SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed Development Plan Package. Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). Refer to the following link for further clarification:

The following items need to be addressed:


SITE PLAN:

1) AM Sec.2-06.4.2.B: Revise the development plan document to include a brief legal description of the subject property.

2) AM Sec.2-06.4.3: The relevant Development Plan Package case number (DP13-0143) may be added to the lower right hand corner of the plan on all sheets.

3) AM Sec.2-06.4.9.H.1: Revise the development plan document to label and Keynote that all existing driveway entrances that are no longer being used are to be closed off with vertical curbing to match existing. All entrance must be clearly keynoted to label the curbing along with a reference to the Standard Detail for Public Improvements to match existing. A right-of-way use permit will be required through TDOT Permits and Codes for all improvements within the right-of-way.

4) AM Sec.2-06.4.9.H.1: Provide approval from TDOT Permits and Codes for the striping for the on street parking. It is not necessary to stripe the parallel parking spaces since the roadway is design to allow parking on the street. If the applicant is still requesting the striping provide approval from TDOT. The proposed handicap space can be delineated however verify with TDOT if they will allow this space within the right-of-way and if it is required to meet the minimum slope requirements.

5) AM Sec.2-06.4.9.H.5.c: Revise the development plan document to dimension the onsite parking. The parking layout shown on the proposed plan does not match the last approved site plan that was included in the set. Verify minimum parking stall dimensions to ensure conformance with UDC Sec.7.4.6.D.

6) AM Sec.2-06.4.9.T: Revise the development plan document to label the existing refuse container location onsite per TSM Sec.8-01. Per the review of DP13-0142 for the proposed storage yard on the adjacent property the submittal stated that the refuse was to be collected and brought to this address for disposal, verify that the subject property has an existing refuse location and verify through refuse calculations that it is large enough to accommodate both site. Provide approval from ES for the use of an existing adjacent refuse container for 2 sites.

GENERAL COMMENTS:

Please provide a revised Development Plan Package that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.
