The following items need to be addressed:

SITE PLAN:

1) AM Sec.2-06.3.5: Revise the development plan package to include the approval stamp in the lower right quadrant of each sheet. The link to the stamp can be found here: http://pdsd.tucsonaz.gov/pdsd/development-permits

2) AM Sec.2-06.3.12: Revise the development plan package and Sheet Index on Sheet 1 to reference all sheets (total of 4) associated with the package. The Index should refer to all 3 civil sheets with description.

3) AM Sec.2-06.4.1: Revise the development plan package to provide the name, mailing and email addresses along with the phone number for the Civil Engineer who prepared the civil sheets.

4) AM Sec.2-06.4.2.B: Revise the development plan package to include a brief legal description of the subject property within the Title Block, the legal should provide a reference to the lot and block.

5) AM Sec.2-06.4.2.D: Revise the development plan package and the Title Block to include the correct page number and the total number of pages in the package (i.e., Sheet XX of XX). For development plan package purposes the civil sheets should be included in the sheet count and sheet index.

6) AM Sec.2-06.4.3: The relevant Development Plan Package case number (DP14-0131) may be added to the lower right hand corner of the plan on all sheets.

7) AM Sec.2-06.4.3: Revise the development plan package to remove the address from the Title Block and provide it adjacent to the Title Block on each sheet near the case number.

8) AM Sec.2-06.4.7.C.2: Revise the development plan package to provide a General Note to read per the referenced section; "No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Section 10-01.5.0, Sight Visibility, of the Technical Standards Manual."

9) AM Sec.2-06.4.8.C: Revise the development plan package to dimension the existing width of all right-of-way improvements such as curb to property line, ½ right-of-way and pavement width. Verify all dimensions are shown on both the site and grading plan sheets.

10) AM Sec.2-06.4.9.H.1: Revise the development plan package to label on the site plan sheet the 18-foot returns for the proposed concrete header located within the right-of-way.

11) AM Sec.2-06.4.9.H.2: Revise the development plan package to label and dimension the existing SVTs for the access PAAL to the local street. Refer to TSM Sec10-01.5.3 for the Near and Far Side dimensions for a PAAL/Drive to a Local Street. Revise the stem side of the SVT to meet the minimum 20-foot dimension not the labeled 15-feet as shown.

12) AM Sec.2-06.4.9.H.5.a: Revise the development plan package to dimension the width of the PAAL entrance along with all other areas of the vehicular use area, specifically the over all width of the vehicular use area, the 3-foot curb return for the back up spur area, etc.

13) AM Sec.2-06.4.9.H.5.a: Revise the development plan package to clarify the number of parking spaces. Per the proposed parking count it states 3 are provided however the site plan shows only 2, clarify the discrepancy.

14) AM Sec.2-06.4.9.M: Per Cross Section A-A it appears that the proposed project does not meet the differential grading requirements of TSM Sec.2-01.8.1. Revise the development plan package to remove the excess 2-feet of fill as proposed to fall within the restriction of the referenced standard or provide the required items under TSM Sec.2-01.8.1.A(1-4) for the placement of fill in excess of 2-feet.

15) AM Sec.2-06.4.9.M: Revise the development plan package to clarify the construction of the proposed retaining wall. The site plan and grading plan sheets refer back to each other for details and design however neither sheet provides this information. If the walls are to be constructed under a separate permit clearly state this and verify that a new building permit will be required to construct the wall.

16) AM Sec.2-06.4.9.M: Per TSM Sec.2-01.9 revise the development plan package and/or details to clearly show the minimum 2-foot setback from the property boundary to the proposed limits of grading and the proposed retaining walls. Or provide a detail that clearly shows the construction of the retaining wall and footer entirely onsite without disturbance to the adjacent properties.

17) AM Sec.2-06.4.9.M: Revise the development plan package to extend Cross Section B-B from property line to property line due to the amount of fill being brought in to construct the vehicular use area.

18) AM Sec.2-06.4.9.M: Revise the development plan package to provide a General Note to state; "Approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction."

19) AM Sec.2-06.4.9.M: Revise the development plan package to provide a General Note on either the site plan sheet, grading plan sheet or under Keynote #20 on Sheet 3 of 4 to state; "All proposed fencing and walls will require a separate permit for review and approval by all necessary Planning Development Services Departments."

20) AM Sec.2-06.4.9.M: Revise the development plan package, specifically Sheet 2 of 4 to remove all notes that reference a stormwater pollution prevention plan. The site is less than an acre therefore a SWPPP is not required and the notes should be revised to reflect.

