This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). The review comments include the actual standard first with the applicable Administrative Manual section number and the following paragraph is the actual comment related to the specific item that must be addressed. The UDC & TSM requirements are in the Unified Development Code and can be viewed at the same web link as above Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is April 01, 2015. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section CONTENT REQUIREMENTS 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 1. COMMENT: Provide the development package case number, DP14-0049, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2-06.4.7.A.8 - For development package documents provide: 2-06.4.7.A.8.a - Floor area for each building; 2. COMMENT: As a general note provide the floor area for all buildings on site. 2-06.4.7.A.8.b - Percentage and area in square feet of building and accessory building coverage; 3. COMMENT: Provide a lot coverage calculation, see UDC Article 6.4.3. Per UDC Table 6.3-2.B: EXCEPTIONS TO THE R-1, R-2, R-3, MH-1, & MH-2 DIMENSIONAL STANDARDS the maximum lot coverage is 60%. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. 4. COMMENT: At the east end of the "PUBLIC ALLEY RIGHT OF WAY TO BE ABANDONED" provide the bearing and distance of the proposed property line. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements. 5. COMMENT: Once the alley has be vacated a lot combination will be required. Provide a copy of the approved Pima County Combo Request with you next submittal. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 6. COMMENT: As your have elected to use the current UDC vehicle parking requirements, you must meet the current UDC bicycle parking requirements. That said provide a detail showing that the existing Short-term bicycle parking meets the requirements of UDC Articles 7.4.9.B.1 & .2 and 7.4.9.C. 7. COMMENT: Based on the last approved site plan there were only 7 Class 2 bicycle parking spaces shown in the area the you have called out 8 existing Short-Term bicycle parking spaces. Clarify the difference if they are all existing. 8. COMMENT: Under Keynote 25 you show "EXISTING LONG TERM BICYCLE PARKING AREA". Based on the most current aerial photos and the last approved site plan there are no existing bicycle parking spaces in this area. 9. COMMENT: Provide a detail showing that the existing Long-term bicycle parking meets the requirements of UDC Articles 7.4.9.B.1 and 7.4.9.D. 2-06.4.9.I - Show all right-of-way dedications on or abutting the site and label. If the development package documents have been prepared in conjunction with a subdivision plat or is required as a condition of approval of a review process, such as a rezoning, street dedications in accordance with the Major Streets and Routes (MS&R) Plan may be required by these processes. Projects bounded by streets having only a portion of the right-of-way width dedicated will be required to dedicate right-of-way, up to one-half, to complete the street width. Should there be any proposed street or alley vacation, provide this information. If vacation has occurred, include the recording information. 10. COMMENT: The proposed alley vacation will need to completed prior to approval of the development package. Provide copies of the approved documents with your next submittal. Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). A lot combination will be required for combining the 2 lots and portion of the abandoned alleyway into the subject parcel. Provide a copy of the approved Pima County Combo Request at the next submittal. 4) AM Sec.2-06.4.9.H.5.a: Revise the development plan document to label the minimum dimensions for the proposed back-up spur at the end of the PAAL per UDC Sec.7.4.6.F.4. Specifically the 3-foot radii. 5) AM Sec.2-06.4.9.I: Provide a cop of the recorded abandonment with SEQ# for the proposed alley vacation. The alley must be abandoned and the lot combined prior to approval of the development plan package. 6) AM Sec.2-06.4.9.M: Revise the development plan package and Paving and Grading Note #9 to include the Cut and Fill quantities (in cubic yards). 7) AM Sec.2-06.4.9.R: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project. 8) AM Sec.2-06.4.9.S: Revise the development plan package and/or Keynote #20 to dimension the minimum 5-foot width requirement for the new sidewalk located in the adjacent right-of-ways. The Keynote says to refer to plan view however there is not a dimension in plan view for the new sidewalk, revise. GENERAL COMMENTS: Please provide a revised Development Plan Package and recorded abandonment that addresses the comments provided above.
