This plan has been reviewed for compliance with the Development Package Standards listed in section 2-06 of the City of Tucson Administrative Manual. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Unified Development Code (UDC). The review comments include the actual standard first with the applicable Administrative Manual section number and the following paragraph is the actual comment related to the specific item that must be addressed. This link will take you directly to the section used for the standards review. The UDC requirements are in the Unified Development Code and can be viewed at the same web link as above 1. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 10, 2015. 2-06.3.0 FORMAT REQUIREMENTS 2-06.3.1 - Each sheet shall measure 24 inches by 36 inches and include a minimum one inch margin on left side and one-half inch margin on all other sides to facilitate efficient record keeping. A larger sheet format may be used with the approval of the Planning and Development Services Department (PDSD). 2-06.3.2 - All mapped data shall be drawn at an engineering scale having no more than 50 feet to the inch. This scale is the minimum accepted to assure the plan will be legible during review and when digitized and/or reduced for record-keeping purposes. The same scale shall be used for all sheets within the set. Smaller scales (60:1 or greater) may be used for some or all of the sheets with the prior approval of PDSD when it is determined legibility and the ability to be digitized and/or reduced for archiving will not be affected. 2-06.3.3 - All lettering and text (upper or lower case), and numbering, shall be a minimum of three-thirty-seconds inches in height to assure the plan will be legible during review and when digitized and/or reduced for archiving. ****************************************************************************************** 2-06.3.6 - Provide a blank three-inch by five-inch block in the lower right corner of the plan adjacent to the title block on the first sheet of the development package for use by Pima County Addressing. 01. COMMENT: Add the 3"x5" block as noted by the standard above. ****************************************************************************************** 2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet. 02. COMMENT: Label the contour interval on the applicable sheets as noted by the standard above. ****************************************************************************************** 2-06.3.10 - A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet. 03. COMMENT: Revise the acronym for AEOHZ to AEZ in the legend of the cover sheet and on sheet two. This property is within the AHD and AE Height Zone. ****************************************************************************************** 2-06.4.0 CONTENT REQUIREMENTS 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. 04. COMMENT: List on the cover sheet the email address for all persons who assisted in preparing the plan and including the email address for the owner/developer as noted by the standard above. ****************************************************************************************** 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.2.A - The proposed name of the project or subdivision, or if there is no name, the proposed tenant's name; 05. COMMENT: Clarify if the words "Warehouse / Office Building" is the name of the project or the type of use proposed. If it is intended to signify the use of the property it does not match the use listed under the parking calculations text block. ****************************************************************************************** 2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat; 06. COMMENT: Revise the legal description in the tile block of all plan sheets to include the correct map and plat numbers, Bk 7 / Pg 76. ****************************************************************************************** 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 07. COMMENT: This project has been assigned the PDSD DP case number DP14-0186. List the case number in the lower right corner of all plan sheets. ****************************************************************************************** 2-06.4.2.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and, 08. COMMENT: Draw and label Bilby Road and Rodeo Wash on the location map. ****************************************************************************************** 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 09. COMMENT: Revise general note 3 (use note) to "Buildings and Grounds Maintenance; Subject-to Section 4.9.13.Q and Section 4.9.5". Ensure that the Subject-to sections are reviewed and if any of the items listed in either section of the subject-to sections apply to the proposed use, they must be addressed on the plans. Residential Dwellings are not allowed in an I-1 or I-2 zone except for a dwelling for a Caretaker. After reviewing the Subject-to criteria for a Residential Dwelling Use in the I-1 as a Caretaker residence the uses that are allowed to have a caretaker home are under the industrial, Storage or Wholesale uses only. The Buildings Grounds and Maintenance use is under the Commercial Use and therefore is not allowed. A variance request to allow for a caretaker's residence for this use cannot be processed. Remove the dwelling from the plans and revise any and all calculations accordingly. ****************************************************************************************** 2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan. 10. COMMENT: This parcel is within the AEZ overlay and is subject to compliance with the AHD and AEZ height restrictions. There is no formal application that must be reviewed for the AEZ, however compliance with the regulations of the AEZ that apply must be demonstrated on the plans. Include the height calculation on the plan based on the end of runway and highest site elevation of the property to include the height of the building. The calculation shall be based on the location of the building. Correct general note 4 to state the correct UDC section for the AEZ, which is UDC Section 5.6. ****************************************************************************************** List the following notes as appropriate: 2-06.4.7.C.2 - List the following note on all development package documents: "No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Section 10-01.5.0, Sight Visibility, of the Technical Standards Manual." 11. COMMENT: Correct General note 7 on the cover sheet state what is noted in the standard above. ****************************************************************************************** 2-06.4.7.E.1.a - The following notes will be placed on all plans/plats. