DEVELOPMENT PLAN COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Unified Development Code (UDC), Administrative Manual (AM) & Technical Standards Manual (TSM) were addressed.

1. This site was reviewed for full code compliance for the entire site.

The following comments are based on the requirements of Administrative Manual (AM) 2-06.0. Development package review comments;

1. This comment was not addressed correctly. Zoning did not ask to have GENERAL NOTE 2 removed just the reference to "DEVELOPMENT DESIGNATOR 30". A.M. 2-06.4.7.A.4 requires that a general note be provided that identifies the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. That said provide a general note stating "EXISTING AND PROPOSED USE, CONSTRUCTION SERVICES, SUBJECT TO USE SPECIFIC STANDARD 4.9.13.P". A.M. 2-06.4.7.A.4 Remove the reference to "DEVELOPMENT DESIGNATOR 30" from GENERAL NOTE 2 as it is not longer applicable.

2. A.M. 2-06.4.9.H.5.a Per UDC Section 7.4.6.D.2.b A motor vehicle off-street parking space must have a minimum width of ten feet when the side(s) of the parking space abuts a vertical barrier over six inches in height, other than a vertical support for a carport. That said the proposed accessible vehicle parking space shown directly adjacent to the sliding gate and fence is required to be a minimum of ten (10) feet wide.

3. Once comment 3 below is addressed the proposed Short-Term bicycle parking location may not work. A.M. 2-06.4.9.H.d Show the location of the required Short-Term bicycle parking on the plan.

4. This comment was not addressed. A.M. 2-06.4.9.R Per TSM 7-01.4.1.B A sidewalk is required adjacent and parallel to any access lane or PAAL on the side where buildings are located. That said provide a sidewalk along the west side of the existing office building.

5. A.M. 2-06.4.9.R Per TSM 7-01.4.1.F Sidewalks or pedestrian refuge areas cannot be located between any motor vehicle parking space and the PAAL providing access to that space. That said the striped pedestrian way shown running between the "EXISTING OFFICE" to the "EXISTING SHOP/STORAGE" cannot run behind the "EXISTING PARKING TO REMAIN" shown on the plan.

6. A.M. 2-06.4.9.R TSM 7-01.4.1.F Sidewalks or pedestrian refuge areas cannot be located between any motor vehicle parking space and the PAAL providing access to that space. That said the striped pedestrian way shown running from the accessible access isle to the building needs to run perpendicular to the PAAL not at an angle behind the accessible vehicle parking space.

7. A.M. 2-06.4.9.R TSM 7-01.4.2.A Sidewalks associated with PAALs must be physically separated from any vehicular travel lane by means of curbing, grade separation (minimum six inches), barriers, railings, or other means, except at designated crosswalks. That said it is not clear that the proposed sidewalk shown at the northwest corner of the building is physically separated from the PAAL.

8. A.M. 2-06.4.9.R Once comment 7 has been addressed some type of accessible ramp may be required for accessibility from the accessible vehicle parking space to the building.

10/10/2013 PGEHLEN1 ENV SVCS REVIEW Denied Hello Patricia,
The Site Plan has been reviewed by ESD and the TSMR request would not be
supported to eliminate the recycle container nor its enclosure. An
enclosure (or enclosures) per TSM 8.01.0 Figure 3A needs to be provided on
the site for the trash and recycle containers. All solid waste and recycle
metal containers storage areas shall be screened from public view, and from
adjacent developments, and all containers require enclosures with gates per
TSM 8.01.51B. The Site Plan does not show any enclosure around either
container. Furthermore, the location of the enclosure(s) must meet the
access requirements for the trucks. The site plan shows the dumpster
locations some 115 ft. or so from the entrance. The maximum back up
distance for the truck is 80 ft. per TSM 8.01.5.3F, therefore the current
location would require an onsite turnaround. There are options for
turnarounds in chapter 8 of the TSM.

SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed Development Plan Package. Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). Refer to the links for further clarification:

Due to the revisions on the 2nd submittal additional comments have been generated. The following items need to be addressed:

SITE PLAN:

1) AM Sec.2-06.4.7.C.2: Revise the development plan document, specifically General Note #4 to read per the referenced Section; "No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Sec.10-01.5.0, Sight Visibility, of the Technical Standards Manual."

