SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed Development Plan Package, Drainage Report (Manhard Consulting, 01OCT14) and Geotechnical Engineering Report (Terracon Consultants, Inc., 11AUG14). Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). Refer to the following link for further clarification:

The following items need to be addressed:

SITE PLAN:

1) AM Sec.2-06: Provide a development plan package that meets the minimum requirements of AM Sec.2-06. Refer to UDC Article 7.4.6, TSM Sec.2-01, 4-03, 4-04, 7-01, 8-01, 10-01, etc for the minimum requirements that are needed on the development plan package in order to provide a full ENG review. The following comments are minimum; however due to the lack of dimensions and information on the development plan package a full review could not be completed.

2) AM Sec.2-06.4.3: The relevant Development Plan Package case number (DP14-0189) may be added to the lower right hand corner of the plan on all sheets.

3) AM Sec.2-06.4.3: Revise the development plan package to provide the administrative street address adjacent to the title block on each sheet.

4) AM Sec.2-06.4.4.C: Revise the development plan package and project location map to label the Section, Township and Range along with the Section Corners.

5) AM Sec.2-06.4.8.A: Revise the development plan package to clearly show all existing parcel lines with perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system.

6) AM Sec.2-06.4.9.H.1: Revise the development plan package to label all new and existing sidewalks within the MS&R right-of-ways as 6-feet. Per TSM Sec.10-01.4.1.A.1.a a 6-foot sidewalk is required along both MS&R Streets.

7) AM Sec.2-06.4.9.H.1: Revise the development plan package to label the required minimum 25-foot radii at the new driveway entrance from the 2 MS&R Streets per TSM Sec.10-01.3.2.C and Figure 6.

8) AM Sec.2-06.4.9.H.2: Revise the development plan package to label and dimension the existing and/or future SVTs for all driveway entrances, refer to TSM Sec.10-01.5.3 for line of sight matrix. On a designated MS&R street, the SVTs are based on the MS&R cross-section.

9) AM Sec.2-06.4.9.H.4: Revise the development plan package to indicate if existing streets are public or private.

10) AM Sec.2-06.4.9.H.5.a: Revise the development plan package to clearly label all dimensions onsite for the vehicular use area. The submitted development plan package does not include any onsite or right-of-way dimensions. Provide all dimensions for PAAL widths, access lanes, drive-thru lanes, parking spaces, landscape islands, sidewalks, etc. that need to be clearly dimensioned to ensure overall site layout. Further comments maybe forth coming depending on the dimensions when they are provided.

11) AM Sec.2-06.4.9.H.5.a: Revise the development plan package to fully dimension all proposed landscape islands and water harvesting areas onsite to ensure site layout.

12) AM Sec.2-06.4.9.H.5.a: Revise the development plan package to verify that all parking spaces adjacent to a sidewalk or landscape island provide the required 2.5-foot overhang. Spaces adjacent to a sidewalk must clearly demonstrate the required overhang along with the minimum 4-foot sidewalk widths.

13) AM Sec.2-06.4.9.H.5.a: Revise the development plan package to clearly label and dimension all loading zones along with the truck maneuverability.

14) AM Sec.2-06.4.9.R: Revise the development plan package to label and dimension all proposed onsite pedestrian access areas. The sidewalk dimensions must be clearly labeled to ensure over all site layout.

15) AM Sec.2-06.4.9.R: Revise the development plan package to clarify how all proposed onsite accessibility access isles are connecting to the proposed sidewalks. Provide a Keynote to label all onsite handicap access ramps to meet ANSI requirements.

16) AM Sec.2-06.4.9.R: Revise the development plan package to show pedestrian connectivity throughout the entire site. Verify that all sidewalks, cross walks and handicap access ramps are clearly labeled and that they provide continuous circulation.

17) AM Sec.2-06.4.9.R: Revise the development plan package to provide the required pedestrian circulation connection from the building to Drexel Rd refer to TSM Sec.7-01.3.3.A

18) AM Sec.2-06.4.9.R: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project.

