SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed Development Plan Package and Drainage Statement (SJV & Associates, LLC, 31JUL13). Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). Refer to the following link for further clarification:

The following items need to be addressed:

SITE PLAN:

1) AM Sec.2-06.3.5: Revise the development plan document to include the approval stamp in the lower right quadrant of each sheet. The link to the stamp can be found here: http://cms3.tucsonaz.gov/pdsd/cdrc-rezoning/cdrd-stamp

2) AM Sec.2-06.4.2.B: Revise the development plan document to include a brief legal description of the subject property.

3) AM Sec.2-06.4.3: The relevant Development Plan Package case number (DP13-0142) may be added to the lower right hand corner of the plan on all sheets.

4) AM Sec.2-06.4.9.H.1: Revise Keynote #7 on the development plan document to include the following statement; "A Right-of-Way Use Permit is required for all proposed construction within the Public Right-Of-Way."

5) AM Sec.2-06.4.9.H.5.c: Revise the development plan document and the vehicular use area to meet the minimum surfacing requirements of UDC Sec.7.4.6.I (the only Exemption under this Section is for vehicle storage, since the use is for electrical equipment storage the applicant might get a Zoning Determination or a Variance). Allowable surfacing requirements consist of 1 of the following materials:
1. Pervious and impervious asphaltic concrete; or,
2. Pervious and impervious cement concrete; or,
3. A penetration treatment of bituminous material and seal coat of bituminous binder and mineral aggregate; or,
4. Alternative surfacing as determined appropriate by the PDSD City Engineer, provide written approval.

6) AM Sec.2-06.4.9.H.5.c: Revise the development plan document to clearly label the required separation of the proposed vehicular use area and the project area. Refer to UDC Sec.7.4.6.H.1; A barrier, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond project area, damaging adjacent landscaping, fencing, or unpaved areas, and/or driving onto unimproved portions of the site. Provide a barrier around the storage area in order to meet this requirement.

7) AM Sec.2-06.4.9.M: Provide a Geotechnical Evaluation that discusses pavement structure design and slope stability recommendations. The northwest corner of the site is proposing 2:1 slopes with rock rip rap that needs to be designed and constructed to ensure stability.

8) AM Sec.2-06.4.9.M: Revise Grading Note #57 to reference the new UDC Standard. Since the Development Standards no longer exists the plan needs to reference the correct UDC Reference for Excavation and Grading, TSM Sec.2-01.

9) AM Sec.2-06.4.9.M: Revise the development plan document to label and dimension the required minimum 2-foot setback from the top and toe of the proposed fill slopes located along all property lines per TSM Sec.2-01.9.2&3. This is to include Section 1 for the water harvesting basins and the area along the northwest corner of the site.

10) AM Sec.2-06.4.9.M: Provide a General Note to include the reference to the Geotechnical Report and any addendums prepared for this project. Provide the date, job number, engineer who prepared the report, etc.

11) AM Sec.2-06.4.9.M: Revise the development plan document and Section 1 to label the proposed fencing along the north side of the water harvesting basins.

12) AM Sec.2-06.4.9.T: Provide written approval from Environmental Services for the proposed refuse pick up on the adjacent site.

13) AM Sec.2-06.4.9.X: Verify with the Landscaping Section if this project must comply with the Commercial Rainwater Harvesting Ordinance, #10597 dated 14OCT08. If the project must conform to the surfacing requirements of the UDC then the referenced ordinance is applicable and the project must show conformance with the Rainwater Harvesting.

GENERAL COMMENTS:

Please provide a revised Development Plan Package and Geotechnical Evaluation that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

This plan has been reviewed for compliance with the Development Package Standards listed in section 2-06 of the City of Tucson Administrative Manual. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC).

The review comments include the actual standard first with the applicable Administrative Manual section number and the following paragraph is the actual comment related to the specific item that must be addressed. 1. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has beenin review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of the-submittal. The new submittal initiates a new one-year review period. One year Expiration date is August 2, 2014.

2-06.3.0 FORMAT REQUIREMENTS
2. Section 2-06.3.5 A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp.

Comment: The Development Package approval stamp should be added to all plan sheets next to the title block. The digital stamp can be downloaded from the following web link http://cms3.tucsonaz.gov/pdsd/cdrc-rezoning/cdrd-stamp
The digital stamp is provided in three formats, dwg, jpg, and pdf and can be downloaded for use on your drawing. It is preferred that the digital stamp be downloaded and added to your plan.

3. Section 2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet.
Comment: Add a sheet index on the cover sheet.

4. Section 2-06.4.2 - The title block shall include the following information and be provided on each sheet:
Section 2-06.4.2.A - The proposed name of the project or subdivision, or if there is no name, the proposed tenant's name;

Comment: Clarify if the name of the project is Storage Yard or the use.

Section 2-06.4.2.B - A brief legal description and a statement as to whether the project is a resubdivision are to be provided. On resubdivisions, provide the recording information of the existing subdivision plat;

Comment: Add the parcel's legal description "INGRAM PTN LOT 1 LYG N & ADJ RD" in the title block of all plan sheets. If this is not the correct or current legal description add the correct requested information.

