This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). The review comments include the actual standard first with the applicable Administrative Manual section number and the following paragraph is the actual comment related to the specific item that must be addressed. The UDC & TSM requirements are in the Unified Development Code and can be viewed at the same web link as above 1. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is March 23, 2015. 2. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section 2-06.1.0 GENERAL 2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS 1. COMMENT: Provide two (2) copies of the development package with your next submittal. 2-06.2.2 Development Package A development package must be prepared to the format and content requirements described herein; 2-06.3.0 FORMAT REQUIREMENTS 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 2. COMMENT: Remove the development package case number, DP14-00XX, and the street address from the title block and provide the package case number, DP14-0042, and the street address adjacent to the title block. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage. 3. COMMENT: Revise general note 6 to include the acreage of the site. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 4. COMMENT: Identify the existing use as a general note. 2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan. 5. COMMENT: Provide a general note on the cover sheet stating "THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC SECTION 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R)." 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 6. COMMENT: Based on Paving Improvement Plan #I-822A the existing 40' half right-of-way (ROW) is not correct. This should be 39.6'. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.E - Proposed land splits or existing lot lines shall be drawn on the plan with dimensions and the identification number and approximate square footage of each lot. (Please be aware that, if land division occurs and the number of lots falls within the definition of subdivision, a subdivision plat is required.) Land splits require a separate permit and review. 7. COMMENT: As this site is made up of two (2) parcels, 107-13-0500 & 107-13-0520 a lot combination is required. Provide a copy of the approved Pima County Combo Request form with your next submittal. 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 8. COMMENT: Show future and existing sight visibility triangles (SVTs) on the plan. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 9. COMMENT: Per UDC Article 7.4.6.H.1 Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, or buildings, overhanging adjacent sidewalk areas, and/or driving onto unimproved portions of the site. 10. COMMENT: Per UDC Article 7.4.6.H.1 Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, or buildings, overhanging adjacent sidewalk areas, and/or driving onto unimproved portions of the site. That said provide some type of barrier along both sides of the entrance and exit access lanes. 11. COMMENT: Some type of barrier is needed to prevent stored vehicles from entering the basin shown along the north edge of the property. 12. COMMENT: Some type of barrier is needed to prevent stored vehicles from entering the vacant area shown along the south edge of the property through the opening in the existing wall. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 13. COMMENT: Provide a typical vehicle parking space detail for both a standard and accessible parking spaces. 14. COMMENT: Some type of barrier is needed to prevent parking vehicles from hanging over the property line or damaging the fence along the west side of parcel 107-13-0510. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 15. COMMENT: The long term bicycle parking shows 2 required. Show the required long term bicycle parking on the plan. 2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.) 16. COMMENT: The future ROW shown on the plan is not correct. Based on the MS&R plan the future half ROW for Stone Avenue is 45'. Revise the plan to show the correct future ROW, future curb and future sidewalk locations. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm. 17. COMMENT: Show the refuse collection area on the plan. Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). Information shall be provided under the Project Directory Section. 2) AM Sec.2-06.4.3: The relevant Development Plan Package case number (DP14-0042) may be added to the lower right hand corner of the plan on all sheets. Remove the case number from the Title Block along with the address. 3) AM Sec.2-06.4.7.A.2: Revise the development plan package and General Note #2 to list the gross area of the site by acreage along with the referenced square footage. 4) AM Sec.2-06.4.7.A.6: Revise the development plan package and General Note #3 with the correct code reference for the overlays applicable to the site, specifically state that "the project is designed to meet the overlay zone criteria for Sec.5.4, Major Streets and Routes (MS&R) Setback Zone. 5) AM Sec.2-06.4.7.C.2: Revise the development plan package, General Note #11 and Landscaping Note #2 to read per the referenced section; "No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Section 10-01.5.0, Sight Visibility, of the Technical Standards Manual." Revise the package to remove all references to the old Development Standards. All notes should reflect the new Technical Standard Manual with correct corresponding code reference. 6) AM Sec.2-06.4.7.D: Revise the development plan package to provide a General Note to read per the referenced section; "Any relocation or modification of existing utilities and/or public improvements necessitated by the proposed development will be at no expense to the public." 