19) AM Sec.2-06.4.9.T: Revise the development plan package to provide for centralized onsite solid waste and recycle collection service pick up per TSM Sec.8-01.5.1.A. If the project is proposing a stationary compactor verify that the construction design meet the minimum requirements of TSM Sec.8-01.5.2.I and J. Provide specific details on the development plan document for construction purposes. The Construction Note references the architectural plans which are not used for site construction. For this type of collection provide prior approval from Environmental Services (ES) in writing for use of the onsite compactors and not the normal double refuse enclosures. Any deviation from the standard will require a Technical Standard Modification Request (TSMR), it is advisable that prior to submitting the TSMR to contact ES to see if they would support the modifications.


DRAINAGE REPORT:

20) Provide a Drainage Report stamped, signed and sealed by a civil engineer registered in the State of Arizona for all proposed drainage infrastructure, retention requirements, etc. The Report was not reviewed since it was not sealed by an engineer and was incomplete not meeting the minimum requirements of TSM Sections 4-03 and 4-04.

21) Revise the Hydrologic Data Sheets within the Drainage Report to use the required 3-inches of rain in 60-minutes as per TSM Sec.4-04.4.2.1 and Table 4.1 within the PC Hydro procedure. The City of Tucson does not use the NOAA14 (90% UCL) rain fall depths, revise.


GENERAL COMMENTS:

Provide a revised Development Plan Package and Drainage Report that addresses the comments provided above. Due to the lack of dimensions and information additional comments will be forth coming once Engineering can provide a full review of the site layout and Drainage Report. Include a comprehensive response letter addressing in detail responses to all of the above comments.

This plan has been reviewed for compliance with the Development Package Standards listed in section 2-06 of the City of Tucson Administrative Manual. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC).

1. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 15, 2015.


2-06.3.0 FORMAT REQUIREMENTS

2-06.3.1 - Each sheet shall measure 24 inches by 36 inches and include a minimum one inch margin on left side and one-half inch margin on all other sides to facilitate efficient record keeping. A larger sheet format may be used with the approval of the Planning and Development Services Department (PDSD).

2-06.3.2 - All mapped data shall be drawn at an engineering scale having no more than 50 feet to the inch. This scale is the minimum accepted to assure the plan will be legible during review and when digitized and/or reduced for record-keeping purposes. The same scale shall be used for all sheets within the set. Smaller scales (60:1 or greater) may be used for some or all of the sheets with the prior approval of PDSD when it is determined legibility and the ability to be digitized and/or reduced for archiving will not be affected.
2-06.3.3 - All lettering and text (upper or lower case), and numbering, shall be a minimum of three-thirty-seconds inches in height to assure the plan will be legible during review and when digitized and/or reduced for archiving.

2-06.3.4 - A title block shall be provided in the lower right quadrant of each sheet.

01. COMMENT: Provide a title block in the lower right corner of all the plans sheets and include the required information in the title block. See the zoning redlines.

2-06.3.6 - Provide a blank three-inch by five-inch block in the lower right corner of the plan adjacent to the title block on the first sheet of the development package for use by Pima County Addressing.

2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet.

03. COMMENT: The location map and north arrow shall be revised to cover only the 1 square mile area and placed in the upper right corner of the cover sheet.

2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet.

03. COMMENT: The sheet index on the cover sheet shall be revised to include pagination of the landscape and irrigation sheets. The landscape and irrigation sheets must include the sheet numbers 41 of 45 etc.

2-06.4.2 - The title block shall include the following information and be provided on each sheet:

2-06.4.2.A - The proposed name of the project or subdivision, or if there is no name, the proposed tenant's name;

04. COMMENT: Include the name of the project in the revised title block location as noted in comment 01.

2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat;

05. COMMENT: Add the following in the title block for the legal description, Tucson Airport Commerce Center Block 3, Map and Plat Book 51 at page 25. Include, A Portion of the
NW Qtr, of the NE Qtr of Section 08, T14S, R14E.

2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx).

06. COMMENT: The landscape and irrigation sheets must include the sheet numbers (pagination 41 of 45 etc.).

2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information.

