This plan has been reviewed for compliance with the Development Package Standards listed in section 2-06 of the City of Tucson Administrative Manual. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC).

1. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 15, 2015.


2-06.3.0 FORMAT REQUIREMENTS

2-06.3.1 - Each sheet shall measure 24 inches by 36 inches and include a minimum one inch margin on left side and one-half inch margin on all other sides to facilitate efficient record keeping. A larger sheet format may be used with the approval of the Planning and Development Services Department (PDSD).

2-06.3.2 - All mapped data shall be drawn at an engineering scale having no more than 50 feet to the inch. This scale is the minimum accepted to assure the plan will be legible during review and when digitized and/or reduced for record-keeping purposes. The same scale shall be used for all sheets within the set. Smaller scales (60:1 or greater) may be used for some or all of the sheets with the prior approval of PDSD when it is determined legibility and the ability to be digitized and/or reduced for archiving will not be affected.
2-06.3.3 - All lettering and text (upper or lower case), and numbering, shall be a minimum of three-thirty-seconds inches in height to assure the plan will be legible during review and when digitized and/or reduced for archiving.

2-06.3.6 - Provide a blank three-inch by five-inch block in the lower right corner of the plan adjacent to the title block on the first sheet of the development package for use by Pima County Addressing.

01. COMMENT: Provide on the cover sheet, the three inch by five inch block as noted by the standard above. *********************************************************************

2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet.

02. COMMENT: The north arrow on sheet two (2) is pointing in the wrong direction. The arrow should be pointing left to match the direction of the drawing.

2-06.4.0 CONTENT REQUIREMENTS

2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.

03. COMMENT: List the names of the registrants and owner/developer with the information for each individual as noted by the standard above.

2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat;

04. COMMENT: The brief legal description shall be noted in the title block. The last approved development plan that includes the description listed on the title block of that DP. I have included a copy of the last DP with my hard copy of the zoning comments.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

05. COMMENT: List as a general note the existing and proposed use of the site and include any applicable Use Specific Standards listed in the UDC that apply to the proposed or existing use. The last approved DP listed the use of the site as Residential Care Service, Adult Care Service or Physical Behavioral Health.

2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan.

2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and,

09. COMMENT: Clarify if the paved area listed in the calculations text block includes just the paved driveway or does it include the parking areas. Revise the note to state vehicular use area instead of pavement coverage.

2-06.4.7.C.3 - Provide the following notes as applicable:

2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

12. COMMENT: Clarify if the Electric easement is noted on the plans is an overhead or underground easement. Any abandonment of the easement must occur prior to approval of the DP. The recordation information of the abandonment must be labeled on the DP plan sheet 2.

A portion of the Public walkway along the right of way crosses over the northeast corner of the site. Label the easement recordation information and delineate the easement area on sheet 2 of the DP.

2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

14. COMMENT: List the total number of beds (existing and new) under the parking calculations text block. Add the fully dimensioned vehicle parking details for the standard and HC parking spaces.

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

15. COMMENT: In order top verify the total number of short and long term bicycle facilities required, list the number of bedrooms (existing and new).

Label the short and long term bicycle facilities. If new facilities are proposed provide fully dimensioned detail drawings of the short and long facilities.

2-06.4.9.M - Grading Plan

2-06.4.9.M.1 - A conceptual grading plan is required on projects with significant topographic conditions. The PDSD Engineering Administrator or designee will determine the need for such a plan.

16. COMMENT: There are no grading plan sheets included in the DP. A separate grading plan if required will be reviewed under a separate permit application.

2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

17. COMMENT: Label the building height of all the new building within the building footprint as noted by the standard above.

2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

18. COMMENT: A pedestrian connection from the proposed development area to the existing pedestrian circulation must be provided.

2-06.4.9.U - Indicate graphically, where possible, compliance with conditions of rezoning.

19. COMMENT: This comment applies to the Special Exception conditions.

Condition 5: has not been demonstrated from the new development to the existing pedestrian circulation.

Condition 7: there is a requirements for a centralized recreation center for each phase, there is no such facility provided in this phase. Draw and label the required recreation center for this phase that is with the new development area.

Condition 8: Provide in the next submittal, color renderings of the new building elevations of each model.

Condition 9: Include a landscape plan that demonstrates that the landscaping as previously approved has been installed.

Condition 10: Clarify if the right turn lane has been constructed. Was there a change or removal of condition 10 requested or due to the increase in intensity is the right turn lane going to be constructed under this DP.

2-06.4.9.V - For gang mailboxes indicate location to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping.

Resubmittal Required: Traffic Engineering does not recommend approval of the Development Plan: therefore a revised plan is required for re-submittal. The following items must be revised or added to the plan. Include a response letter with the next submittal that states how all comments have been addressed.

1. A southbound right turn lane shall be constructed at the access point to the site according to the special exception case # SE-03-08. This must be shown on the plan with dimensions and proposed striping.

2. Along -Calle Polar ensure that all existing signs that are affected by the off-site improvements and are applicable to the roadway remain in place or relocated to an appropriate location. If damaged or unsuitable for reuse then replace with new sign and/or post.

3. An existing electric pole may be impacted with the installation of the proposed right turn lane. If applicable, relocate the light pole. Contact TEP for any information.

4. Show and label as to size (ie 20x110) both existing and future SVTs (DS 2-03.2.4.M). If the existing and future SVTs are coincident, label it as both existing and future.

5. A private improvement agreement (PIA) will be necessary for the proposed work to be performed within the Right-of-way. Contact Permits and Codes for additional PIA information at 791-4259.

6. List the name, ROW width, recordation data, type and dimensioned width of paving in right of way (DS 2-05.2.2.D)

7. The access points shall have 25' radius curb returns. (DS 3-01.0 figure 6)

The site is within a balanced basin so the discharge from the developed site must not exceed the existing discharge. The site must also provide for 5-year threshold retention. Discuss how the new development and its drainage report are consistent with the earlier report. Explain any inconsistencies.
2. Show and describe all proposed drainage structures, including basins, in the drainage report. They also should be included on the development package site plan.
3. Show the floodplain limits, water surface elevation contours and erosion hazard setback for the drainage channel adjacent to the project site.
4. Clearly show drainage patterns throughout the site.
