Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). Refer to the following link for further clarification: http://www.amlegal.com/nxt/gateway.dll/Arizona/tucson_az_udc/administrativemanual?f=templates$fn=default.htm$3.0$vid=amlegal:tucson_udc_az The following items need to be addressed: SITE PLAN: 1) Complied. 2) Complied. 3) Complied. 4) Complied. 5) Restated: AM Sec.2-06.4.7.C.2: Revise the development plan package, General Note #12 to read per the referenced section; "No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Section 10-01.5.0, Sight Visibility, of the Technical Standards Manual." It is acknowledged that the Landscape note was revised to reflect Landscaping Standards however the General Note must also be revised per the referenced section. 6) Complied. 7) Complied. 8) Restated: AM Sec.2-06.4.9.E: Revise the development plan and General Note #19 to reflect the new Tax Parcel Number. 9) Restated: AM Sec.2-06.4.9.H.1: Revise the development plan package to label the required 25-foot radii at all proposed driveway locations on the MS&R Street per City of Tucson Transportation Access Management Guidelines (TAMG), Section 5.5. Refer to TSM Sec.10-01 for street development standards. If a reduction in the 25-foot radii is proposed a TSMR application with fee will be required to reduce the radii or to use a standard driveway entrance per PC/COT Standard Detail #206. Verify with TDOT Permits and Codes if they would support a TSMR prior to submitting the application. Remove Keynote #19 from Sheet 2 as it does not apply. 10) Complied. 11) Complied. 12) Restated: AM Sec.2-06.4.9.H.5.a: Revise the development plan package to clearly label the required separation of the proposed vehicular use area and the project area. It is acknowledged that barriers have been provided however the wheel stops need to continue around the area located along the southeast corner of the site in order to meet this requirement. 13) Complied. 14) Restated: AM Sec.2-06.4.9.H.5.a: It is acknowledged that the site meets the vehicle storage requirement however the development plan package must be revised along with Keynote #13 to clearly show that the area for Fire Access meet the minimum standard of UDC Sec.7.4.6.I. Provide a separate detail for construction purposes to verify if chip seal is being proposed, gravel does not meet the minimum requirements. 15) Complied. 16) Complied. 17) Complied. 18) Complied. 19) Complied. 20) Acknowledged. An onsite sidewalk is not required or proposed. 21) Complied. 22) Complied. 23) Restated: AM Sec.2-06.4.9.S: Revise the development plan package to provide the required 6-foot sidewalk within the adjacent right-of-way of Stone Ave along both sections of the property per TSM Sec.10-01.3.3.A. Since the adjacent right-of-way has existing curbing a sidewalk is required per the referenced section. Or provide written approval from TDOT Permits and Codes if the sidewalk is not required at this time. Any portion of the sidewalk that is proposed onsite (Keynote #10 calls for it to "jog" onto the property) will require a public pedestrian easement with recordation information. 24) Restated: AM Sec.2-06.4.9.T: Provide written approval from Environmental Services (ES) for the use of the proposed 90 gallon APC (Keynote #14) and the proposed pick up location within the right-of-way. ES must provided approval for this type of pick up in writing. DRAINAGE STATEMENT: 25) Complied. NEW COMMENTS: Due to the redesign of the project on the 2nd submittal additional comments have been generated. The following comments must be addressed prior to approval of the development plan package. 1) AM Sec.2-06.4.7: Revise the development plan package and Sheet 1 to remove the duplicate notes found under the General Note Section and Drainage Section, specifically GN #16 and 17 and DN # 1 and 2. 2) AM Sec.2-06.4.9.H.1: Revise the development plan package and provide a Keynote call out for the existing driveways within the public right-of-way that are no longer in use as "closed off." Clearly label the curbing and sidewalk dimensions along with a reference to the Standard Detail for Public Improvements to match existing for construction purposes. Existing curb cuts that are no longer used must be closed off per Tucson Code Chapter 25 Sec.25-43. 3) AM Sec.2-06.4.9.H.1: Provide approval from TDOT Permits and Codes for the proposed gated entry at the access road location off of Stone Avenue. Gated entrances off of MS&R streets pose a safety issue for vehicles who may have to back out onto the heavily traveled Arterial Roadway and Transportation may require an onsite turn around area to prevent the vehicles from having to back out. Verify with Permits & Codes if an onsite turnaround is required. GENERAL COMMENTS: Please provide a revised Development Plan Package that addresses the comments provided above.