2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and,

2-06.4.7.A - Zoning and Land Use Notes

2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage.

11. COMMENT: The gross area of the site is listed as 5.067 Acres on the cover sheet. The recorded plat indicates the overall site area of Block 3 is 398,146 SF or 9.140 Acres. Which is correct? Unless there is a proposal to subdivide Block 3, revise the site area note on the cover sheet accordingly.

2-06.4.7.A.3 - If the plan/plat has been prepared in conjunction with a rezoning application, add the following note next to the existing zoning note: "Proposed zoning is ____." List the applicable rezoning file number and conditions of approval. Also place the C9-__-__ (if applicable) and the plan/plat file numbers in the lower right corner of each sheet.

12. COMMENT: List the rezoning case number C9-94-32 in the lower right corner of all plan sheets. List on the cover sheet the conditions of rezoning and include with the next submittal a separate response memo explaining how conditions of rezoning affecting this property have been addressed on the plans or otherwise. Additional comments may be forthcoming on the next submittal with regards to the response memo related to the conditions of rezoning.

2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

13. COMMENT: List the correct use of the property, "Retail Trade Land Use group-General Merchandise- Subject to Use Specific Standard 4.9.13.Q"

2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan.

14. COMMENT: This site/project is subject to compliance with the regulations of the Airport Environs Overlay. Include a note that states that the project been designed to comply with the AEZ overlay section 5.6.0. Include the mean sea level elevation at the end of the runway that affects this site, list the mean sea level elevation of the property based on the final grade of the PAD for the building, and include the calculation that demonstrates compliance. Draw and label on the site plan sheet the Airport Environs height lines and heights that affect this site as depicted on the PDSD GIS map.

2-06.4.7.A.8 - For development package documents provide:

15. COMMENT: Zoning is requesting that zoning table/matrix be added to the cover sheet that includes all the zoning data required and provided. The table/matrix should include vehicle and bicycle parking, loading zones, building height, floor area, site area etc.

2-06.4.7.E.1.a - The following notes will be placed on all plans/plats.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

16. COMMENT: Add the information as noted by the standard above.

2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system.

Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

18. COMMENT: Add all recordation information for any existing or proposed easements on the utility plan sheet. The easements must also be drawn and labeled on the requested site plan.

2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements.

20. COMMENT: Label on the requested site plan the zoning classifications for the parcel and as noted by the standard above.

24. COMMENT: Add to the requested site plan the information as noted by the standard above.

2-06.4.9.H.5.c - Show all loading zones, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4.

25. COMMENT: Add to the requested site plan the information as noted by the standard above. . Include fully dimensioned detail drawings of the standard and Accessible parking spaces.

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

26. COMMENT: Add to the requested site plan the information as noted by the standard above. Include fully dimensioned detail drawings of the short and long term facilities.

2-06.4.9.I - Show all right-of-way dedications on or abutting the site and label. If the development package documents have been prepared in conjunction with a subdivision plat or is required as a condition of approval of a review process, such as a rezoning, street dedications in accordance with the Major Streets and Routes (MS&R) Plan may be required by these processes.
Projects bounded by streets having only a portion of the right-of-way width dedicated will be required to dedicate right-of-way, up to one-half, to complete the street width.
Should there be any proposed street or alley vacation, provide this information. If vacation has occurred, include the recording information.

27. COMMENT: Add to the requested site plan the information as noted by the standard above.

2-06.4.9.L - All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval.

2-06.4.9.M - Grading Plan

2-06.4.9.M.1 - A conceptual grading plan is required on projects with significant topographic conditions. The PDSD Engineering Administrator or designee will determine the need for such a plan.
2-06.4.9.M.2 - Concurrent Review. For all projects, grading plans may be included in the development package and will be reviewed concurrently.

29. COMMENT: Once the site plan in the development package is approved the grading plan will also be approved as it pertains to the zoning review purview.

2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

30. COMMENT: Draw and label the overall building setback from both street frontages based on the future back of curb location.

2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

31. COMMENT: Label on the requested site plan the overall height of the building within the building footprint as noted by the standard above.

