Park Avenue Development Package - COT Compressed Natural Gas Plant Replacement TRANSMITTAL DATE: November 13, 2014 DUE DATE: November 17, 2014 COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. The following zoning comments are related to the civil and or landscape plan sheets. This plan has been reviewed for compliance with the Development Package Standards listed in section 2-06 of the City of Tucson Administrative Manual. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC). The review comments include the actual standard first with the applicable Administrative Manual section number and the following paragraph is the actual comment related to the specific item that must be addressed. The UDC requirements are in the Unified Development Code and can be viewed at the same web link as above 1. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 15, 2015. 2-06.3.0 FORMAT REQUIREMENTS 2-06.3.2 - All mapped data shall be drawn at an engineering scale having no more than 50 feet to the inch. This scale is the minimum accepted to assure the plan will be legible during review and when digitized and/or reduced for record-keeping purposes. The same scale shall be used for all sheets within the set. Smaller scales (60:1 or greater) may be used for some or all of the sheets with the prior approval of PDSD when it is determined legibility and the ability to be digitized and/or reduced for archiving will not be affected. 2-06.3.3 - All lettering and text (upper or lower case), and numbering, shall be a minimum of three-thirty-seconds inches in height to assure the plan will be legible during review and when digitized and/or reduced for archiving. ****************************************************************************************** 2-06.3.6 - Provide a blank three-inch by five-inch block in the lower right corner of the plan adjacent to the title block on the first sheet of the development package for use by Pima County Addressing. 01. COMMENT: Add the PDSD digital approval stamp on the civil and landscape plan sheets only. The following link will take you to the page where you can download the digital copy of the PDSD digital signature stamp which is in a PDF, JPEG, or DWG format. Add the stamp as requested. The development package sheets and the building plan sheets must be separated. They can travel together for concurrent review purposes but are two separate applications. The sheet index on the cover sheet shall only list the building plan sheets and a separate cover sheet for the development package shall be added and include the sheet index for the development package sheets only, separate DP notes, calculations, etc as noted in the Administrative Manual section 2-06. ****************************************************************************************** 2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet. 02. COMMENT: Label the contour interval under the north arrow on sheet C2.0 ****************************************************************************************** 2-06.3.10 - A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet. .03 COMMENT: Add the legend with the symbols applicable to the site plan on sheet C1.0 ****************************************************************************************** 2-06.4.0 CONTENT REQUIREMENTS 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. 04. COMMENT: Label on the DP cover sheet, the email addresses of the property owner and professionals that prepared the development package (site/Grading/landscape sheets). ****************************************************************************************** 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). 05. COMMENT: The development package sheets must be paginated, i.e., 1 of 20, 2 of 20, 3 of 20 etc. A sheet index on the DP cover sheet must be added to include the pagination numbers and all sheets must have the sheet numbers listed in the lower right corner. (The same cover sheet can be used for the DP as long as the applicable DP notes and calculations are added.) ****************************************************************************************** 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information. 06. COMMENT: Revise the location map on the cover sheet to comply with the standard as noted above. ****************************************************************************************** 2-06.4.4.A - Show the subject property approximately centered within the one square mile area; 07. COMMENT: Revise the location map on the cover sheet to comply with the standard as noted above. ****************************************************************************************** 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and, 08. COMMENT: Ensure that the major streets that bound the one mile location map and major washes like the Tucson Diversion Channel are labeled. ****************************************************************************************** 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled. 09. COMMENT: Label the Section corners based on how the location map drawn. ****************************************************************************************** 2-06.4.5 - When the development package documents consists of more than one sheet, a sheet index (a legible drawing of the site showing the area represented on each sheet) is to be placed on the cover sheet or the second sheet. 10. COMMENT: Include a sheet index on the cover sheet of the DP, the same as noted in comment five (5) above. ****************************************************************************************** 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2-06.4.7.A.1 - List as a general note: "Existing zoning is ____." 11. COMMENT: List on the cover sheet of the DP the existing zoning of the property. ****************************************************************************************** 2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage. 12. COMMENT: List on the cover sheet of the DP the site area in square feet and acreage. ****************************************************************************************** 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 13. COMMENT: List on the cover sheet of the DP, the use as noted by the standard above and include any Use Specific Standard sections applicable to the principal uses(s). ****************************************************************************************** 2-06.4.7.A.8 - For development package documents provide: 2-06.4.7.A.8.a - Floor area for each building; 14. COMMENT: List on the cover sheet of the DP, the square footage of any new enclosed structure that is related to the new CNG replacement. ****************************************************************************************** 2-06.4.7.B.1 - List the following notes on all plans/plats: "The developer, any successors and assigns, will hold the City of Tucson, its officers, employees, and agents harmless from any and all claims for damages related to the use of this development as shown hereon, now and in the future, by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall." 15. COMMENT: List the note as noted above on the DP cover sheet. ****************************************************************************************** 2-06.4.7.B.2 - If applicable, list the following notes and complete the blanks. 2-06.4.7.B.3 - List the following note on all development package documents: "Drainage will remain in its natural state and will not be altered, disturbed, or obstructed other than as shown on this site plan." 16. COMMENT: List the note as noted above on the DP cover sheet. ****************************************************************************************** 2-06.4.7.D - Utilities Note All development package documents are to include the following note: "Any relocation or modification of existing utilities and/or public improvements necessitated by the proposed development will be at no expense to the public." 17. COMMENT: List the note as noted above on the DP cover sheet. ****************************************************************************************** 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. 18. COMMENT: If applicable add the information as noted above on the site plan sheet. Label the easement and recordation information for the drainage way along the west side of the subject site. ****************************************************************************************** 2-06.4.8.H - Conditions on adjacent land significantly affecting the design of the project will be shown, such as the approximate direction and gradients of ground slope; character and location of adjacent development; and drainage-ways, arroyos, ditches, and channels, including their existing conditions. 19. COMMENT: Draw and label the drainage way along the west side of the subject area, as noted by the standard above. ****************************************************************************************** 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements. 20. COMMENT: Label the zoning classification adjacent to the west of the subject site. ****************************************************************************************** 2-06.4.9.L - All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval. 21. COMMENT: If applicable draw, dimension and label the information as noted by the standard above. ****************************************************************************************** 2-06.4.9.M - Grading Plan 2-06.4.9.M.1 - A conceptual grading plan is required on projects with significant topographic conditions. The PDSD Engineering Administrator or designee will determine the need for such a plan. 2-06.4.9.M.2 - Concurrent Review. For all projects, grading plans may be included in the development package and will be reviewed concurrently. 22. COMMENT: The grading plan will be approved as part of the DP package review. ****************************************************************************************** 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 23. COMMENT: Label the building setback from the new CNG building to the property line along the west. ****************************************************************************************** 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).
