SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed Development Plan Package and Drainage Report (East Valley Engineering & Development, LLC; 25NOV14). Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). Refer to the links for further clarification:

The following items need to be addressed:

SITE PLAN:

1) AM Sec.2-06.3.12: Revise the development plan package and Sheet Index to include all sheets that are within the plan set. Specifically the civil sheet must be included with description in the Sheet Index.

2) AM Sec.2-06.4.2.B: Revise the development plan package to include a brief legal description of the subject property within the Title Block.

3) AM Sec.2-06.4.4.B: Revise the development plan package and location map to label the Regional Watercourse (Pantano Wash) that falls within the 1 square mile area.

4) AM Sec.2-06.4.4.C: Revise the development plan package to label the section corners on the location map within the 1 square mile area.

5) AM Sec.2-06.4.2.E: Revise the development plan package to provide the page number and the total number of pages in the package (i.e sheet 1 of 8, 2 of 8 etc.). The total number of sheets needs to include the civil plans.

6) AM Sec.2-06.4.3: Revise the development plan package to remove the administrative street address from the Title Block and provide it adjacent to the title block on each sheet.

7) AM Sec.2-06.4.3: The relevant Development Plan Package case number (DP14-0227) may be added to the lower right hand corner of the plan on all sheets

8) AM Sec.2-06.4.7.A.6: Revise the development plan package to provide a general note stating "This project is designed to meet the overlay zone criteria UDC Article.5.4, Major Streets and Routes Setback Zone and UDC Article.5.5 Gateway Corridor Zone (GCZ)."

9) AM Sec.2-06.4.8.B: Revise the development plan package to either abandon the existing 16-foot Ingress & Egress Easement or provide written permission from all parties that have a vested interest to allow the proposed curbing and vehicular use area improvements to be constructed.

10) AM Sec.2-06.4.8.B: Provide written approval from all parties having a vested interest in the existing 30-foot Drainage Easement to allow the use of the proposed improvements within the easement location. Per the Drainage Report the easement contains existing storm drains and the plan is proposing a new driveway, landscape water harvesting basins and vehicular use area improvements.

11) AM Sec.2-06.4.8.C: Revise the development plan package to dimension the existing width of curbs, curb cuts, curb to property line and sidewalks within the public right-of-ways. Label all streets as "Public and/or Private" and Golf Link Rd as "MS&R Arterial and Gateway Route."

12) AM Sec.2-06.4.8.F: Revise the development plan package to label all existing storm drainage facilities adjacent to the site with the Improvement Plan Number in plan view. Specifically label the existing storm drains that fall within the existing 30-foot drainage easement that runs along the southern portion of the site.

13) AM Sec.2-06.4.9.H.1: Revise the development plan package to clearly label all existing or proposed improvements within the right-of-way. Provide the existing dimension of the sidewalk and curbing for all streets adjacent to the site. Label any existing improvement on the plan with dimensions and a Keynote.

14) AM Sec.2-06.4.9.H.1: Revise the development plan package to label the minimum setback dimensions for the 25-foot radii at the driveway entrance per the Tucson Access Management Guideline Section 5.4. The nearest pavement edges of the driveway entrance should be spaced 80-feet apart and must allow access to the adjacent property to the east to construct a driveway or promote cross access and provide a shared driveway with cross access management.

15) AM Sec.2-06.4.9.H.1: Prior approval from TDOT will be required for all proposed work within the right of way of the adjacent streets. There are multiple areas where work is being proposed (rock rip rap slope protection, concrete spillways, etc.) within the existing right-of-way, verify if TDOT will require a maintenance easement, temporary construction easement or a Temporary Revocable Easement for said work. A right-of-way use permit will be required.

16) AM Sec.2-06.4.9.H.2: Revise the development plan package to label and dimension the future SVTs for the driveway entrances, refer to TSM Sec.10-01.5.3 for line of sight matrix. On a designated MS&R street, the SVTs are based on the MS&R cross-section.

17) AM Sec.2-06.4.9.H.5.a: Revise the development plan package to label and dimension all curb radii in plan view for the vehicular use area.

18) AM Sec.2-06.4.9.H.5.a: Revise the development plan package to provide a detail with dimensions for the proposed angled parking along the northern property line. The parking space dimensions and PAAL widths cannot be verified until all dimensions and angles are provided as per UDC Article 7 Sec.7.4.6.D.1 and Table 7.4.6-1.

