SUMMARY: Engineering has reviewed the Development Package which includes grading and requires changes before approval can be recommended.
BASE LAYER SHEET COMMENTS:
1) City of Tucson Administrative Manual (Admin Man) Sec.2-06.4: Address the remaining comments:
a) Provide sequence number for recordation of abandoned easement shown on sheets 2 & 3. Otherwise, add note to sheet 1 stating that the recordation sequence number for the abandonment of the easement shall occur prior to issuance of permits for Phase 2.
b) Clarify on SWPPP sheet the following comments:
i) Place Phase 1 SWPP areas including concrete wash-out and storage areas within Phase 1 limits.
ii) Clarify that Phase 2 is not proposed to be worked on during Phase 1. Separate SWPPP will be required to be submitted for future Phase 2 permits. Only area of Phase 1 will be approved for disturbance.
iii) Remove hatching for Phase 2 area as only Phase 1 is proposed to be permitted and issued at this time.
iv) Revise note 9 to specify Phase 1 area only for total disturbance limits for Phase 1.
v) Assure rip rap sizing matches on grading plans to SWPPP.
vi) It is recommended that the silt fence proposed along northeast and southwest boundaries be removed if they are delineated perpendicular to contour lines / not neeed.
2) Admin Man Sec 2-06.4.7: Address the remaining general note comments:
a) On Sheet 1, remove note at bottom of plans or at least the words "Type 2" and "following the date of acceptance of said plans" - City of Tucson does not have Type 1/ 2/ 3 permits for this jurisdiction, and provides a 180 day expiration after permit issuance with extensions added after active inspections.

SUMMARY: Engineering has REVISED the review comments posted after discussing project with Vicktor at CPE, and changes denial to conditional approval based on phone conversation 29APR14. Please address the following comments for items to be addressed for sheets 1 and 8.
BASE LAYER SHEET COMMENTS:
1) City of Tucson Administrative Manual (Admin Man) Sec.2-06.4: Address the remaining comments:
a) Provide sequence number for recordation of abandoned easement shown on sheets 2 & 3, prior to issuance of permits for Phase 2 or at as-built stage for Phase 1, whichever is sooner.
b) Clarify on sheet 8 - SWPPP sheet the following comments:
i) It is recommended that the silt fence proposed along northeast and southwest boundaries be removed if they are perpendicular to contour lines / not needed.
ii) Add and label minimum 10-ft band of sized gravel at downstream end of Phase 2 area, or provide other form of sediment controls that are not interim but needing low to no maintenance since future Phase 2 development time frame is not known.
iii) Clarify with notation whether rear water harvesting will be constructed at Phase 2 stage.
2) Admin Man Sec 2-06.4.7: Address the remaining general note comments:
a) On Sheet 1, remove note at bottom of plans or at least the words "Type 2" and "following the date of acceptance of said plans" - City of Tucson does not have Type 1/ 2/ 3 permits for this jurisdiction, and provides a 180 day expiration after permit issuance with extensions added after active inspections.

3. At detail 6 the quad ramp and single landing layout does not work:
a. Several ramps exceed 1:12
b. The geometric configuration will not work with 3 up ramps and 1 down ramp with cross pedestrian traffic.
c. ICC A117.1, Section 405 sidewalk ramps required a 5' square landing for any 90 turns.
d. Please provide an isometric drawing showing whow this is going to work and comply with code.
