SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed grading stockpile plan for the above referenced property. Engineering Division does not recommend approval of the grading stockpile plan application at this time. The following items need to be addressed:

GRADING STOCKPILE PLAN COMMENTS:

1) It appears that the proposed grading plan permit is to be used as an offsite stockpile permit for an ongoing Pima County Department of Transportation project. This permit will need to provide verification of the following items that should be addressed under the Stormwater Pollution Prevent Plan for that project.

2) CGP Sec.6.3(5)f: Revise the SWPPP to identify and describe all material storage areas (including on-site and offsite overburden and stockpiles of dirt, borrow areas, etc.).

3) CGP Sec.6.3(8)(3.1.1-3.1.3.4): Revise the SWPPP to provide site stabilization for temporary stabilization; final stabilization; and alternative stabilization.

4) CGP Sec.6.3(8)c: Revise the SWPPP to describe how sediment controls will be installed and made operational prior to conducting earth-disturbing activities.

5) CGP Sec.6.4(2): Provide a copy of the NOI that will be submitted to ADEQ or a copy of the current NOI that is being used under the PCDOT SWPPP.

6) UDC Article 7 Sec.7.7.3.D.4: Provide a NPPO Application with supporting documentation; http://pdsd.tucsonaz.gov/files/pdsd/forms/NPPOapp.pdf. Refer to Landscaping comments for further clarity.

GENERAL COMMENTS:

Please provide a revised grading stockpiling plan and SWPPP exhibit that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

Further comments may be generated upon resubmittal of the grading stockpile plan and SWPPP reviews.

Comments:

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. It appears that this stockpile plan is in no way related to the undeveloped subdivision. A stockpile is Commercial Storage. Commercial Storage in the C-2 zone (UDC Table 4.8-4) is subject to the Use Specific Standards (UDS Section 4.9.10.A).

4.9.10. STORAGE USE GROUP
A. Commercial Storage
1. Adjacent to a residential use or zone, outdoor storage shall comply with the following.
a. Storage material shall not be visible from outside the screen.
b. Outdoor lighting shall be directed away from adjacent residential uses and zones.
2. Outdoor storage, when permitted, shall not be located in the streetperimeter yard.


3. The site is adjacent to the R-1 zone to the east and R-2 zone to the west. There are no buildings on this lot, therefore; the entire site is perimeter yard. The use cannot be permitted in this zone for this site as presented.
