Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is September 23, 2015.


2-06.3.0 FORMAT REQUIREMENTS

2-06.3.10 - A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet.

2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

04. COMMENT: This project has been assigned the PDSD development package case number DP14-0174. List the case number in the lower right corner of all plan sheets. This development site is within the Greater Infill incentive District (GIID). If using the overlay regulations demonstrate compliance on the plans. If an MDR is processed, list the case number in the lower right corner and as a general along with the date and conditions of approval.

Compliance with UDC section 5.12.6 and 5.12.7 must be demonstrated if using the IID overlay.

2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information.

2-06.4.7 - General Notes

2-06.4.7.A - Zoning and Land Use Notes

2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage.

08. COMMENT: List the gross site area in acres and square footage for both the building lots and the parking lots. Zoning requests that tax codes be combined for both sites. The three parcels where the buildings are located and the two lots for the parking lot. An option to record a lot combo covenant for each of the two sites as mentioned is also acceptable.

2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

09. COMMENT: On sheet two (2) the uses listed include Storage, Food Service, Office and Retail. List the Use Specific Standards applicable to each use that is proposed for this development. See the Use tables for the reference numbers.

The proposed use list is not specific as to the type of Storage proposed whether Commercial Storage or Personal Storage. Personal and commercial storage uses have different Use Specific Standards. List the proposed Storage type along with the correct Use Specific Standard. The type of storage use affects the vehicle and bicycle parking requirements

Also list the use of parking lot. The parking lot is not contiguous with the parcels with the building so the parking lot must stand on its own. The review of the plan will include the review of the parking lot/. The parking lot use and any applicable use specific standards must be listed.

2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. 2-06.4.7.A.6.a - List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any.

COMMENT: Unless this plan complies with the requirements of the underlying zone and GIID is used to design and develop this project, list the overlay case number in the lower right corner of all plan sheets and as a general note list the case number date of approval and conditions of approval if any. A separate IID plan will be required to be submitted for DRB review and approval if the GIID overlay is utilized.

2-06.4.7.E.1.a - The following notes will be placed on all plans/plats.

2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system.

12. COMMENT: The distance and bearing for the east property line of the standalone parking lot is not legible. Locate the distance and bearing note so that it is legible.

The distances labeled for the standalone parking lot east and west property lines are incorrect. The distance is labeled as 396.14'. Per the Pima County Assessor's map each is 33 feet wide. Revise the distances.

2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

13. COMMENT: If applicable to either site draw and label any existing or proposed easements.

2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

14. COMMENT: Draw, label and dimension any existing sidewalks along the street (6th Av, 5th St, 7th Av and Ferro Av) where both sites have street frontage.

2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

15. COMMENT: Draw, label and dimension there required sight visibility triangles. See the engineering comments for additional info on SVT's.

2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

16. COMMENT: Dimension the width of the parking space along the northeast corner of the standalone parking lot. The space appears to be next to a building. The space must be 10 feet in width.

Dimension the width of the overall vehicle use area of the standalone parking lot between the building to the south and the building to the north. See the red-lines on sheet 2.

2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

17. COMMENT: The parking calculations reflect the correct number required based on a Shopping center calculation with a ratio of 1/300 if the development meets the definition of a shopping center. Unfortunately based on the uses listed, the definition criteria cannot be met.

The total number of required spaces for a multiple or mixed use development is 90% of the sum of the amount required for each separate principal use in Section 7.4.4.B, Minimum Number of Motor Vehicle Spaces Required. The square footage of Entertainment, Food Service (i.e., restaurants), and/or Alcoholic Beverage Service (i.e., bars) uses may not be included in the calculation for multiple or mixed use parking requirements. The parking requirements for these uses are calculated individually in accordance with Section 7.4.4.B, Minimum Number of Motor Vehicle Spaces Required.

After reviewing the proposed uses and square footage of each use the number of required vehicle parking for this development totals to 95 spaces. Of the 95 spaces, 24 spaces are eligible for the reduction, 24x 90% = 22.6 or 23 spaces required. The spaces for the food service cannot be included for the reduction. A Board of Adjustment variance will be required for the number of vehicle parking spaces that cannot be provided.

UDC Section 7.4.6.1B.1.a - Off-Site Parking: Off-site parking is permitted under the following conditions.
For projects outside the Downtown Parking District, off-site parking must be located within 600 feet of the project site. The distance of the accessible pedestrian path to get to the property is greater than 600 feet. A Board of Adjustment variance is required to approve a distance of 626'-7".