2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

32. COMMENT: Label on the requested site plan the width of all onsite sidewalks. A sidewalk that provides access from Drexel Road to the main entrance shall be drawn, labeled, and dimensioned.

2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm.

33. COMMENT: Draw, label and dimension the refuse collections areas (Enclosures) on the requested site plan as noted by the standard above.

2-06.4.9.U - Indicate graphically, where possible, compliance with conditions of rezoning.

34. COMMENT: As noted in comment 12, list on the cover sheet the conditions of rezoning and include with the next submittal a separate response memo explaining how conditions of rezoning affecting this property have been addressed on the plans or otherwise. Additional comments may be forthcoming on the next submittal with regards to the response memo related to the conditions of rezoning.

2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. 2-06.4.9.X - Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. In accordance with Section 2-11.0.0, Landscape Plan Requirements.

36. COMMENT: See the landscape reviewer comments related to the requirements for landscape buffers, screening and parking lot trees.

37. COMMENT: The preferred order of the sheets in the development package should be as follows Cover sheet, notes sheet(s), Base/site plan(s), grading plan sheet(s), detail drawings sheet(s), SWPP, SWPP details sheet(s), utilities plan sheet, Landscape/screening etc.

38. COMMENT: Be aware that additional comments may be forthcoming based on the responses to the zoning comments and revisions to the plan sheets.

10/23/2014 ROBERT SHERRY PLUMBING-COMMERCIAL REVIEW Reqs Change 1. Water meters are located at the property line (or as negotiated with Tucson Water) and the required reduced pressure backflow prevention assemblies are required to be installed in locations accessible to Tucson Water (typically not inside of the building). 3. Provide large scale details for all the different types of sidewalk and curb ramps. Comply with the 2012 IBC, Section 405 for side walk ramps and Section 406 for curb ramps. 10/29/2014 JOE LINVILLE LANDSCAPE REVIEW Reqs Change 1) Landscape borders proposed in right-of-way or MS&R areas must be approved by the City Engineer or designee and comply with the City Engineer's requirements on construction, irrigation, location, and plant type. Provide verification, in writing, of any approvals obtained. Contact Gary Wittwer, DOT Landscape Architect for specific requirements. UDC 7.6.4.C.2.c

2) Revise the landscape plans to include the following standard notes for landscaping in the public right-of-way if ROW landscaping is approved.

Standard Notes for Planting in ROW:
All planting and irrigation that is proposed within the ROW must receive a permit prior to construction. Plans should be submitted to the City of Tucson Permits and Code section at 201 N. Stone, 4th floor. Once the permit has been approved, the applicant must call for a "Blue Stake " prior to the required pre-construction meeting with the City Landscape Architect, and prior to starting any work.

It is the property owner's responsibility to keep the Sight Visibility Triangles (SVT), and the pedestrian access area clear of vegetation at all times.

Final plant locations must be in compliance with all utility setback requirements. The owner understands that if the City of Tucson Transportation Department or any utility company needs to work within the ROW in the landscaped area, plants and irrigation may be destroyed without replacement or repair.

The property owner assumes full liability for this landscape and irrigation, and any damage to roadway, sidewalk and utilities within the public right-of-way.

The only private irrigation equipment that is allowed within the ROW is polyethylene type tubing and emitters that are not under constant pressure. All other equipment except for the water meter must be on site.


3) All disturbed, grubbed, graded, or bladed areas not otherwise improved shall be landscaped, reseeded, or treated with an inorganic or organic ground cover to help reduce dust pollution. Revise landscape plan to identify the type and locations proposed for inert ground cover materials or seeded areas. A minimum two-inch layer is required for inorganic materials. UDC 7.6.4.E

4) The area between the right-of-way line and sidewalk and the area between the sidewalk and the curb, if not covered with vegetation, shall be covered with an appropriate inorganic ground cover, such as decomposed granite. Revise the plans to clarify compliance. UDC 7.6.4.C.2

5) Revise the landscape and native plant preservation plans to show the phases represented on the development plan and to indicate that each phase complies with all requirements as a separate entity. Show and label any temporary improvements that may be needed to make the site function for each phase as one entity. DS 2-05.2.4.C

6) Basin slopes are required to have slopes no steeper than 4:1 where depths are three feet or greater. Slopes for basins less than three feet are to be no steeper than 3:1 for unprotected slopes and 2: 1 for protected. TSM 4-03. See P. 78 of Stormwater Detention/Retention Manual.

