ACTIVITY NUMBER: DP14-0184 / T14OT00680 SUMMARY: Engineering has reviewed the Development Package including grading, SWPP, and floodplain use permit application. Engineering recommends conditional approval of the Development Package and floodplain use permit. Conditions shall be addressed during grading construction, prior to CofO and as-built submittal, prior to FPUP & GP final inspection approvals, and for final block plat. Conditions are based on Tucson Code Chapter 26, Unified Development Code, Technical Manual, and Administrative Manual. PERMIT CONDITIONS: 1) Finished floor elevation requirements for building shall meet City of Tucson regulations and approved drainage report sealed 8-19-14. 2) SWPPP shall be sealed by registrant prior to commencement of disturbance activities. 3) Prior to CofO final block plat shall be approved/completed. 4) Maintenance access easement improvements shall include grading for traversability, gravel for ground cover, access gate, and driveway apron, which will be inspected for acceptance by TDOT prior to final grading inspection approval. 5) Easement sequence numbers shall be provided at as-built and final block plat stage for this project and prior to CofO. This easement condition applies to the revised 1-ft access control easement. 6) Type and function of maintenance access easement gate shall be inspected and accepted by TDOT. 7) Designated concrete washout locations are required and shall not be located in or near water harvesting areas. Location of temporary material or vehicle staging / stockpile area shall be placed within grading limits and not located in any water harvesting or floodplain areas or near/adjacent to Naylor Wash. 8) There shall be no disturbance or activity within the Naylor Wash area. There shall be no vehicle access, storage or any type of disturbance outside of the approved disturbance/grading limits, and no grading shall begin until all required SWPPP controls are installed. Stop Work Order may be issued for disturbance outside of grading limits. Stop Work Order shall be issued if disturbance of Naylor Wash occurs. 9) Dust control methods such as water truck will be provided, as well as daily sweeping of public streets. 10) Any remaining operator signatures from must be on the site copy of the SWPPP at or before commencement of construction. 11) Regarding the SVT's, other than trees as noted below, plant materials located within existing and future sight visibility triangles shall be limited to ground cover or low-growing vegetation of a species that will not grow higher than thirty inches. Trees may be located within existing and future sight visibility triangles only if clear of leaves and branches to a height of at least six feet above grade upon installation, and at all times thereafter. The trunk caliper of any species selected may not exceed twelve inches in diameter at maturity. Trees with multiple trunks are not allowed. Trees may not be planted in a line that could result in a solid wall effect as viewed from the motorist's perspective. The number and location of trees within existing and future sight visibility triangles may be restricted or modified by the City of Tucson Inspectors in order to preserve visibility. 12) Contractor is responsible to protect in place any existing utilities; all work within these easements must be coordinated with the proper utilities prior to any site construction. All recordation dkt/pg or sequence numbers shall be listed on subsequent plans for revisions or as-builts. 13) Special inspections may be required for the sewer, signage, and water harvesting areas, maintenance access easement improvements. 14) Any revision to the Grading Plan may require a re-submittal of a revised grading plan for review. Contact Civil Engineer at the City of Tucson Planning & Development Services Department Engineering Division, to discuss changes in grading design, and to determine whether additional details, calculations, drainage report, or a revised grading plan is needed, or, whether changes may be provided on as-builts. 15) Separate building permit applications are required for any walls. 16) Prior to request for final inspection approval, any outstanding fees shall be paid.