The GIID cannot be utilized if all the criteria of the IID cannot be met. For instance the parking section 5.12.4.C.3.c.2 cannot be used because there is no COT parking lot within a ΒΌ mile (1320 feet) of the building site. Per discussion with the ZA staff determination a MDR cannot be used to modify this requirement. The storage use is not one of the GIID uses listed in UDC section 5.12.4.D.1. Therefore the Storage use is not a use that cane approved under the GIID.

The IPP also appears to be an option that cannot be supported. UDC Section 7.4.5.A.3.g - Exception. Restaurants and bars (Food Service and Alcoholic Beverage Service uses) are not eligible to request an IPP unless the restaurant or bar is within a multiple or mixed use development and the applicant provides evidence that motor vehicle parking is provided at one space per 100 square feet gross floor area and outdoor seating area for restaurants and one space per 50 square feet gross floor area for bars during peak use times.

2-06.4.9.H.5.b - If any of the required parking is located off-site as permitted by the UDC, a drawing of that parking area is to be provided, together with the city's required parking agreement (include a copy of the lease agreement if applicable) must be provided. Please remember that in these situations, if the off-site parking location is a new parking area, it must comply with all parking area requirements and must be allowed as a principal use by the zoning classification of that property. If the off-site parking area location is an existing parking lot, the parking spaces utilized for the proposed land use must be non-required parking for the existing use for which the parking area was established.

18. COMMENT: A Lease and Parking agreement executed by the owner and approved and signed by the PDSD Director or Designee will be required prior to final approval of the DP package. See the attached OFF-STREET VEHICLE PARKING INFORAMTION PACKET.

2-06.4.9.H.5.c - Show all loading zones, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4.

19. COMMENT: One (1) type "A" loading space is required for the restaurant use with a square footage greater than 5,000 SF. The Food Service use (Restaurant) is listed as 7,056 SF, one 12'x35' loading zone is required. Demonstrate maneuverability into and out of the loading zone and list the number of required and provided loading zones as in the zoning calculations.

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

20. COMMENT: Review the bicycle parking calculations and revise as required based on the uses proposed and per table 7.4.8 -1. Add a full dimensioned detail drawing for the long term facility.

2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.)

21. COMMENT: Add the information related to the future MS&R for 6th Avenue based on the current adopted MS&R map.

2-06.4.9.L - All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval.

22. COMMENT: While I'm not sure whether or not an easement is required or other form of documentation for the encroachment of the buildings onto the parking lot site, clarify if there is a no build easement or any other proposed easements on either site.

2-06.4.9.M - Grading Plan

2-06.4.9.M.1 - A conceptual grading plan is required on projects with significant topographic conditions. The PDSD Engineering Administrator or designee will determine the need for such a plan.

23. COMMENT: It is not clear if a grading plan is or has been required by the Engineering review section. There was no grading plan included in the DP and therefore no grading review has been made by zoning as it relates to the zoning review purview. Additional comments could be forthcoming if it is found that a grading plan is required.

2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

24. COMMENT: Label the existing building setbacks form 6th Avenue and Ferro Avenue to the existing buildings. Draw and label SVT's where required. See the PDSD engineering reviewer comments related to SVT requirements.

2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

25. COMMENT: Label within the building footprint, the building heights of all buildings depicted on the site plan.

2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

26. COMMENT: draw, label and dimension the street sidewalk that provides the accessible route from the proposed standalone parking lot to the front the building. The onsite pedestrian circulation shall be clearly annotated and dimensioned. The two gates on the asset and west sides of the exterior dining area must be a minimum of four feet wide. Dimension the opening of the gated areas. Draw, label and dimension the sidewalk along the 6th Avenue pedestrian area.

2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual.

27. COMMENT: Draw, label and dimension the sidewalk along the 6th Avenue pedestrian area and as noted above in comment 26.

2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm.

28. COMMENT: Dimension the trash enclosure and label the type of containers to be used. A TSMR may be required if the proposal does not meet the standards in Section 8 of the Technical Standards.

2-06.4.9.V - For gang mailboxes indicate location to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping.

29. COMMENT: Indicate on the plans the type of mail service that is to be provided, whether gang mailboxes, delivery inside etc. Add a note and draw the location of any gang mailboxes.

