMENT: As a general note list the site by square footage and acreage. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 11) COMMENT: Under "PROJECT DATA" the use is list as "COMMERCIAL/TELECOMUNICATION FACILITY". Per UDC TABLE 4.8-4: PERMITTED USES - COMMERCIAL AND MIXED USE ZONES, Commercial is a use group not a use, clarify what the use is and provide any use specific standards that are applicable. Telecomunation facility is not a use listed in Table 4.8-4. This should be listed as Wireless Communication, limited to wireless communication towers and antennae, subject to Use Specific Standards 4.9.13.P, 4.9.4.I.2, .3, & .6.b. 2-06.4.7.A.6.a - List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any. 12) COMMENT: Provide a general notes stating "THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA SEC. 5.4, MAJOR STREETS AND ROUTES (MS&R) SETBACK ZONE". 2-06.4.7.A.8 - For development package documents provide: 2-06.4.7.A.8.a - Floor area for each building; 13) COMMENT: As a general note provide the floor area for all buildings on site. This includes all sheds. 2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and, 14) COMMENT: Provide a building expansion calculation on the plan. This calculation should be base on the building square footage shown on the last approve site plan and any structures add since the last approve plan was approved. Provide a copy of the last approved site plan with your next submittal. 15) COMMENT: Based on a quick takeoff from the plans it appears that the additions of the sheds to the site may constitute a greater than 25% expansion of building area. Per UDC Article 7.4.3.E.2 If an expansion is 25% or greater or if a series of expansions cumulatively results in a 25% or greater expansion in floor area, the requirements of this section apply to the entire site. This expansion also applies to TSM Section 7-01.2.B.2. That said the following comments apply to the entire site. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 16) COMMENT: Provide dimensioned width of paving, curbs, curb cuts, and sidewalks for Prince Road on the plan. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.E - Proposed land splits or existing lot lines shall be drawn on the plan with dimensions and the identification number and approximate square footage of each lot. (Please be aware that, if land division occurs and the number of lots falls within the definition of subdivision, a subdivision plat is required.) Land splits require a separate permit and review. 17) COMMENT: As this site is made up of two (2) parcels, 106-12-006A & 106-12-006B, a lot combination is required. Provide a copy of the approved Pima County Combo Request form with your next submittal. 2-06.4.9.H.2 - Show future and existing sight visibility triangles (SVTs). On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 18) COMMENT: Show the applicable SVTs on the plan. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 19) COMMENT: Provide a fully dimensioned, existing and proposed, vehicle use area on the plan. 20) COMMENT: It does not appear that the new vehicle use area meets the requirements of UDC Article 7.4.6.I. 21) COMMENT: Per UDC Section 7.4.6.H Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, or buildings, overhanging adjacent sidewalk areas, and/or driving onto unimproved portions of the site. That said some type of barrier is required at the following areas; a. At the north end of the "EXISTING NATURAL GROUND". b. To prevent vehicles from overhanging the property line along the east & west side of the site. c. To prevent vehicles from damaging the fence shown along the east & west side of the site. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 22) COMMENT: Provide a fully dimensioned, existing and proposed, vehicle parking area on the plan. 23) COMMENT: As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. Until comment 13 has been addressed the vehicle parking space calculation cannot be verified. 24) COMMENT: The drawing should indicate parking space locations for the physically disabled. 25) COMMENT: Provide typical parking for the physically disabled. 2-06.4.9.H.5.c - Show all loading zones, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4. 26) COMMENT: Until the use is clarified, see comment 11, the requirements for loading spaces cannot be verified. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 27) COMMENT: Show bicycle parking facilities fully dimensioned on the plan. 28) COMMENT: Provide, as a note, calculations for short and long term bicycle spaces required and provided. Until comment 13 has been addressed the bicycle parking space calculation cannot be verified. 2-06.4.9.L - All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval. 29) COMMENT: Provide the recordation information for the proposed access and lease area easement for the wireless site. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). 30) COMMENT: Provide the square footage and height, within the footprint, for all structures on site, including the sheds. