Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is .

2. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)
Section

2-06.1.1 PURPOSE
This standard has been prepared for the purpose of informing applicants of the submittal and review requirements for development package documents to assure proper and adequate information is presented in a consistent manner, thereby providing the basis for an efficient and timely review. The development package documents are prepared in support of applications for building permits and related reviews.

The information that is requested establishes the basis upon which the project will be approved and could affect what is required of the property in the future, should there be a proposal for expansion or for a different use of the property.

This standard does not waive any applicable city regulations or codes.

2-06.3.0 FORMAT REQUIREMENTS

2-06.3.1 - Each sheet shall measure 24 inches by 36 inches and include a minimum one inch margin on left side and one-half inch margin on all other sides to facilitate efficient record keeping. A larger sheet format may be used with the approval of the Planning and Development Services Department (PDSD).

01. Comment: Drawings shall be drawn on 24"x36" size sheets.

2-06.3.2 - All mapped data shall be drawn at an engineering scale having no more than 50 feet to the inch. This scale is the minimum accepted to assure the plan will be legible during review and when digitized and/or reduced for record-keeping purposes. The same scale shall be used for all sheets within the set. Smaller scales (60:1 or greater) may be used for some or all of the sheets with the prior approval of PDSD when it is determined legibility and the ability to be digitized and/or reduced for archiving will not be affected.
2-06.3.3 - All lettering and text (upper or lower case), and numbering, shall be a minimum of three-thirty-seconds inches in height to assure the plan will be legible during review and when digitized and/or reduced for archiving.

02. Comment: The scale of the drawings can be reduced to fit on 24"x36" size sheets.

There are several areas of the plans sheets where the text height is inconsistent and not legible. Revise the font to a font that is not bold to assure clarity and the height should not be less than 3/32. Revise all text issues.

2-06.3.6 - Provide a blank three-inch by five-inch block in the lower right corner of the plan adjacent to the title block on the first sheet of the development package for use by Pima County Addressing.

03. COMMENT: Provide the blank 3"x5" block on the cover sheet only as requested by the standard above.

2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet.

04. COMMENT: The location map must be placed on the upper right corner of the cover sheet. Relocate the location map to the upper right corner of the cover sheet.

2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet.

05. COMMENT: Provide the north arrow and contour interval used on all relevant site plan sheets.

2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet.

06. COMMENT: Rename the sheet C1.2 listed as development plan to grading plan.

2-06.4.0 CONTENT REQUIREMENTS

2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.

07. COMMENT: List the email addresses for all members listed under the Project Team.

2-06.4.2 - The title block shall include the following information and be provided on each sheet:

2-06.4.2.B - A brief legal description and a statement as to whether the project is a resubdivision are to be provided. On resubdivisions, provide the recording information of the existing subdivision plat;

08. COMMENT: Add a legal description in the title block of all plan sheets. "Legal description: Tucson Spectrum Lot 13, as recorded in maps and plats, in book 63 at page 54, Seq. No. 20070511319".

2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx).

09. COMMENT: The sheet index on the cover sheet must include the sheet number, i.e. 1 - CS1, 2- SP1, 3, Sp2 etc. Revised the sheet index to include the sheet number of each sheet.

2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

10. COMMENT: This project has been assigned the DP case number DP14-01150. List the administrative address of the site as well as all related Development/site plan case numbers, annexation, an d rezoning case numbers in the lower right corner next to the title block of all plan sheets.

2-06.4.4 - The project-location map is to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information.

11. COMMENT: As noted in comment 4, the location map must be placed in the upper right corner of the cover sheet and shall be drawn at a scale of 3" equals one mile. Include the following information as noted in the following three (3) sections.

2-06.4.2.A - Show the subject property approximately centered within the one square mile area;
2-06.4.2.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and,
2-06.4.2.C - Section, township, and range; section corners; north arrow; and the scale will be labeled.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

12. Comment: Create a Zoning Data Table on the cover sheet and include all the relevant zoning data such as the proposed use and applicable use specific standards, building area, site area, required and proposed vehicle and bicycle parking, loading zones, allowed and proposed building heights etc. specific to this project.