19) AM Sec.2-06.4.9.H.5.a: Revise the development plan package and Detail 1 to provide a specific detail for an accessible vehicle parking space.

20) AM Sec.2-06.4.9.J: Revise the development plan package to verify how the project will comply with the future road widening as per the Major Street & Routes Future Right-of-Way plan. Per the development plan package there is proposed development located within the future half 100-foot right-of-way either revise the plan to show all improvements to be located outside of the future right-of-way or provide a separate detail/plan to show that the proposed development will still function and comply with the UDC standards when the future right-of-way is secured. Per UDC Article 5 Sec.5.4.5.F an executed Major Streets and Routes covenant is required to be recorded stating the responsibility of the property owner, successor, or assignee as to the removal of improvements and compliance with the UDC at no cost to the City.

21) AM Sec.2-06.4.9.J: Revise the development plan package to provide a general note on the plan to state; "All proposed development within the future right-of-way is to be removed at the time of street widening at no expense to the City of Tucson."

22) AM Sec.2-06.4.9.L: Revise the development plan package to label and dimension any proposed easements onsite. If there are proposed easements provide the recordation information in plan view.

23) AM Sec.2-06.4.9.M: Revise the development plan package and General Note #14 to correctly reference the grading standard. The note should specifying conformance with City of Tucson Technical Standards Manual Sec.2-01 (excavation and grading requirements).

24) AM Sec.2-06.4.9.M: Provide the Geotechnical Report referenced on Sheet C.2 for review with the grading plan sheets. Since the development plan package was submitted as an all-inclusive review and grading fees were paid the geotechnical report is required to ensure conformance with the recommendations.

25) AM Sec.2-06.4.9.M: Revise the development plan package and all Keynotes to provide a specific reference to the detail call outs on the applicable sheets, i.e. 1/C1.2, 2/C1.2, etc.

26) AM Sec.2-06.4.9.M: Revise the development plan package and all Keynotes to for the proposed rock riprap to call out the rock thickness for construction purposes.

27) AM Sec.2-06.4.9.N.3: Revise the development plan package to either construct all drainage improvements onsite or provide approval from TDOT for all proposed work within the right of way of the adjacent streets. There are multiple areas where work is being proposed (rock rip rap slope protection, concrete spillways, etc.) within the existing right-of-way, verify if TDOT will require a maintenance easement, temporary construction easement or a Temporary Revocable Easement for said work. A right-of-way use permit will be required.

28) AM Sec.2-06.4.9.N.3: Revise the development plan package to label all existing drainage infrastructure onsite, specifically the storm drains that within the 30-foot Drainage Easement. Provide a cross section for all improvements to ensure the depth of the pipes along with cover, compaction, etc to ensure that TDOT will accept the improvements within their easement

29) AM Sec.2-06.4.9.N.3: Revise the development plan package to label all proposed roof drain leads and proposed rock rip rap splash pads as per the Architectural Sheets. Verify that all Keynotes reference the locations and that they refer to specific detail call outs on the applicable sheets.

30) AM Sec.2-06.4.9.R: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project.

31) AM Sec.2-06.4.9.R: Revise the development plan package to label and dimension the required 4-foot sidewalk adjacent to the proposed outside dining tables and the parking spaces.

32) AM Sec.2-06.4.9.R: Revise the development plan package (specifically the civil sheets) to match the site plan sheets for all onsite handicap access ramps. Onsite ramps must meet ANSI requirements and cannot be constructed per PC/COT Standard Detail #207.

33) AM Sec.2-06.4.9.R: Revise the development plan package to label the onsite handicap access ramp adjacent to the handicap parking space. Per plan view it also appears that there is a wheel stop proposed in the access lane which would impede the ramp, revise.

34) AM Sec.2-06.4.9.R: Revise the development plan package to clearly dimension all onsite sidewalks to ensure the minimum 4-foot width requirements per TSM Sec.7-01.4.3.A.

35) AM Sec.2-06.4.9.R: Revise the development plan package to provide a pedestrian access path to the proposed refuse enclosure location. Per TSM 7-01.3.3.B The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas, and all other common use areas.

