SUMMARY: Engineering Division of Development Services Department reviewed the Grading Plan and permit applications submittal for Phases 2-8, including the grading plan, private paving plans, and does not recommend approval until the following comments are addressed. Please be aware that the SWPPP and floodplain use permit T13OT00650 (subdivision drainage improvements including WASH Ordinance improvements) will be used with all Phases, and floodplain use permit T07OT01407 (Box culverts for Julian Park Drive and Julian Crossing Way) will be a part of Phase 1.

GRADING COMMENTS:
1) Tech Man Sec.10-01.6.5.A.2: Label traffic controls including stop signs to be provided for traffic entering along Julian Crossing Way and Julian Park Drive at a minimum.
2) Tech Man Sec.10-01.6.1.H: For sheets 11 and 12, between phase 5 and Phase 6 on Tinker Road, provide cul-de-sac turn-around area for temporary conditions between phases.
3) Tech Man Sec.10-01.6.1.H: For sheets 12 and 14, between phase 2 and Phase 4 on Roush Drive, provide cul-de-sac turn-around area for temporary conditions between phases.
4) Tech Man Sec.10-01.6.1.H: On other planview sheets for temporary conditions between phases, label bollards at phase lines where streets are truncated at phase lines.
5) Tech Man Sec.4-04.9.3: On sheet 8 detail SD 11, provide temporary improvement design of inlet (where other section of drainage system is to be constructed at later phase). Otherwise, this can be added as a permit condition - that the detail be provided during construction and that it be provided later on as-built for that phase if phase 2 does not commence after phase 1.
6) Tech Man Sec.2-01.13: Add to Grading Note 19 that as-builts for each phase and associated private streets shall be submitted with substantial completion letters. One letter for onsite drainage improvements, one for the box culverts (Phase 1), one for the private streets, and another letter for substantial completion of overall phase of project).

Comments:

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. The grading plan appears to match the Final Plat (S06-019), but provide lot dimensions on the grading plans.

3. Provide the Development Package number (DP13-0184) for this grading plan in the lower right corner of each sheet.

4. Zoning will re-review the grading plan on the next submittal to ensure compliance with the approved tentative plat. Additional comments may be forthcoming.
10/14/2013 ANDREW CONNOR NPPO REVIEW Reqs Change All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan site plan or grading plans. Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

Ensure that all Zoning and Engineering comments and concerns are addressed.