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 12. COMMENT: Provide the information as noted by the standard above. ****************************************************************************************** 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. 13. COMMENT: If applicable to this site add the easements as noted by the standard above. ****************************************************************************************** 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 14. COMMENT: Label the recordation information for Ginter Road, i.e. Plat, Road Map etc. ****************************************************************************************** 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 15. COMMENT: Clarify if the portion of the building that extends out from the main building is an open structure or is it enclosed. If it is an open structure draw, label and dimension the sidewalk between the columns/posts and the wall of the main building. If the structure is enclosed a concrete sidewalk will be required between the PAAL and the structure. If the structure is enclosed it appears that the PAAL would be reduced to less than 24 feet. Clarify what the structure is, open porch enclosed structure. A concrete sidewalk four (4) feet in width is required between the building and the PAAL along the southeast corner of the building. Draw, label and dimension the required sidewalk. ****************************************************************************************** 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 16. COMMENT: Label the distance of the wheel stop from the front of a parking space or from the edge of a sidewalk. Wheel stops must be provided where parking spaces are adjacent to landscape areas. ****************************************************************************************** 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 17. COMMENT: Include a fully dimensioned detail drawing of the long term bicycle parking facility. The location of the long term facility must also be drawn and labeled on the site plan sheet(s). ****************************************************************************************** 2-06.4.9.M - Grading Plan 2-06.4.9.M.1 - A conceptual grading plan is required on projects with significant topographic conditions. The PDSD Engineering Administrator or designee will determine the need for such a plan. 18. COMMENT: A grading plan was not required for this site per the PDSD Engineering Review section. No review was done by zoning as it relates to the zoning purview of the grading plan. ****************************************************************************************** 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 19. COMMENT: Revise the street building setback dimension 21 feet to the greatest of 20 feet or one and one-half times the height of the structure from the property line. The required building setback along the west property boundary is equal to one and one-half the height of the building. The setback labeled on the site plan is labeled as 3 feet 5 inches. Approval of a Design Development Option for the proposed building setback along the west boundary is required. ****************************************************************************************** 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 20. COMMENT: Add a note on the plan that restricts public access to the rear of the property. If the public will be allowed in the rear property sidewalks may be required. A sidewalk along the southeast edges of the building and along the porch area a minimum of four (4) feet in width and physically separated from the vehicular use area. Draw, label and dimension the required concrete sidewalk. ****************************************************************************************** 2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual. 21. COMMENT: Dimension the width of the sidewalk along the street frontage. See the Engineering reviewer's comments about street sidewalk requirements. ****************************************************************************************** 2-06.4.9.X - Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. In accordance with Section 2-11.0.0, Landscape Plan Requirements. 22. COMMENT: See the landscape reviewer's comments related to landscape buffers, screening and requirements for parking lot trees. ****************************************************************************************** 23. COMMENT: See the zoning redlines on the plan sheets and revise the sheets per comment and redlines as required. ****************************************************************************************** 24. Be aware that additional zoning comments may be forthcoming on the next submittal of the DP based on the response to the zoning comments and revisions made to the plans sheets. In accordance with Section 2-11.0.0, Landscape Plan Requirements. Identification and Descriptive Data All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. The landscape plans will contain the case number located in the lower right corner of the plan; SECTION 4-01.0.0: COMMERCIAL RAINWATER HARVESTING 3.2 Water Harvesting Implementation Plan Mapped Data The Implementation Plan shall graphically show the following information drawn from tabulated data. Use arrows to indicate the flow path water will take from source to WHIA. Undeveloped or pervious portions of the site can not be used in rainwater harvesting calculations revise as necessary. UNIFIED DEVELOPMENT CODE ARTICLE 7: DEVELOPMENT STANDARDS LANDSCAPING AND SCREENING Interior landscape borders are required as determined in Table 7.6.4-1, which ranks land uses and zones based upon their land use intensity and the impact a use will have on adjacent land uses. One canopy tree is required for every 33 linear feet of landscape border or fraction thereof, excluding vehicular ingress or egress points. Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1. Note: If a new development is using an existing screen on an adjacent property to meet screening requirements, a copy of the recorded covenant locating the existing screen(s) on adjacent property is required. Indicate if screening is located on site. Canopy Trees in Vehicular Use Areas An unpaved planting area, which must be a minimum of 34 square feet in area and four feet in width, must be provided for each canopy tree. Indicate size of planter area on landscape plan Provide NPP plan per AM 2-11.4.0 or acceptable documentation, which clearly indicates that the project will not impact Protected Native Plants.