5. Section 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information.

Section 2-06.4.4.B. - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property;

Comment: Draw and label the water courses within the section. There are 3 Washes within the section that have not been depicted and labeled.

Section 2-06.4.7 General Notes - The following general notes are required. Additional notes specific to each plan are required where applicable.

Section 2-06.4.7.A. Zoning and Land Use Notes

Section 2-06.4.7.A.4. - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

Comment: Sheet 2, General note A under the Zoning Text Block must be revised to reflect the use of the site as Commercial Storage. This is a stand alone site and must comply with any requirements applicable to the principal use.
Comment: Sheet 2, Note C. under the Zoning and Land Use notes must be revised to list the principal use as Commercial Storage subject to Compliance with UDC section 4.9.10.A and 4.9.13.Q.

Comment: (Section 4.9.10.A.2 - Outdoor storage, when permitted, shall not be located in the street perimeter yard.) - Since there is no building proposed for the site the street perimeter yard is defined as the entire parcel, therefore outside storage would not be allowed on this parcel without a variance approval.

Section 2-06.4.7.8.A.8 - For development package documents provide:

Section 2-06.4.7.8.A.8.b. Percentage.7.8. and area in square feet of building and accessory building coverage;

Comment: Draw and label the storage area on the site plan sheet. List the square footage of the storage area under the Zoning and Land Use Notes text block.

Section 2-06.4.9 Information on Proposed Development

7. Section 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

Comment: Based on the submitted drawing it is not clear how the storage of goods is to be designed on the site. It is also not clear if any of the stored materials will be delivered by vehicle, forklift etc. As of this review the requirement for vehicle parking has not been addressed and the required vehicular use or surfacing material area has not been depicted or listed on the site plan. Additional comments will be forthcoming on the next review of the development package. Parking for a Commercial Storage use is as follows: 1 space per 5,000 sq. ft. GFA, plus 1 space per 5,000 sq. ft. of outdoor storage area for the first 20,000 sq. ft. of outdoor storage area, plus 1 space per 10,000 sq. ft. of outdoor storage area over 20,000 sq. ft. of outdoor storage area.

Comment: List as a note the number of vehicle parking spaces required and number provided. Draw and dimension the parking lot area including the parking spaces.

1 space per 40,000 sq. ft. GFA. Minimum requirement is 2 spaces. Maximum requirement is 10 spaces.

8. Section 2-06.4.9.H.5.c - Show all loading zones, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4.

Comment: If applicable to this project, depict the location of the loading zone. Demonstrate the maneuverability in and out of the loading zone, label the dimensions of the loading zone, and list as a note the number of loading zones required and number provided.

9. Section 2-06.4.9.H.5.d. Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

Comment: The minimum bicycle parking requirements for this project is for two (2) long term bicycle parking facilities (lockers). Draw and label the long term bicycle parking facilities, dimension the area for the facilities and list as a note the number of long term bicycle spaces required and number provided. The number of short term facilities required is zero. Add a detail drawing for the facilities demonstrating compliance with the bicycle paring design criteria in UDC section 7.4.9.

10. - Section 2-06.4.9.K - Identify and provide dimensions, approximate areas in square footage, and purposes of any lots proposed for dedication (such as open spaces, recreation areas, or natural areas) or for reservation for a public use (such as public parks, water facilities, or school sites).

Comment: Label the lot size in square feet and acreage on the site plan drawing.

11. Section 2-06.4.9.H .M. Grading Plan
Section 2-06.4.9.H.M.1. - A conceptual grading plan is required on projects with significant topographic conditions. The PDSD Engineering Administrator or designee will determine the need for such a plan.

Section 2-06.4.9.H .M.2 - Concurrent Review. For all projects, grading plans may be included in the development package and will be reviewed concurrently.

Comment: Zoning has reviewed the Site / Grading Plan for compliance as it applies to the zoning review purview. Zoning will approve the grading plan concurrently with the site plan once all the requirements for zoning compliance have been addressed.

12. Section 2-06.4.9.H.O. - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

Comment: Based on this first review, building setbacks are not applicable, but if there is any proposal for a structure of any type the minimum building setback from the street perimeter property line is the greatest of 20 feet or one and one-half times the height of the wall of the structure facing the street property line. If structures are proposed and are depicted on the second submittal, list the height and square footage of the structure on the footprint. Label the dimensions of the proposed structure(s).

13. Section 2-06.4.9.H.S. - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual.

Comment: Clarify if access to this storage facility will be provided to the public (customers) or is the area restricted to employees only? If the storage area is accessible to the public pedestrian circulation may be required.

14. Section 2-06.4.9.H.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm.

Comment: If applicable to this project, provide on the site plan, the required information by this standard.

15. Section 2-06.4.9.H.T.W. - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required.

Comment: If applicable, draw, label and dimension any proposed freestanding monument signs.

16. Section 2-06.4.9.H.T.W.X. - Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. In accordance with Section 2-11.0.0, Landscape Plan Requirements.

Comment: Refer to the Landscape review comments related to landscape and screening requirements.