7) AM Sec.2-06.4.8.C: Revise the development plan package provide the dimension for the existing right-of-way, width of paving, curbs, curb cuts, and sidewalks. Label the roadways as "MS&R Arterial." Per the existing improvement plan #I-822A the existing right-of-way is 39.6 feet not the 40-feet as shown. 8) AM Sec.2-06.4.9.E: Provide a copy of the approved Pima County Combo Request form with your next submittal since the proposed project consists of 2 parcels, 107-13-0500 & 107-13-0520, a lot combination is required. 9) AM Sec.2-06.4.9.H.1: Revise the development plan package to label the required 25-foot radii at all proposed driveway locations on the MS&R Street per City of Tucson Transportation Access Management Guidelines (TAMG), Section 5.5. Refer to TSM Sec.10-01 for street development standards. 10) AM Sec.2-06.4.9.H.2: Revise the development plan package to label and dimension the existing and future SVTs for both driveway entrances, refer to TSM Sec.10-01.5.3 for line of sight matrix. On a designated MS&R street, the SVTs are based on the MS&R cross-section. 11) AM Sec.2-06.4.9.H.5.a: Revise the development plan package to provide a typical parking space detail for both standard parking spaces and those for the physically disabled. Dimension the proposed wheel stops and provide a location dimension for the wheel stop per UDC Sec.7.4.6.H.3. 12) AM Sec.2-06.4.9.H.5.a: Revise the development plan package to clearly label the required separation of the proposed vehicular use area and the project area. Refer to UDC Sec.7.4.6.H.1; A barrier, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond project area, damaging adjacent landscaping, fencing, or unpaved areas, and/or driving onto unimproved portions of the site. Provide a barrier around the storage area specifically along the north side adjacent to the water harvesting area and around both proposed access drives in order to meet this requirement. 13) AM Sec.2-06.4.9.H.5.a: Revise the development plan package to provide a barrier or gate to prevent stored vehicles from entering the vacant area shown along the south edge of the property through the opening in the existing wall. 14) AM Sec.2-06.4.9.H.5.a: Revise the development plan package to provide a section for the proposed chip seal and edge of chip seal for construction purposes. 15) AM Sec.2-06.4.9.J: Revise the development plan package to correctly label and dimension the future MS&R right-of-way for Stone Ave. It appears that intersection tapering affects the site and the 50-foot dimension shown is inaccurate. The future right-of-way for Stone Avenue is 90-feet with a future intersection tapering dimension of 120-feet (60-feet ½ ROW tapering) per the MS&R Map. 16) AM Sec.2-06.4.9.J: Revise the development plan package to label and dimension the MS&R future sidewalk area (Keynotes #8 and 11), the future sight visibility triangles, etc. for Stone Avenue 17) AM Sec.2-06.4.9.M: Revise the development plan package to label and dimension in plan view or with a separate detail the water harvesting basins at the property boundaries. Verify on the plan and/or cross section the minimum 2-foot setback from the top of slope to the property line for grading purposes. 18) AM Sec.2-06.4.9.M: Provide a note on the development plan package to state; "Approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction." 19) AM Sec.2-06.4.9.M: Revise the development plan package to provide a General Note to state; "All proposed fencing and walls will require a separate permit for review and approval by all necessary Planning Development Services Departments." 20) AM Sec.2-06.4.9.R: Revise the development plan package and Keynote #10 to provide a reference to the detail for the construction of the proposed sidewalk. Either provide a separate construction detail or a reference to the PC/COT Standard Detail for Public Improvement #200. 21) AM Sec.2-06.4.9.R: Revise the development plan document to provide for a pedestrian circulation path to the refuse containers, if applicable. Per TSM Sec.7-01.3.3.B all areas of development must be connected to the refuse areas. 22) AM Sec.2-06.4.9.R: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project. 23) AM Sec.2-06.4.9.S: Revise the development plan package to provide the required 6-foot sidewalk within the adjacent right-of-way of Stone Ave per TSM Sec.10-01.3.3.A. Since the adjacent right-of-way has existing curbing a sidewalk is required per the referenced section. 24) AM Sec.2-06.4.9.T: Revise the development plan package to provide for centralized onsite solid waste and recycle collection service pick up per TSM Sec.8-01.5.1.A. Provide specific details on the development plan document for construction purposes. The details must match TSM Sec.8-01, Figure 2 and Figure 3a for the required double enclosure walls with gates, concrete thickness and compressive strength, concrete approach apron dimensions, space from wall to bollards, anchoring bolts, 14'x40' clear approach for each container, etc. Or provide approval from ES if refuse service is not required within the proposed storage yard. DRAINAGE STATEMENT: 25) Provide a written Drainage Statement with a discussion on pre and post imperviousness of the site. It is acknowledged that the proposed site is providing landscaping areas however since the project is commercial in nature and will have additional impervious area added a Drainage Statement is required. GENERAL COMMENTS: Please provide a revised Development Plan Package and Drainage Statement that addresses the comments provided above.