2-06.4.7.A.1 - List as a general note: "Existing zoning is ____."

13. COMMENT: List the current zoning as a general note under the general notes section of the cover sheet.

2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage.

14. COMMENT: List on the cover sheet the site area in the Zoning Data table.

2-06.4.7.A.3 - If the plan/plat has been prepared in conjunction with a rezoning application, add the following note next to the existing zoning note: "Proposed zoning is ____." List the applicable rezoning file number and conditions of approval. Also place the C9-__-__ (if applicable) and the plan/plat file numbers in the lower right corner of each sheet.

15. COMMENT: List on the cover sheet or separate sheet, the rezoning case number C9-05-23 as a general note and list the conditions of rezoning. List the rezoning the case n umber C9-90-17 as reference in the lower right corner, next to the title block of all plan sheets.

2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

16. COMMENT: List as a general note the proposed use of the property including the use specific standards applicable to the use.

2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan.

17. COMMENT: The package must include the overall cover sheet of the Spectrum development that includes all the uses, overall parking etc. See the case number and drawing content for the project T09CM03091. (See also the overall development plan D06-0009 for the Tucson Spectrum.) The project drawings can be viewed online using the "Advanced Search" utilizing the Property Research Online program which can be accessed at the PDSD website, http://pdsd.tucsonaz.gov/pdsd. Review the documents and include the additional drawings.

This project is subject to compliance with the regulations of the Major Streets and Routes UDC Article 5 Section 5.4. Add as a general note the site has been designed to comply with the regulations of the Major Streets and Routes. For reference of the regulations refer to the Unified Development Code Article 5 section 5.4. The UDC can be accessed via the PDSD web site home page.

2-06.4.7.A.8 - For development package documents provide:

2-06.4.7.A.8.d - When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. If the project is being phased, calculations must show that, at each phase, requirements are being met.

2-06.4.7.B - Drainage Notes
List the following notes as appropriate:

2-06.4.7.B.1 - List the following notes on all plans/plats:

2-06.4.7.B.3 - List the following note on all development package documents:

2-06.4.7.D - Utilities Note

2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system.

25. COMMENT: Add the curve and line data for the C1, C4, C5, and L2 in a table on the site plan sheet or copy the table from sheet C1.2 to the site plan sheet.

2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

26. COMMENT: Label on the site plan sheet the recordation data for Calle Santa Cruz, whether by recorded plat or road map.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements.

27. COMMENT: See related comment 25.

2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements.

28. COMMENT: Label on the site plan sheet the zoning classifications and noted by the standard above.

2-06.4.9.H - Proposed Traffic Circulation

2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

29. COMMENT: Draw, label and dimension existing and future sight visibility triangles on the site plan sheet.

2-06.4.9.H.3 - Indicate fire circulation, including accessibility and vehicle maneuverability.

30. COMMENT: The site plan indicates that the vehicular use area is proposed only to the lot lines. Because the lot to the south is undeveloped a turn-around or back-up spur is going to be required. In addition the undeveloped lot must be protected from potential vehicular traffic with some form of barriers such as extruded curbing or bollards at the back-up spur or turn-around.

2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned.

31. COMMENT: Label the existing sidewalks and width along the Calle Santa Cruz right of way. Label the sidewalk and width of the sidewalk along the north edge of the site (adjacent to the interior Drive).

2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

32. COMMENT: See related comment 30.

2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

33. COMMENT: For consistency with the overall approved zoning data for the Tucson Spectrum, review the parking calculations and revise the ratio on the cover sheet or zoning data table. The original development plan for the spectrum was parked at a ratio of 1 space per 200 square feet of total GFA. Assuming that the overall retail use square footage of the site has not been reduced to less than 50% the parking ratio of 1 per 200 FGA can be used. Also see related comment 30 as it relates to the design criteria mentioned in the standard above.

