COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

1. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is November 07, 2013 .

2-06.4.0 CONTENT REQUIREMENTS

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

1. COMMENT: Per UDC Article 7.4.9.B.2.d A single rack is designed and located to accommodate two bicycles. That said the bicycle parking space calculation should show six (6) provided.

2. COMMENT: Per UDC Article 7.4.9.B.2.f and Figure 7.4.9-C Each required short-term bicycle parking space must be at least two feet by six feet or four (4) clear between bicycle racks. Zoning recommends that you go to a single inverted "U" that provides for two (2) bicycles.

SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed Development Plan Package and Storm Drainage Statement (Oracle Engineering Group, LLC, 05NOV13 revised 13MAR14). Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). Refer to the following link for further clarification:

4) Restated: AM Sec.2-06.4.9.H.1: It is acknowledged that the project is proposing to use a standard driveway entrance however written approval from TDOT Permits and Codes that the proposed project does not have to meet the minimum 18-foot radii and a smaller radii or standard driveway apron can be utilized is still required.

15) Restated: AM Sec.2-06.4.9.T: Provide written approval for the proposed refuse collection location. Per TSM Sec.8-01.5.3.G specifically figure 1 this type of collection requires prior approval from ES. It appears that Environmental Services has been added to the review for this project, once they review and approve the plan this comment will not apply.

STORM DRAINAGE STATEMENT:

16) Complied. It is acknowledged that the Hydrologic Data Sheets where completed using the PC Hydro Procedure however the City of Tucson does not use the NOAA14 (90% UCL) rain fall depths. For future projects refer to TSM Sec.4-04.4.2.1 and Table 4.1 for the one hour rain fall depth that should be used in the PC Hydro procedure.

GENERAL COMMENTS:

Please provide a revised Development Plan Package that addresses the comment provided above. For expedite purposes the development plan package can be reviewed over the counter (PDSD Engineering Division comment only) for stamp approval once all items have been addressed. 04/15/2014 PGEHLEN1 COT NON-DSD ENVIRONMENTAL SERVICES Reqs Change The submittal has been reviewed on behalf of ESD and the following comments on the next submittal:

1. The use of TSM Section 8, Figure 1 will be allowed for refuse collection service, however an enclosure will need to be added north of the one shown for a metal, front loading dumpster container for recycling. Similar access as to that shown for the enclosure on the plan will need to be provided for this additional enclosure. APC use for this project requires prior approval from ESD per TSM 8-01.4.0G. The use of APCs for recycling for this eight unit project will not be allowed.

2. Ensure that Detail D on Sheet 2 and all additional construction details associated with the enclosures comply with the figures in TSM Section 8 as to gates, slab reinforcement, bollard placement, overall width, door anchors, etc.

3. On the Grading Plan on Sheet 2, provide spot grades within the enclosure and on the aprons to show compliance with TSM 8-01.5.2G.

4. Per TSM 8-01.4.B, add the general note specifying anticipated method of collection and frequency.