ADMINISTRATIVE MANUAL SECTION 2-10.0.0: LANDSCAPE PLAN REQUIREMENTS

A detailed landscape plan is required. In accordance with Section 2-11.0.0, Landscape Plan Requirements.

Identification and Descriptive Data

All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

The landscape plan will contain the following identification in the lower right corner of each sheet:

Rezoning case;

Subdivision case;

Board of Adjustment case;

Design Development Option case;

Development Review Board (DRB) case; and/or,
Any other relevant case number for reviews or modifications that affect the site.

Planting Plan

Vegetation Plan and Schedules

Ultimate size of plants indicated by the spread of canopy, circumference of shrubs, or spread of ground cover;

Both the proper and common name of each type of plant material.

Material and areas of inert ground cover.

Calculations

Square footage of the site;

Square footage of the oasis allowance area and calculation;

Square footage of the vehicular use area; number of parking spaces, including the required and provided parking space calculations; and the calculation of the required number of canopy trees.

Maintenance Schedule

Pruning schedules to show that plant material will maintain pedestrian and vehicular clearances or that the material will establish opaque hedge screens, if required;
Replacement criteria, should plant material not survive;

Replacement or upkeep maintenance schedules for inert ground cover materials;

Upkeep maintenance schedules for exterior hardscape materials; and,

Maintenance and replacement schedules for irrigation systems.

Grading Information

Grade changes across the site indicated by one-foot interval contour lines or by spot elevations;

Percent slope across the site and the direction of the slope of paved areas;

Existing grades on adjacent rights-of-way and adjacent sites. If an adjacent right-of- way or site is under construction, show the proposed finish grade

Extent of grading boundaries if a portion of the site is to be kept in its natural undisturbed state.

Indicate natural contours of undisturbed areas;

Areas of detention/retention, depths of basins, and percentage of side slope;

The methods by which water harvesting or storm water runoff is used to benefit the planting areas on the site.

Irrigation Plan

Type of water conserving irrigation systems proposed and differentiation between systems for the different water use zones on the site;

Source of irrigation water;

Indicate potable or reclaimed water use. Reclaimed water system specifications, if used;

System specifications and system design and layout (Section 4-01.4.2, Irrigation Standards, of the Technical Standards Manual);

Extent of supplementary irrigation in each planting area, provided by water harvesting methods;

Point of drainage off roof areas, amount of flow, and disposition of flow;

Temporary systems proposed to establish native seeded areas;

The length of irrigation duration (e.g., for native plat material, automatic drip for two years or until established); and,

The extent to which systems are proposed within the public right-of-way.


UNIFIED DEVELOPMENT CODE

ARTICLE 7: DEVELOPMENT STANDARDS

The standards in this Section 7.6.4. apply to all developments that provide more than four motor vehicle parking spaces. Landscape must be submitted for review.

LANDSCAPING AND SCREENING

To enhance the visual appearance of the streetscape, a street landscape border is required in accordance with Table 7.6.4-1 along the street frontage of a site as follows:

Minimum Width
Street landscape borders must be a minimum of ten feet wide as measured from the street property line. On streets designated as Major Streets and Routes (MS&R), the street landscape border must be measured from the future MS&R right-of-way line as determined by Section 5.4.4, Establishment of MS&R Right-of-Way Lines and Gateway Routes.

Fifty percent or more of the area of the street landscape border must be covered with shrubs or vegetative ground cover. The required ground coverage must be achieved within two years from the date of planting.

Interior landscape borders are required as determined in Table 7.6.4-1, which ranks land uses and zones based upon their land use intensity and the impact a use will have on adjacentland uses.

One canopy tree is required for every 33 linear feet of landscape border or fraction thereof, excluding vehicular ingress or egress points.

Continuous screens along street frontages for vehicle use area must be as determined by Table 7.6.4-I. Provide appropriate screening.

Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1

Within a vehicular use area, one canopy tree is required for each four motor vehicle parking spaces or fraction thereof.

The canopy trees must be evenly distributed throughout the vehicular use area. Every parking space must be located within 40 feet of the trunk of a canopy tree (as measured from the center of the tree trunk).

SUMMARY: The development package was submitted for the proposed Parking Lot improvements for parcels 117-04-2440, 117-04-2430, & 117-04-2390440. PDSD Engineering Division does not recommend approval until the following comments are addressed for next submittal.

