Summary: Engineering Division has reviewed the development package including a copy of the grading plan. Engineering does not recommend approval of the plan until the following comments are addressed.

GRADING/FLOODPLAIN COMMENTS:
1) Admin Manual Sec.2-06.4.8.B: Show and label all easements per Final Plat on planviews. The information within the lot should be shown, and labeled per Final Plat, including dimensions and bearings of lot boundary and all easements.
2) Tech Manual Sec.2-01.4.1.D: Provide copy of soils report - geotechnical engineer should provide acceptance for stability of proposed 1:1 (H:V) slopes.
3) Tech Manual Sec.2-01.4.1.C.4: Clarify the following grading comments:
i) Tech Man Sec.2-01.10.5: Revise details A & B to show interceptor swales (with grouted rock or rip rap with filter fabric) showing dimensions for depth and width of swales, which are required to be installed along the top of all cut slopes - minimum depth of 12-in and a minimum width of 30-in.
ii) Assure section details include Property line, 2-ft setback, interceptor swale at top of slope, runout for proposed slope, driveway drainage channel, driveway width, drainage channel, and additional runout space for cut/fill slopes.
iii) Show proposed spot elevations along west building pad area to assure positive gradient around structure.
iv) Tech Man Sec.2-01.9.2: Show 2-ft setbacks at north lot boundary near driveway and pad grading.
v) Show utility lines on planview (gas/water/electric).
vi) Driveway sections do not show cut conditions proposed per topography and proposed contour grades. Revise grading/disturbance limits to include cut slopes.
vii) Label driveway material.
viii) Revised Disturbance limits to provide staging area. If construction disturbance exceeds approved plans, Inspector may issue Stop Work Order or request revised grading plan.
4) Address the following comments regarding the notes:
i) Update Grading Note 2 to reflect current grading standard reference; replace "DS Sec11-01" with "Technical Standards Manual 2-01.0"
ii) Site Note 7: Reference soils / geotechnical report(s) / addenda for lot and/or subdivision.

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until all zoning comments or concerns have been addressed.

2. Until Engineering comments have been addressed Zoning cannot approve the grading plan.

3. Provide the following plot plan requirements on the grading plan so that an additional plot plan for building approval will not be required:
Provide perimeter yard setback dimensions on the plan.

4. Zoning will re-review the grading plan on the next submittal to insure compliance with the approved development package. Additional comments may be forthcoming.

The NPPO shall include an inventory and analysis of all plants listed as Federal Endangered Species, all Saguaros, and all Ironwoods designated as Protected Native Plants according to 7.7.5. PLANT PRESERVATION STANDARDS. Preservation and mitigation requirements for these genus and species shall conform to 7.7. NATIVE PLANT PRESERVATION. The NPPO plan prepared shall Including an aerial photograph, taken in minimum scale of 1" = 60'. Place NPP / landscape mitigation table, and aerial photograph on separate sheet measuring at least 24" x 36" indicating scale with the following information:

Fencing requirements as specified in UDC 7.7.5. PLANT PRESERVATION STANDARDS

Add the following

Fencing Standards
All Protected Native Plants designated by the approved Native Plant Preservation Plan to be preserved-in-place and all areas designated to remain undisturbed or as NUOS must be fenced off in accordance with Section 7.7.5.C.4, Fencing Standard. No plants may be salvaged from within fenced areas per this section. Fencing must remain in place for the duration of construction activities.

3. Plant Nondisturbance Area
All plants designated by the approved Native Plant Preservation Plan to be preserved-in-place must be retained at their existing grade during and after construction for a distance as outlined in Section 7.7.5.C.4, Fencing Standards.

4. Fencing Standards
a. Fencing is required during construction for all undisturbed natural desert areas of Protected Native Plants and for individual Protected Native Plants to be preserved-in-place. The area to be fenced must be beyond the "drip-line" of the vegetation by one-half the distance of the "drip-line" radius. For Saguaros and cacti, the area to be fenced must be equal to the distance of one-half the height of the plant. The preservation of a substantial portion of the root system for either undisturbed natural desert areas of Protected Native Plants or individual Protected Native Plants preserved-in-place will improve the survival rate and health of these plants as well as preserve a portion of their associated plant community. Grading and construction that encroaches into the required root zone may be allowed on a case-by-case basis as determined by an inspector with the Planning and Development Services Department depending upon the size and species of the Native Plant. Under no circumstances may grading encroach to the base or trunk of a Native Plant.
b. The site developer must include language in all contracts with contractors about the importance of staying out of all undisturbed natural desert areas and away from all individual Protected Native Plants to be preserved-in-place.
5. On-Site Monitoring
On-site monitoring of all aspects of site clearing, grading, plant protection, preservation, salvage, and mitigation must be provided during project construction at the expense of the developer for all residential development that is over five acres and for all commercial and industrial development that is over one acre. The monitoring must be performed by an individual who is qualified in arid lands native plant resource identification and protection as specified in Section 7.7.4.D, Professional Expertise. The monitor must provide periodic progress reports to the developer outlining the status of work accomplished and any problems encountered. A copy of these reports must be submitted to the PDSD for the project file.

Ensure that all Zoning and Engineering comments and concerns are addressed.