21) AM Sec.2-06.4.9.N.2: Revise the development plan package to clearly show lot drainage with flow arrows to indicate proposed drainage solutions, such as origin, direction, and destination of flow and method of collecting and containing flows. Ensure that the building run off and the lot is graded to drain to proposed water harvesting areas and not directly onto adjacent parcels.

22) AM Sec.2-06.4.9.N.2: Revise the development plan package to verify that the 10-year flow event is contained under all pedestrian access paths at all discharge concentration points. Verify the 10-ear containment with a Drainage Statement and supporting calculations.

23) AM Sec.2-06.4.9.R: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project.

24) AM Sec.2-06.4.9.T: Revise the development plan package to provide for centralized onsite solid waste and recycle collection service pick up for both waste and recycling containers per TSM Sec.8-01.5.1.A. Provide specific details on the development plan document for construction purposes. The details must match TSM Sec.8-01, Figure 2 and Figure 3a for the required double enclosure walls with gates, concrete thickness and compressive strength, concrete approach apron dimensions, space from wall to bollards, anchoring bolts, 14'x40' clear approach for each container, etc. Or provide approval from Environmental Services for the use of APC and curbside pick up. Label and dimension the APC storage location on the plan and verify that it is screened from view.


DRAINAGE STATEMENT:

25) TSM Sec.4-04.2.3.2.D: Provide a Drainage Statement with a discussion along with applicable hydraulic calculation sheets for all proposed drainage infrastructure. The discussion should address lot drainage to ensure no impacts to adjacent properties and it must show that all points of discharge located at pedestrian access points contain the 10-year flow event. The project is commercial in use so a Drainage Statement is required due to the new impervious area and the proposed retaining wall design that may direct drainage onto adjacent properties causing erosion or localized flooding issues.


GENERAL COMMENTS:

Please provide a revised Development Plan Package and Drainage Statement that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is July 27, 2015.

2-06.1.0 GENERAL

2-06.1.1 PURPOSE
This standard has been prepared for the purpose of informing applicants of the submittal and review requirements for development package documents to assure proper and adequate information is presented in a consistent manner, thereby providing the basis for an efficient and timely review. The development package documents are prepared in support of applications for building permits and related reviews.

The information that is requested establishes the basis upon which the project will be approved and could affect what is required of the property in the future, should there be a proposal for expansion or for a different use of the property.

This standard does not waive any applicable city regulations or codes.

2-06.1.2 APPICABILITY
This standard shall be used for all site plans and tentative plats submitted to PDSD for review.

2-06.2.1 APPLICATION SUBMITTAL REQUIREMENTS
Development Package applications are available from PDSD. Completed applications and accompanying materials shall be submitted to PDSD. Incomplete or inaccurate applications will not be accepted, nor will any application in which the pre-application conference or neighborhood meeting requirements have not been met. The types of documents and the specific number of copies required of each of the documents are on the PDSD website or may be obtained from PDSD. Resubmittals of development packages require a comment response letter that details how all previous comments have been addressed. Provide the same number of copies of the comment response letter as plans provided.
The following documents and information shall be submitted upon application:

2-06.2.1 Application Form
A completed application signed by the property owner or authorized designee;

2-06.2.2 Development Package
A development package must be prepared to the format and content requirements described herein;

2-06.2.3 Related Reviews
In addition to the plan process, a project may require review for other types of plans and documents. The applications for those processes are submitted to the appropriate department for review and approval. These related reviews can be applied for so that review can occur concurrently with the development package application. However, it must be understood that, should the related application be approved subject to conditions or denied, this may affect the;

2-06.2.4 Concurrent Reviews
The development package is designed to allow for concurrent review of any site related reviews. Concurrent review means that all plans and documents needed for the review are submitted as one package. Examples of site related reviews include but are not limited to: site plans, landscape plans, NPPO plans, water harvesting plans, grading plans, SWPPP plans, floodplain use permits, and overlay reviews. Separate applications are often required for the different site related reviews even if the plans are submitted concurrently; and,

2-06.2.5 Fees
Fees in accordance with Section 4-01.0.0, Development Review Fee Schedule.

2-06.3.0 FORMAT REQUIREMENTS

2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp.

1. COMMENT: Provide the PDSD Development Package approval stamp on all sheets. The required stamp can be found at http://pdsd.tucsonaz.gov/pdsd/development-permits under Development Package.

2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet.

2. COMMENT: The index of sheets needs to include all of the Cypress sheets.

CONTENT REQUIREMENTS
2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.

3. COMMENT: Provide the civil engineers information on the first sheet.

2-06.4.2 - The title block shall include the following information and be provided on each sheet:

2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx).