2) AM Sec.2-06.4.9.H.5.a: Revise the development plan document to dimension the handicap parking space adjacent to the existing fence to the required 10-foot width. Per UDC Sec.7.4.6.D.2.b A motor vehicle off-street parking space must have a minimum width of ten feet when the side(s) of the parking space abuts a vertical barrier over six inches in height, other than a vertical support for a carport. Per the handicap accessibility comments it may be better to revise the plan so that the space and loading zone are switched to prevent the required 10-foot space and to allow for the pedestrian access (crosswalk) to the building without having to cross behind the parking space.

3) AM Sec.2-06.4.9.R: Revise the development plan document to provide the required pedestrian access path along the west side of the existing building. Per TSM Sec.7-01.4.1.B a sidewalk is required adjacent and parallel to any access lane or PAAL on the side where buildings are located.

4) AM Sec2-06.4.9.R: Revise the development plan document to relocate the proposed pedestrian access path from the existing building to the existing shop. Per TSM Sec.7-01.4.1.F Sidewalks or pedestrian refuge areas cannot be located between any motor vehicle parking space and the PAAL providing access to that space. Relocate the path to the front of the parking stalls and verify the standard parking space dimensions and clear 4-foot pedestrian space.

5) AM Sec.2-06.4.9.R: Revise the development plan document to verify that the new and existing pedestrian access path along the building is physically separated from the adjacent vehicular use area (Keynote a PC/COT Standard Detail #200 or a separate detail for construction purposes). Per TSM Sec.7-01.4.2.A Sidewalks associated with PAALs must be physically separated from any vehicular travel lane by means of curbing, grade separation (minimum six inches), barriers, railings, or other means, except at designated crosswalks.

6) AM Sec.2-06.4.9.R: Verify on the development plan document if a handicap accessible ramp is required from the accessible vehicle parking space to the building due to the required sidewalk.

7) AM Sec.2-06.4.9.R: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project.

8) AM Sec.2-06.4.9.T: Refer to comments from Environmental Services for all refuse comments associated with this project.


GENERAL COMMENTS:

Please provide a revised Development Plan Package that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

Identification and Descriptive Data

All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

The landscape plan will contain the following identification in the lower right corner of each sheet:

Relevant case number for reviews.

Calculations

Square footage of the site;

Maintenance Schedule

Pruning schedules to show that plant material will maintain pedestrian and vehicular clearances or that the material will establish opaque hedge screens, if required;
Replacement criteria, should plant material not survive;

Replacement or upkeep maintenance schedules for inert ground cover materials;

Upkeep maintenance schedules for exterior hardscape materials; and,

Maintenance and replacement schedules for irrigation systems.

Grading Information

Grade changes across the site indicated by one-foot interval contour lines or by spot elevations;

Percent slope across the site and the direction of the slope of paved areas;

Existing grades on adjacent rights-of-way and adjacent sites. If an adjacent right-of- way or site is under construction, show the proposed finish grade

Extent of grading boundaries if a portion of the site is to be kept in its natural undisturbed state.

Indicate natural contours of undisturbed areas;

Areas of detention/retention, depths of basins, and percentage of side slope;

The methods by which water harvesting or storm water runoff is used to benefit the planting areas on the site.

Irrigation Plan

Type of water conserving irrigation systems proposed and differentiation between systems for the different water use zones on the site;

Source of irrigation water;

Indicate potable or reclaimed water use. Reclaimed water system specifications, if used;

System specifications and system design and layout (Section 4-01.4.2, Irrigation Standards, of the Technical Standards Manual);

Extent of supplementary irrigation in each planting area, provided by water harvesting methods;

Point of drainage off roof areas, amount of flow, and disposition of flow;

Temporary systems proposed to establish native seeded areas;

The length of irrigation duration (e.g., for native plat material, automatic drip for two years or until established); and,

The extent to which systems are proposed within the public right-of-way.


ARTICLE 7: DEVELOPMENT STANDARDS

LANDSCAPING AND SCREENING

A street landscape border is a landscape area with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress.

Fifty percent or more of the area of the street landscape border(s) must be covered with shrubs or vegetative ground cover. The required ground coverage must be achieved within two years from the date of planting. Provide calculations for coverage. Additional coverage must be provided to the entire buffer areas.

A 30" continuous screen along street frontages for vehicle use area must be provided.

Note: The screening requirement is in addition to the landscape requirements.

Provide square footage of the vehicular use area; number of parking spaces, including the required and provided parking space calculations; and the calculation of the required number of canopy trees. Within a vehicular use area, one canopy tree is required for each four motor vehicle parking spaces.

Ensure that all Zoning and Engineering comments and concerns are addressed.