MASTER COVER SHEETS/ GENERAL NOTES:
1) Admin Man Sec.2-06.4.7.6.a,B.2.b, Tech Man Sec.2-01: Address the following Development Package general note comments:
a) Revise notes on cover sheet to correctly indicate which parcels (117-04-2440 & 117-04-2430) need floodplain use permits.
b) Explain in response letter whether parcels 117-04-2440 and 117-04-2430 will be combined. Otherwise 2 separate floodplain Use Permits will be required one each for parcels (117-04-2440 & 117-04-2430).
c) Assure total disturbance area is correctly listed in General Notes. It appears that the total area of all 3 parcels is 0.50 acres. Provide total disturbance area in acreage as a note.
d) Add cut and fill quantities in cubic yards as a note.
e) If the following notes can not be added to the plans, the following notes will be added tot eh permit as conditions:
i) Call for Pre-construction meeting. For a PDSD Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Planning & Development Services Department, or contact PDSD Engineering at 837-4888.
ii) There shall be no disturbance outside of these approved project limits. Any disturbance outside of the project limits requires separate grading permit or a submittal, review, and approval for separate permits.
iii) Permitee shall notify PDSD when construction operation is ready for final inspection. Final approval shall not be given until all work, including installation of all erosion control measures, have been completed in accordance with approved plans and permits, and all conditions of permit are completed.
2) State Statute: Please provide legible seals on sheets per AzBTR standards.

BASE LAYER SHEET COMMENTS:
3) Assure all contents and formatting for project is in compliance with sections 2-06.3 and 2-06.4 of the Administrative Manual. See Zoning comments.
4) Admin Man Sec.2-06.3: Add DP14-0174 case number to Development Package sheets.

SITE PLAN SHEET COMMENTS:
5) Admin Man Sec.2-06.4.8.C: Label the following information regarding existing public right-of-way adjacent to the site: right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.
6) Admin Man Sec.2-06.4.9.H.2: Delineate and label future and existing sight visibility triangles on Ferro Av.
7) Admin Man Sec.2-06.4.8: Verify parcel boundary data for all parcels an label on planviews.
8) Admin Man Sec.2-06.4.9.I: Label right-of-way information abutting the site: MS&R Arterial for 6th Avenue on planview for site plan sheet.
9) Admin Man Sec.2-06.4.9.T, Tech Man Sec.8-01.5.2.D: Address the following Solid Waste pick-up comments:
a) Revise layout to accommodate pick-up to refuse containers.
b) Show vehicle maneuverability with turning radii delineations on planview for refuse collection area per Tech Man Sec.8-01.5.3.C.
c) Add a detail for the solid waste pick-up enclosure to include 10-ft distance minimum between interior bollards/gate.
d) Label minimum 2% slope away within trash enclosure pad on planview. Assure solid waste pick-up area is elevated so as not to become a flowline for general local flows for the project.
e) Add note that trash enclosure gates shall be opaque (no see-through gates allowed).

DRAINAGE REPORT COMMENTS:
10) Admin Man Sec.2-06.4.8: address the following drainage comments:
a) Label floodplain limits and BFE's on plans.
b) Label depth of 100-year flood conditions in south parcels. If depth is over 1-foot, and depth is 2-ft or less, add signage that no overnight parking is allowed on southern parcels. If depth is over 2-ft, grading is required. Submit hydrology report and grading plan prepared by civil engineer if grading plan is required. Grading plan review and permitting is required for 100-year flow depths greater than 2-ft, or, if fill is proposed more than 50-cubic yards, or, if grading changes the flow patterns of the existing site.

LANDSCAPE PLAN COMMENTS:
11) Admin Man Sec.2-06.4.9.O: Assure no trees are proposed within SVT's.
12) Tech Man Sec.10-01.5.1.A.1: Show SVT's on plan sheet 3 and assure no conflict with proposed trees.

GRADING, PAVING, DETAIL SHEET COMMENTS:
13) No comments at this time.

UTILITIES / EASEMENTS COMMENTS:
14) Admin Man Sec.2-06.4.8.B: All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed construction location, vacation of the easement may be required to occur prior to approval of plan unless written permission from easement holder(s) is provided. Assure complete information is provided for easements on the site. If needed, assure any offsite construction easements are obtained for proposed offsite disturbance and sequence numbers provided on plans.

STORMWATER POLLUTION PREVENTION PLAN COMMENTS:
15) Not applicable since total area of all parcels is less than 1 acre.

SOILS/GEOTECHNICAL REPORT COMMENTS:
16) No comments at this time.