7) Revise the landscape plans to show the limits of grading. AM 2-10.4.2.B
All graded area including the undeveloped pads will need to be treated per comment 3 unless or until these areas are improved.

8)The site is required to include screening per UDC 7.6.4-I. Revise as necessary. UDC 7.6.5

9) Fifty (50) percent or more of the area of the street landscape border must be covered with shrubs or vegetative ground cover. The required ground coverage must be achieved within two (2) years from the date of planting. UDC 7.6.4.C.2.e

10) Revise the landscape plan to include the following calculations:
a. Square footage of the site.
b. Square footage of the oasis allowance area and calculation.
c. Square footage of the vehicular use area; number of parking spaces, including the required and provided parking space calculations; and the calculation of the required number of canopy trees.
e. Minimum width and square footage measured from the inside edge of tree planters in vehicular use areas.
f. Length and width of landscape borders and number of canopy trees per length.
g. Square footage of all landscaped borders and calculation of the percentage of vegetative coverage.

Resubmittal Required: TDOT does not recommend approval of the Development Plan therefore a revised plan is required for re-submittal. The following items must be revised or added to the plat. Include a response letter with the next submittal that states how all comments have been addressed.


1. Along -Tucson Blvd. and Drexel Road- ensure that all existing signs that are affected by the off-site improvements and are applicable to the roadway remain in place or relocated to an appropriate location. If damaged or unsuitable for reuse then replace with new sign and/or post.

2. Existing light poles may be impacted with the installation of the proposed development. If applicable, relocate the light poles and provide confirmation from Ernie Encinas City of Tucson Electric Shop 791-3191 that the new location is acceptable to the city.

3. Show and label as to size (ie 20x110) both existing and future SVTs (DS 2-03.2.4.M). If the existing and future SVTs are coincident, label it as both existing and future.

4. A private improvement agreement (PIA) will be necessary for the proposed work to be performed within the Right-of-way. An approved tentative plat is required prior to applying for a PIA. Contact Permits and Codes for additional PIA information at 791-4259.

5. List the name, ROW width, recordation data, type and dimensioned width/length of paving, curbs, curb cuts, curb returns, sidewalks, turn lanes and proposed taper lengths. . (DS 2-05.2.2.D)

6. The access points on driveways to major Streets should have 25' radius curb returns. (DS 3-01.0 figure 6)

7. AM Sec.2-06.4.9.S: Revise the development plan package to label and dimension the
Minimum 6-foot width requirement for the sidewalk within the right-of-ways of Tucson Blvd. and Drexel Road. For the existing 4-foot sidewalk width along Tucson blvd verify conformance with handicap accessibility and if the sidewalk is in acceptable condition then per TSM Sec.10-01.4.1.A.1.c where sidewalks are less than five feet in width, passing spaces at least five feet by five feet will be located at reasonable intervals not to exceed 200 feet.

8. Show ADA Accessible Ramps on all corners of the development along the roadway/sidewalks.

9. The Traffic impact analysis has been approved by TDOT. Pima County DOT should have the opportunity to review the TIA since the report has listed Drexel at Country Club as an intersection which needs capacity improvements.

10. Add a right turn deceleration lane on northbound Tucson Blvd. at commerce Centre Place as recommended by the study.

11. Drexel Road left turn lanes - Change striping configuration to a continuous center turn lane. Bike lanes shall be maintained. Show this configuration also. A PIA will be required for a formal technical review.

12. Sheet 2 of 45, Engineer Notes: # 13 add "a private improvement agreement (PIA) will be required for work within the right of way. Call 520 791 4259 for additional information.

13. Sheet 13 of 45 construction notes: # 23 Stop signs should be placed on private property to be maintained by developer. Not to be placed in right of way.