36) AM Sec.2-06.4.9.S: Revise the development plan package to label and dimension the minimum 6-foot width requirement for the sidewalk within the right-of-way of Golf Links Rod. For existing 4-foot sidewalk width along Golf Links Rd verify conformance with handicap accessibility and if the sidewalk is in acceptable condition then per TSM Sec.10-01.4.1.A.1.c where sidewalks are less than five feet in width, passing spaces at least five feet by five feet will be located at reasonable intervals not to exceed 200 feet.

37) AM Sec.2-06.4.9.S: Revise the development plan package to verify conformance with handicap accessibility for the existing sidewalk within the right-of-way. Provide existing longitudinal and cross slopes to ensure maximum 2% or provide written approval from TDOT Permits and Codes that the existing sidewalk meets accessibility requirements.

38) AM Sec.2-06.4.9.T: Revise the development plan package and associated Detail 2 to label the space from wall to bollards and the 14'x40' clear approach for each container. The clear 14'x40' foot approach needs to be clearly shown in plan view, it appears that the proposed curbing may encroach into this space, revise.

DRAINAGE REPORT:

39) TSM Sec.4-04.2.3.2.D: Revise the Drainage Report to include a discussion on the pre and post imperviousness of the property. The section should include a discussion on if detention/retention requirements are needed. The property falls within a non-designated basin and is less than an acre therefore detention/retention is not required however the report should still make a statement to this effect to ensure that these requirements have been addressed.

GENERAL COMMENTS:

Please provide a revised Development Plan Package, Drainage Report and easement approvals that address the comments provided above. Due to the amount of comments and depending on how they are addressed further comments maybe forth coming on the 2nd review. Include a comprehensive response letter addressing in detail responses to all of the above comments.

ARTICLE 7: DEVELOPMENT STANDARDS

LANDSCAPING AND SCREENING

To enhance the visual appearance of the streetscape, a street landscape border is required in accordance with Table 7.6.4-1 along the street frontage of a site as follows:

Minimum Width
Street landscape borders must be a minimum of ten feet wide as measured from the street property line.

Located on Site
Street landscape borders must be located entirely on site, except that, if approved by the City Engineer or designee, up to five feet of the required ten foot width may be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets.

Provide street landscape buffer along Tree Moss Avenue.

Canopy Trees in Vehicular Use Areas
An unpaved planting area, which must be a minimum of 34 square feet in area and four feet in width, must be provided for each canopy tree. Dimension planters along the east property line adjacent to vehicle use area.

ARTICLE VIII. RAINWATER COLLECTION AND DISTRIBUTION REQUIREMENTS

Sec. 6-182. Rainwater harvesting plan.
A. All commercial development and site plans submitted after June 1, 2010, shall
include a rainwater harvesting plan. The rainwater harvesting plan shall include a
landscape water budget and an implementation plan.
1. The landscape water budget shall calculate the estimated volume of
water required yearly for all site landscaping detailed in the development
and/or landscape plan.
2. The implementation plan shall show how any combination of capture,
conveyance, storage, and distribution will be utilized on-site to harvest
rainwater. Implementation plans shall comply with applicable development
standards for water harvesting applications.
3. The implementation plan shall also provide for water metering of all onsite
landscape water through either:

(a) A separate water meter connected to the main water supply; or,
(b) An irrigation sub-meter.

2-06.1.0 GENERAL

2-06.1.1 PURPOSE
This standard has been prepared for the purpose of informing applicants of the submittal and review requirements for development package documents to assure proper and adequate information is presented in a consistent manner, thereby providing the basis for an efficient and timely review. The development package documents are prepared in support of applications for building permits and related reviews.

The information that is requested establishes the basis upon which the project will be approved and could affect what is required of the property in the future, should there be a proposal for expansion or for a different use of the property.

This standard does not waive any applicable city regulations or codes.

2-06.1.2 APPICABILITY
This standard shall be used for all site plans and tentative plats submitted to PDSD for review.

2-06.2.2 Development Package
A development package must be prepared to the format and content requirements described herein;

2-06.2.3 Related Reviews
In addition to the plan process, a project may require review for other types of plans and documents. The applications for those processes are submitted to the appropriate department for review and approval. These related reviews can be applied for so that review can occur concurrently with the development package application. However, it must be understood that, should the related application be approved subject to conditions or denied, this may affect the;

2-06.2.4 Concurrent Reviews
The development package is designed to allow for concurrent review of any site related reviews. Concurrent review means that all plans and documents needed for the review are submitted as one package. Examples of site related reviews include but are not limited to: site plans, landscape plans, NPPO plans, water harvesting plans, grading plans, SWPPP plans, floodplain use permits, and overlay reviews. Separate applications are often required for the different site related reviews even if the plans are submitted concurrently; and,

2-06.2.5 Fees
Fees in accordance with Section 4-01.0.0, Development Review Fee Schedule.