Include a dimensioned detail drawing of a standard parking space. Wheel stops shall be provided at areas where parking spaces abut a landscape buffer or sidewalk so as not to allow a vehicle to damage landscaping or to overhang onto a pedestrian area. The wheel stops are to be placed thirty inches from the front of the parking spaces. See the vehicular design criteria in UDC article 7.

2-06.4.9.H.5.c - Show all loading zones, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4.

34. COMMENT: One type "A" loading zone measuring 12' by 35' is required for this project. Draw and label the loading zone on the site plan sheet(s) and demonstrate maneuverability into and out of the loading zone. Include the loading zones in the zoning data table. The type, number of required and provided loading zones and size shall be listed.

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

35. COMMENT: This use is required to provide a minimum of two long and two short term bicycle parking facilities. Per the site plan, short term facilities have been provided and listed on the cover sheet. However the long term facilities have not been depicted or listed in the cover sheet. Draw, label and dimension the minimum two long term facilities on the site plan sheets. Include a dimensioned detail drawing of the long term facilities on sheet SP2. List the number of long term facilities required and number provided in the zoning data table.

2-06.4.9.M - Grading Plan

2-06.4.9.M.2 - Concurrent Review. For all projects, grading plans may be included in the development package and will be reviewed concurrently.

36. COMMENT: The grading plan has been concurrently reviewed by zoning for compliance with the site plan and as it relates to the zoning review purview of the grading plan. Once the site plan is approved it is assumed that the grading plan is also approved. Ensure that all changes that are made to the site plan are made to the grading plan sheets. The site plan and grading plan must match as it relates to the design in order for zoning to approve the grading plan.

2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

37. COMMENT: The building setbacks from the street are based on t6he greatest of 21 feet or the height of the structure wall adjacent to the Calle Santa Cruz property line. The setback is to be measured form the existing or future back of curb location of Calle Santa Cruz. Add an overall setback dimensioned as noted above from the future back of curb location.

Sight visibility triangles are to be drawn, labeled and dimensioned on all site plan sheets. See additional the Engineering comments related to this requirement.

2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

38. COMMENT: Label the square footage and height of the proposed building on the building footprint depicted on the site plan sheet. Also dimension and label the outside dining area and label the square footage. Clarify if the outside dining area is to include a roof cover, trellis etc.

2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

39. COMMENT: Label the width of sidewalk areas that have not been labeled with a width dimension.

2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual.

40. COMMENT: Label the width of the sidewalk along the Calle Santa Cruz frontage.

2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm.

41. COMMENT: Pedestrian circulation must be provided to the refuse enclosure. Provide the circulation from the building to the refuse enclosure.

2-06.4.9.U - Indicate graphically, where possible, compliance with conditions of rezoning.

42. COMMENT: Review the rezoning conditions and indicate compliance with any applicable conditions specific to this lot or development. Additional comments may be forthcoming for this standard once the plan has been revised to include the rezoning conditions.

2-06.4.9.V - For gang mailboxes indicate location to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping.

43. COMMENT: Add a note stating how mail is to be provided to this building. If mail is to be delivered to gang mailbox location indicate on the site plan sheet or on the overall key map where the mailboxes are located, if delivery is proposed directly to the building add a note stating so.

2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required.

44. COMMENT: Draw, label and dimension any proposed free standing monument signs for this use.

2-06.4.9.X - Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. In accordance with Section 2-11.0.0, Landscape Plan Requirements.

45. COMMENT: See the landscape reviewer comments related to the required landscape buffers and screening requirements.

Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

The landscape plan will contain the following identification in the lower right corner of each sheet:

Rezoning case;

Subdivision case;

Board of Adjustment case;

Design Development Option case;

Development Review Board (DRB) case; and/or,
Any other relevant case number for reviews or modifications that affect the site.

Ensure that all Zoning and Engineering comments and concerns are addressed.
