Engineering Division does not recommend approval of the Development Package at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). Refer to the following link for further clarification: http://www.amlegal.com/nxt/gateway.dll/Arizona/tucson_az_udc/administrativemanual?f=templates$fn=default.htm$3.0$vid=amlegal:tucson_udc_az The following items need to be addressed: SITE PLAN: 1) AM Sec.2-06.4.9.H.5.a: Revise the development package to label and dimension the minimum 10-foot parking space width for the new parking stalls located adjacent to the stair well and the complex wall located at the northeast corner of the complex. Per UDC Article 7.4.6.D.2.b. a motor vehicle parking space must have a minimum width of ten feet when the side(s) of the parking space abuts a vertical barrier over six inches in height, other than a vertical support for a carport. 2) AM Sec.2-06.4.9.H.5.a: Revise the development package to label and dimension the minimum 10-foot parking space width for the new compact parking stall located adjacent to the Lobby wall or provide the dimension for the excess space as shown on the plan set. Per UDC Article 7.4.6.D.2.b. a motor vehicle parking space must have a minimum width of ten feet when the side(s) of the parking space abuts a vertical barrier over six inches in height, other than a vertical support for a carport. 3) AM Sec.2-06.4.9.H.5.a: Revise the development package to label and dimension the minimum 10-foot parking space width (minimum width for vehicle parking) for the new parking stalls located adjacent to the proposed long term bicycle parking. The clear space width maybe more than the 2-foot minimum for vehicle parking to meet bicycle parking standards, refer to the Zoning comments for minimum maneuverability required between the parking stall and the long term bicycle parking. 4) AM Sec.2-06.4.9.N.3: Revise the development package to clarify the proposed 6-inch storm drain along the north side of the property. It appears from the plan sheets that the storm drain will be constructed underneath the existing building foot print to tie into the proposed scupper. If this is the case then the Commercial Plumbing reviewer will need to be consulted to determine what type of pipe will be required at this location to with stand the loads placed on it from the building. 5) AM Sec.2-06.4.9.N.3: Revise the development package to clarify the proposed 6-inch storm drain along the south side of the property where it overlaps the proposed fire protection line. Provide additional information to ensure the separation between the 2 lines and that they both meet the Fire Code and Plumbing Code. 6) AM Sec.2-06.4.9.R: Revise the development package to revise the pedestrian access and gate located behind the proposed parking space to the short term bicycle parking space located outside of the complex. Per TSM Sec.7-01.4.1.F sidewalk or pedestrian refuge areas cannot be located between any motor vehicle parking space and the PAAL providing access to that space. 7) AM Sec.2-06.4.9.R: Revise the development package to dimension the minimum 4-foot width requirement of the pedestrian access path adjacent to the long term bicycle parking and exercise room along with the area that runs north to the pedestrian cross walk. 8) AM Sec.2-06.4.9.T: Provide written approval for the proposed refuse collection location. Per TSM Sec.8-01.5.3.G specifically Figure 1 this type of collection requires prior approval from Environmental Services (ES) in writing. Any deviation from the standard will require a Technical Standard Modification Request (TSMR), it is advisable that prior to submitting the TSMR to contact ESD to see if they would support the modifications. It is acknowledged that ES has been added to the work flow for this review. GENERAL COMMENTS: Please provide a revised Development Package that addresses the comments provided above. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 1) COMMENT: The long term appears to have maneuverability in both the vehicle parking and pedestrian access. The plan details for the bicycle parking do not appear to match the site. Dimension the bicycle parking on the site plan. The long term bicycle parking must also provide for security, lighting and weather protection (UDC Section 7.4.9.D.1,.2, .3, .4 & .5). The site and the details must be revised. |