CONTENT REQUIREMENTS

2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

1. COMMENT: Provide the development package case number, DP14-0227, adjacent to the title block on each sheet. The location proposed is within the title block and does not meet this sections requirements.

2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information.

2-06.4.2.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and,

2. COMMENT: Show and label the Pantano Wash on the location map.

2-06.4.2.C - Section, township, and range; section corners; north arrow; and the scale will be labeled.

3. COMMENT: Label the section corners on the location map.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2-06.4.7.A.6.a - List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any.

4. COMMENT: Provide a general note on the cover sheet stating "THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R) & ARTICLE 5.5 GATEWAY CORRIDOR ZONE (GCZ)."

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

5. COMMENT: There is a "16' INGRESS & EGRESS EASEMENT" shown running along the east property line. As proposed curbing is blocking this easement it will need to be abandoned or provide written permission from easement holder(s) allowing the proposed improvements prior to approval of this development package.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements.

6. COMMENT: Provide the zoning for the parcels south of Golf Links on the plan.

2-06.4.9.H.2 - Show future and existing sight visibility triangles (SVTs). On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

7. COMMENT: Show the future SVTs on the plan.

2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

8. COMMENT: Until the parking angle is provided for the proposed angled parking, see comment 9, the required PAAL width cannot be verified.

2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

9. COMMENT: Provide a detail for the proposed angled vehicle parking spaces.

10. COMMENT: Provide a detail for an accessible vehicle parking space.

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

11. COMMENT: The proposed location of the short term does not appear to meet the requirement of UDC Sections 7.4.9.C.2.a & .c.

12. COMMENT: Provide a short-term bicycle parking space detail that demonstrates how the requirements of UDC Sections 7.4.9.B & C are met.

13. COMMENT: Provide a long-term bicycle parking space detail that demonstrates how the requirements of UDC Sections 7.4.9.B.1 and 7.4.9.D are met.

14. COMMENT: Site Plan Keynotes 8 & 9 talk about a "COT STANDARD DETAIL" for short & lone term bicycle parking. Remove this statement from the keynote as there is no standard detail for short & long term bicycle parking.

2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way (ROW) lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.)

15. COMMENT: As development is proposed within the future ROW a future development package, meeting the requirements of AM 2-06, is required indicating how the project will comply with UDC standards when the MS&R right-of-way can no longer be used as part of the site. Such plan shall be an exhibit to an executed Major Streets and Routes covenant for recordation stating the responsibility of the property owner, successor, or assignee as to the removal of improvements and compliance with the UDC at no cost to the City, see UDC Section 5.4.5.F

16. COMMENT: As development is proposed within the future ROW provide a general note on the plan stating "ALL PROPOSED DEVELOPMENT WITHIN THE FUTURE RIGHT OF WAY TO BE REMOVED AT THE TIME OF STREET WIDENING AND NO EXPENSE TO THE CITY OF TUCSON".

2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

17. COMMENT: The south perimeter yard listed under "SITE CALCULATION" is not shown correctly. Per UDC Table this perimeter yard is measured from the back of future curb.

2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

18. COMMENT: Provide a width dimension for the sidewalk that runs from the sidewalk within the ROW of Golf Links Road to the propose building.

19. COMMENT: Demonstrate on the plan how the minimum sidewalk width is maintained between the proposed tables, shown along the east side of the building, and the edge of sidewalk adjacent to the vehicle parking spaces. See TSM Section 7-01.4.3.A.

20. COMMENT: Per TSM 7-01.3.3.B The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas, and all other common use areas. That said show the required pedestrian circulation to the proposed dumpster area.

2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required.

21. COMMENT: Revise Keynote 19 to include the following statement "PROPOSED SIGN TO BE REMOVED AT THE TIME OF STREET WIDENING AND NO EXPENSE TO THE CITY OF TUCSON".

22. COMMENT: Keynotes 20 & 23 show these signs as "UNDER SEPARATE PERMIT.
