This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is January 06, 2015.

2-06.4.7.A.6.a - List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any.

2. This comment was not addressed. COMMENT: The site plan and elevations will need to be stamped by the DDO section prior to approval of this development package.

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

3. COMMENT: The new location shown for the short term bicycle parking is adjacent to a wall. Per UDC Section 7.4.9.B.2.g A bicycle rack must be a minimum of two and one half feet from a wall or other obstruction. Show the required 2'-6" dimension on the short term detail.

SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed Development Plan Package. Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). Refer to the following link for further clarification:

The following items need to be addressed:

SITE PLAN:

23) Restated: AM Sec.2-06.4.9.H.1: Revise the development plan package and provide a Keynote for the existing driveways that are to be closed off to clearly label the curbing and sidewalk dimensions along with a reference to the Standard Detail for Public Improvements to match existing for construction purposes. The plan set provided the code reference however it must label the actual detail for construction purposes out of the Pima County/City of Tucson Standard Detail for Public Improvement Book 2003 Edition.

28) Restated: AM Sec.2-06.4.9.H.5.a: Revise the development plan package to provide a Parking Space Detail so that it is designed in accordance with Sec.7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. Specifically revise plan view and Detail 12/T1.1 to relocate the handicap access sign outside of the required 2.5 foot clear overhang area.

38) Restated: AM Sec.2-06.4.9.S: It is acknowledged that the 5-foot sidewalk has been added to the Mountain Avenue side of the parcel however since a portion of the sidewalk is to be constructed on private property a new pedestrian access easement with recordation (SEQ #) will be required prior to development plan package approval.

39) Restated: AM Sec.2-06.4.9.T: Revise the development plan package to provide for centralized onsite solid waste and recycle collection service pick up per TSM Sec.8-01.5.1.A. The detail provide for the refuse containers do not meet the minimum specifications per Technical Standard Manual Section 8-01. The detail must match TSM Sec.8-01 and Figures 2 and 3b for the required enclosure walls, gates, concrete thickness and compressive strength, concrete approach apron dimensions, footer construction, bollard dimensions, etc. The detail must clearly show that the enclosure doors do not encroach into either the alleyway or the proposed access lane when open. Plan view shows the doors to swing opening fully however the detail must provide construction aspects of the design to ensure that it is constructed as such.


DRAINAGE STATEMENT:

41) Restated: Provide a Drainage Statement that addresses the proposed development and new vehicular use area with an increase in impervious surface. The drainage statement must clearly show pre and post imperviousness and must show that post developed offsite flows do not increase into the right-of-way from pre-developed conditions. Utilize curb cuts in the vehicular use area and required landscape areas to alleviate offsite flows into the public-right-of-way. No Drainage Statement was submitted with the 2nd or 3rd submittal.


GENERAL COMMENTS:

Please provide a revised Development Plan Package and Drainage Statement that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.