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 31) COMMENT: Per TSM Section 7-01..3.3.A Within all development, a continuous pedestrian circulation path is required as follows; This path must connect all public access areas of the development and the pedestrian circulation path located in any adjacent streets. That said clearly show the connection to the sidewalk within the ROW of Prince Road. 32) COMMENT: Per TSM Section 7-01.3.3.B Within all development, a continuous pedestrian circulation path is required as follows; The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas, and all other common use areas. That said clearly show the required connection between all buildings on site. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm. 33) COMMENT: Show the refuse collection on the site plan. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required. 34) COMMENT: Provide a general note on the plan stating "ALL PROPOSED SIGNAGE REQUIRES A SEPARTE PERMIT". Additional comments 35) COMMENT: Clarify what the "ZONING AND LAND USE NOTES" listed on sheet A-1 are for as most of the information has not been provided. 36) COMMENT: Clarify what the line is that is shown just south of vehicle parking spaces numbered 14 & 28. 37) COMMENT: Remove sheet LS-1 form the set as it will not be approved by Zoning. Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). Provide dimensions for the parking spaces, PAAL, access lane, driveway, etc. 13) AM Sec.2-06.4.9.H.5.a: Revise the development plan package to label and dimension the 1-foot setback from the proposed access lane and any existing or new buildings per UDC Sec.7.4.6.F.2.a(2). 14) AM Sec.2-06.4.9.H.5.a: Revise the development plan package to provide a separation from all existing and proposed vehicular use areas and any unimproved portions of the site. Per UDC Section 7.4.6.H Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, or buildings, overhanging adjacent sidewalk areas, and/or driving onto unimproved portions of the site. 15) AM Sec.2-06.4.9.H.5.c: Revise the development plan package and the vehicular use area to meet the minimum surfacing requirements of UDC Sec.7.4.6.I (the only Exemption under this Section is for vehicle storage). Allowable surfacing requirements consist of 1 of the following materials: 1. Pervious and impervious asphaltic concrete; or, 2. Pervious and impervious cement concrete; or, 3. A penetration treatment of bituminous material and seal coat of bituminous binder and mineral aggregate; or, 4. Alternative surfacing as determined appropriate by the PDSD City Engineer, provide written approval. 16) AM Sec.2-06.4.9.J: Revise the development plan package to label and dimension the future right-of-way width along with the future curb and sidewalk widths for the Arterial MS&R Street. 17) AM Sec.2-06.4.9.L: Revise the development plan package to provide the recordation information for all new easements. Provide the SEQ# in plan view. 18) AM Sec.2-06.4.9.R: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project. 19) AM Sec.2-06.4.9.R: Revise the development plan to label and dimension all areas of the required pedestrian circulation throughout the development. Per TSM Section 7-01.3.3.B Within all development, a continuous pedestrian circulation path is required as follows; The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas, and all other common use areas. 20) AM Sec.2-06.4.9.S: Revise the development plan package to verify conformance with handicap accessibility for the existing sidewalk within the right-of-way. Provide existing longitudinal and cross slopes to ensure maximum 2% or provide written approval from TDOT Permits and Codes that the existing sidewalk meets accessibility requirements. 21) AM Sec.2-06.4.9.T: Revise the development plan package to provide for centralized onsite solid waste and recycle collection service pick up per TSM Sec.8-01.5.1.A. Provide specific details on the development plan package for construction purposes. The details must match TSM Sec.8-01, Figure 2 and Figure 3a for the required double enclosure walls with gates, concrete thickness and compressive strength, concrete approach apron dimensions, space from wall to bollards, anchoring bolts, 14'x40' clear approach for each container, etc. Provide specific details on the development plan package for construction purposes. DRAINAGE STATEMENT: 22) TSM Sec.4-04.2.3.2.D: Provide a Drainage Statement with a discussion along with applicable hydraulic calculation sheets for all proposed drainage infrastructure. The discussion should address lot drainage to ensure no impacts to adjacent properties and it must show that all points of discharge located at pedestrian access points contain the 10-year flow event. The project is commercial in use so a Drainage Statement is required due to the new impervious area and design that may direct drainage onto adjacent properties causing erosion or localized flooding issues. GENERAL COMMENTS: Please provide a revised Development Plan Package and Drainage Statement that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.
