Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). Refer to the links for further clarification: http://www.amlegal.com/nxt/gateway.dll/Arizona/tucson_az_udc/administrativemanual?f=templates$fn=default.htm$3.0$vid=amlegal:tucson_udc_az The following items need to be addressed: SITE PLAN: 1) AM Sec.2-06.4.3: The relevant Development Plan Package case number (DP15-0012) may be added to the lower right hand corner of the plan on all sheets 2) AM Sec.2-06.4.4.A: Revise the development plan package to provide a project location map on the first sheet in the upper right corner. Show the subject property approximately centered within the one square mile area drawn at a minimum scale of 3"=1 mile. 3) AM Sec.2-06.4.4.C: Revise the development plan package and project location map to label the Section, township and range; section corners, north arrow, and the scale. 4) AM Sec.2-06.4.7.A.5: Revise the development plan package to provide a general note listing the total number of units/lots proposed. 5) AM Sec.2-06.4.7.B.1: Revise the development plan package to include a Drainage Note per the referenced section; "The developer, any successors and assigns, will hold the City of Tucson, its officers, employees, and agents harmless from any and all claims for damages related to the use of this development as shown hereon, now and in the future, by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall." 6) AM Sec.2-06.4.7.B.2.a: Revise the development plan package to include the flowing note per the referenced section; "This project is affected by the City of Tucson Floodplain Regulations." 7) AM Sec.2-06.4.7.B.2.b: Revise the development plan package to include the flowing note per the referenced section; "A Floodplain Use Permit and Finished Floor Elevation Certificates are required for all new permits for Units 1-5." 8) AM Sec.2-06.4.7.B.3: Revise the development plan package to include a Drainage Note per the referenced section; "Drainage will remain in its natural state and will not be altered, disturbed, or obstructed other than as shown on this development plan." 9) AM Sec.2-06.4.7.C.2: Revise the development plan package to provide a General Note to read per the referenced section; "No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Section 10-01.5.0, Sight Visibility, of the Technical Standards Manual." 10) AM Sec.2-06.4.7.D: Revise the development plan package to provide a General Note to read per the referenced section; "Any relocation or modification of existing utilities and/or public improvements necessitated by the proposed development will be at no expense to the public." 11) AM Sec.2-06.4.8.C: Revise the development plan package to dimension the existing width of right-of-way, curbs, curb cuts, and curb to property line within the public right-of-ways. Label all streets as "Public." 12) AM Sec.2-06.4.9.H.2: Revise the development plan package to label and dimension the existing SVTs for the driveway entrances, refer to TSM Sec.10-01.5.3 for line of sight matrix. 13) AM Sec.2-06.4.9.N: Two Floodplain Use Permits (FUPs) have been submitted with the development plan package review and will be conditioned upon approval of DP15-0012 and T15CM00555. Building holds have been placed on the building permit application, T15CM00555, for the prior to slab (P2S) and prior to Final (P2F) inspection until the required elevation certificates are returned to the Engineering Section of PDSD. These ELCERTs will be issued with the FUPs and the Building Permit application. The following is a breakdown of work for the 2 buildings located in the FEMA Floodplain: i. Units 1&8 are to be remodeled and combined into Unit 1 with a proposed porch; Unit 2 is to be remodeled; Units 3&7 are to be remodeled and combined into Unit 3 with a proposed porch; Per the Elevation Certificate (T14OT00240) the entire structure is conforming so Substantial Improvement review does not apply and the building is not restricted to a dollar amount. Both Porches will be conditioned to remain open sided and cannot be enclosed into habitable space. ii. Unit 4&5. Unit 4 does not appear to have any changes proposed; Unit 5 has a proposed bedroom addition that will be required to be elevated to meet the minimum finish floor elevation requirements. 2 Elevation Certificates will be required for the new addition to show conformance with Chapter 26 of the Tucson Code. Per the Elevation Certificate (T14OT00241) the entire existing structure is conforming. 14) AM Sec.2-06.4.9.N.6: Revise the development plan package to provide the water surface elevation for the FEMA Special Flood Hazard Area (SFHA) as per FIRM Panel #04019C1689L that goes through the subject property. 15) AM Sec.2-06.4.9.T: Revise the development plan package to provide for centralized onsite solid waste and recycle collection service pick up per TSM Sec.8-01.5.1.A. Revise the plan set and any associated details for the refuse enclosures to show that it meets TSM Sec.8-01, Figure 1 and Figure 2 for the required enclosure, examples to include clear 14'x40' approach, 45 degree angle, rear and side bollards with 10'x10' clear, door anchors, concrete thickness, compressive strength, etc. Provide written approval for the proposed refuse collection location. Per TSM Sec.8-01.5.3.G specifically Figure 1 this type of collection requires prior approval from Environmental Services (ES) in writing. Any deviation from the standard will require a Technical Standard Modification Request (TSMR), it is advisable that prior to submitting the TSMR to contact ES to see if they would support the modifications. GENERAL COMMENTS: Please provide a revised Development Plan Package that address the comments provided above.
