COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.


1. COMMENT: After reviewing the listed as-built changes the following items need to be addressed.


2. COMMENT: The Bollard placement depicted on sheet 3 of 21 was not depicted on the enlarged sheets. Revise the enlarged site plan sheets 5 and 7 to include the as-built bollard locations.


3. COMMENT: After reviewing the locations of the bollards it was noted that the accessible route was drawn with the solid dots and is supposed to depict the accessible route. The route as depicted does not appear to work due to the location of the route as drawn on sheets 5 and 7. The accessible route runs right through tables, bicycle lockers, and walls adjacent to the entrances. In addition the accessible route must be depicted in locations where a minimum four-foot wide clear sidewalk area provided throughout. This has not been demonstrated.


4. COMMENT: The approved DP does not depict an outside seating area in front of the northeast side of the Fry's building. The as-built plan depicts an area with nine tables and chairs. This area (SF) was probably not included in the parking calculation and may have to be accounted for.


5. COMMENT: Clarify what grade were revised.

SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed revision to the Development Plan Package as reflected in the As-Built Drawings and offers the following comments;
The following items need to be addressed:
1) Per UDC 7.14.4, Section 10.9.1, item 20 "The minimum allowable clearance between sanitary sewers and storm drains shall be twenty-four inches, unless the upper pipe is founded (such as with piles) in the vicinity of the crossing. The revised spot grades for the stormdrain pipe between SDMH-1A and SDMH 1 as shown on sheet 5 have been lowered 1.37 to 1.38 feet such that the 2.05' to 2.7' vertical separation between the 15" storm sewer and the two sewer lines no longer no longer exists that was part of the approved design. Since the standard requires the upper line be founded, the apparent intent of the standard was to protect the lower line. In this case that is the sewer lines. Since the sewer lines no longer have the same protection originally provided by the approved design, a signoff from the Pima County Wastewater Reclamation Department (PCWRD) will be required prior to approval of this revision. Please update the vertical separation numbers for the Storm drain/Sanitary Sewer vertical separation before seeking PCWRD approval.
2) Per TSM 2-01.4.1C6 recommendations included in the soils report should be reflected in the improvement plans. The addition of a retaining walls via keynote 36 on sheet 5 in front of the weep holes for the fire hydrant creates an opportunity for hydrostatic pressure that is generally not permitted without a means of relieving such hydrostatic pressure via weep holes or other means.
3) Per Note on sheet 7 post construction percolation testing is required prior to final grading inspection or approvals. Per UDC 7.14.3, Section 3.5.1, item 3A please show that the post construction infiltration rate shows infiltration within 12 hours. Please note that the invert elevation on sheet 8 has been modified from 2470.08 to 2471.27 as part of the as-built/revision. The additional ponding potential is a change from the most recently approved plan.
