A field visit was performed with Zoning staff on 14AUG14. Elevation certificates were submitted for the existing buildings and placed in archive. Comments: 1) Admin Man Sec.2-06.3.7: A small, project-location map shall be provided in the upper right corner of the cover sheet. 2) Admin Man Sec.2-06.4.4.B: Include the "Tanque Verde Creek Regional watercourse" label on location map. 3) Admin Man Sec.2-06.4.7.A.6.c: Add a note stating that the project is designed to comply with Tucson Code Sec.26 and Technical Manual Section 4-02, Floodplain, WASH, and ERZ Standards. 4) Admin Man Sec.2-06.4.8.a: Check and correct parcel boundary data to assure the distances labeled match the scale measurements of the plan. 5) Admin Man Sec.2-06.4.8.b: Assure all easement are shown on the plan. Provide title report including schedule B in resubmittal. 6) Admin Man Sec.2-06.4.8.D: Provide any information regarding existing utilities including any location and size of water wells. 7) Admin Man Sec.2-06.4.8.E: Indicate ground elevation on the site based on City of Tucson Datum (indicate City of Tucson field book number and page). In this case, it appears that topography is "NAVD88". Label datum on sheet 3. 8) Admin Man Sec.2-06.4.8.G: Any fences that are expected to remain on the site should be shown on the plan (otherwise the fences that are in the floodplain, would need to comply with floodplain regulations). Show and label fence type. 9) Admin Man Sec.2-06.4.8.I.3: Symbols identical to that used to represent the water surface contour intervals - one for "FEMA BFE" (sections with whole numbers) and a separate one for "FEMA cross section" T) on the development package plans should be included in the legend. 10) Tucson Code Sec.26-11.2.2.e: Revise cross section data to include FEMA section T: "WSEL = 2534.86", and add section 2535 just east of cross section T. See attached. 11) LUC 2.8.6, DS Sec.10-02.7.6.1: The parcel is subject to ERZ floodplain requirements per Unified Development Code and Technical Manual. Typically, ERZ floodplain areas rarely allow for new structures in ERZ jurisdictional floodplain. Add additional Drainage / Floodplain Note to state: "Any future structures within 100-year floodplain shall require ERZ-ERR Report, and hydrology report with assessment of erosion hazard setback and minimum finished floor elevation. 12) As a recommendation, any debris or fire damaged materials on the parcel be removed from the floodplain areas. | 10/17/2014 | DAVID RIVERA | ZONING | REVIEW | Reqs Change | FROM: David Rivera Principal Planner PROJECT: DP14-0188 2575 N Woodland Road Development Package - As-built drawing review as a base plan for future development and proposed change of use from Physical Behavioral Health Service to Religious Use (Church) TRANSMITTAL DATE: October 17, 2014 COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. This plan has been reviewed for compliance with the Development Package Standards listed in section 2-06 of the City of Tucson Administrative Manual. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC). 1. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 14, 2015. 2-06.3.0 FORMAT REQUIREMENTS 2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet. 01. COMMENT: Label the contour interval as noted by the standard above. ****************************************************************************************** 2-06.4.0 CONTENT REQUIREMENTS 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. 02. COMMENT: List the email addresses for all persons preparing the drawing and the owner / developer of the property. ****************************************************************************************** 2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat; 03. COMMENT: List a brief legal description of the subject property in the title block. ****************************************************************************************** 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 04. COMMENT: This project has been assigned the PDSD case Number DP14-0188. List the number in the lower right corner of all plan sheets. ****************************************************************************************** 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 05. COMMENT: Revise the use note per the Zoning redlines. ****************************************************************************************** 2-06.4.7.A.8.b - Percentage and area in square feet of building and accessory building coverage; 06. COMMENT: List the allowed lot coverage percentage (15%). Add the allowed percentage to the building area table as redlined. ****************************************************************************************** 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 07. COMMENT: Dimension the overflow parking. ****************************************************************************************** 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 08. COMMENT: Add details drawing for the long and short term bicycle parking facilities. ****************************************************************************************** 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 09. COMMENT: Dimension the width of all existing and new pedestrian accessible sidewalks. New sidewalks must be a minimum of four (4) feet wide. ****************************************************************************************** 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm. 10. COMMENT: label and dimension the refuse location area demonstrate refuse truck maneuverability to the refuse enclosure location. ****************************************************************************************** 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required. 11.