4. COMMENT: The total page number should include the Cypress sheets.

2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

5. COMMENT: Provide the development package case number, DP14-0131, adjacent to the title block on all sheets.

6. COMMENT: Remove the address from the title block and provide it adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage.

7. COMMENT: Provide a general note that list the gross area of the site by square footage and acreage.

2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

8. COMMENT: Provide a general note that states the existing and proposed use. The proposed use should be listed as "COMMERCIAL RECREATION SUBJECT TO USE SPECIFIC STANDARD 4.9.13.O".

2-06.4.7.A.8 - For development package documents provide:

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.
2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

9. COMMENT: Provide the applicable right-of-way information on the plan.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

10. COMMENT: Provide and entrance access land width dimension.

11. COMMENT: Per UDC Section 7.4.6.F.4.a A back-up spur must be provided at the end of a row of parking if no ingress or egress is provided at that end. That said provide a fully dimensioned back-up-spur at the west end of the parking area. Per UDC Section 7.4.6.F.4.b The spur must be a minimum of three feet in depth and have a three foot radii and a wheel barrier to prevent encroachment onto any unsurfaced areas.

12. COMMENT: Per UDC Section 7.4.6.F.4.c A minimum distance of three (feet must be provided between the back of spur and any wall, screen, or other obstruction over six inches in height. That said

2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

13. COMMENT: The vehicle parking spaces calculation is not correct. The calculation shows "3 PROVIDED" but there are only two vehicle parking spaces shown on the plan.

14. COMMENT: Per UDC Section 7.4.6.H.3 When required, wheel stop curbing must be a minimum of two and one-half feet from the front of the parking space. (See Figure 7.4.6-C.) Exception: When a tree is located at the edge or between parking spaces, the minimum required vehicle overhang shall be in accordance with Section 5-01.3.3, Vehicle Overhangs, of the Technical Standards Manual. That said the 2'-6" dimension shown on the "TYPICAL PARKING SPACES" detail is not shown correctly. The detail shows the dimension from the center of the wheel stop not the face.

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

15. COMMENT: Provide a short term bicycle parking calculation on the plan.

16. COMMENT: Provide short term bicycle parking detail that demonstrates how the requirements of UDC Sections 7.4.9.B.1.d & .e, 7.4.9.B.2.a, .f & .g are met.

2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

17. COMMENT: There is a proposed accessible parking space sign show that is located in the sidewalk. Provide a dimension that shows the clear width between the sign and building. Per TSM 7-01.4.3.A All sidewalks must be a minimum of four feet wide and installed to avoid any obstruction which decreases the minimum width to less than four feet.

18. COMMENT: The proposed sidewalk that runs south from the proposed building should extend to the south property line.

2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm.

19. COMMENT: Show the refuse collection area on the plan.

2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required.

20. COMMENT: If applicable show the location of any proposed signage on the plan.

08/20/2014 ROBERT SHERRY PLUMBING-COMMERCIAL REVIEW Reqs Change 1. An approved development plan is not to be used for construction of on-site utilities (e.g. water service to the building, building sewer, site lighting, or electrical service to the building). The construction of the on-site utilities may be included with the permit for constructing the building or as a separate permit. Remove any notes relating to how the site utilities are to be constructed.
2. Verify the location of water meter with Tucson Water - locating it in the driveway may not be acceptable. Show the location of the associated backflow preventer. Reference: Section 107.2.1, IBC 2012.
3. ARTICLE 7: DEVELOPMENT STANDARDS

LANDSCAPING AND SCREENING


To enhance the visual appearance of the streetscape, a street landscape border is required in accordance with Table 7.6.4-1 along the street frontage of a site as follows:

Minimum Width
Street landscape borders must be a minimum of ten feet wide as measured from the street tproperty line running the full length of the street property line bounding the site except for points of ingress-egress

Fifty percent or more of the area of the street landscape border must be covered with shrubs or vegetative ground cover. The required ground coverage must be achieved within two years from the date of planting.

A minimum of one canopy tree is required within a required landscape border.

Submit NPPO plan as determined by A.M. Section 2-11 or Provide acceptable documentation, which clearly indicates that the project will not impact Protected Native Plants. Such documentation includes photographs of the site taken from all sides of the property.

Ensure that all Zoning and Engineering comments and concerns are addressed.

ADMINISTRATIVE MANUAL SECTION 2-10.0.0: LANDSCAPE PLAN REQUIREMENTS

Identification and Descriptive Data

All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

If necessary provide separate landscape plan or include the required information within AM SECTION 2-10.0.0: LANDSCAPE PLAN REQUIREMENTS
