Calle Santa Cruz Development Package for "Native New Yorker" TRANSMITTAL DATE: October 29, 2014 DUE DATE: November 24, 2014 COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is July 7, 2015. ********************************************************************* 01. Follow up to last comment 16 of the second review. As per my emails with Amos Dodson, the cross leading the employees to the refuse enclosure was to be designed to remove the crosswalk from within the PAAL system. Because the site plan and sheets have to be revised to match the base plan Zoning could not issue a conditional approval. However the changes are minor and zoning is willing to review the revised plans over the counter assuming that zoning is the only reviewer with outstanding comments. If the plans need to re-submitted due to multiple denials zoning will review the DP plans based on the standard review process. 16. Follow up to PREVIOUS COMMENT 41: The crosswalk to the refuse enclosure must be redrawn or relocated to cross the PAAL in a 90 degree or close to 90 degrees. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm. PREVIOUS COMMENT 41: Pedestrian circulation must be provided to the refuse enclosure. Provide the circulation from the building to the refuse enclosure.
