Engineering Division does not recommend approval of the Development Plan Package at this time. The following items need to be addressed:

SITE PLAN:

1) AM Sec.2-06.4.3: The relevant Development Plan Package case number (DP13-0111) may be added to the lower right hand corner of the plan on all sheets.

2) AM Sec.2-06.4.3: Revise the development plan document to include the relevant rezoning case number (C9-09-06) in the lower right hand corner of the plan on all sheets.

3) AM Sec.2-06.4.7.A.3: Revise the development plan document to include the Rezoning Notes and any applicable conditions per the approved rezoning case.

4) AM Sec.2-06.4.8.C: Revise the development plan document to include all information for the existing public right of way, specifically label the curb to property line dimension.

5) AM Sec.2-06.4.9.H.1: Revise the development plan document and Keynote #3 to correctly dimension the required 5-foot sidewalk along the street frontage per TSM.10-01.4.1.A. If a smaller sidewalk is proposed then a TSMR will be required.

6) AM Sec.2-06.4.9.H.1: Revise the development plan document to provide a Keynote call out with a reference to a PC/COT Standard Detail for the driveway entrance that is required to be closed off per the rezoning conditions. Currently the site plan calls it out as all existing curb, however per the aerial there is a secondary driveway that must be closed off with vertical curbing to match existing, revise.

7) AM Sec.2-06.4.9.H.1: Revise the development plan document to label the required 18-foot radii at the driveway entrance on Lester Street per City of Tucson Transportation Access Management Guidelines (TAMG), Section 5.5. Refer to TSM Sec.10-01 for street development standards. Provide written approval from TDOT that the proposed project does not have to meet the minimum 18-foot radii and a smaller radii or standard driveway apron can be utilized. If a standard driveway apron is proposed provide a Keynote call out for the PC/COT Standard Detail for construction purposes.

8) AM Sec.2-06.4.9.H.2: Revise the development plan document to correctly label the near side SVT. Per the Sight Matrix, TSM.10-01.5.3, the Near Side dimension for a PAAL to a Local Street is 20'x185,' revise.

9) AM Sec.2-06.4.9.H.5.a: Revise the development plan document to provide a Keynote call out for the required surface material for the proposed vehicular use area per UDC.7.4.6.I.1.

10) AM Sec.2-06.4.9.H.5.a: Revise the development plan document and all applicable Keynotes to provide the correct reference to the Sheet that has the details delineated. Keynotes 6 and 7 call out a Detail of Sheet 4 however the development plan document has only 3 sheets, revise.

11) AM Sec.2-06.4.9.N.2: Revise the development plan document and Keynote #11 to clearly label that the new water harvesting area is to be depressed a minimum 6-inches.

12) AM Sec.2-06.4.9.R: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project.


GENERAL COMMENTS:

Please provide a revised Development Plan Package that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

1. This site was reviewed for full code compliance for the entire site.

2. Remove all references to the Land Use Code (LUC) from the plan and provide the applicable references to the Unified Development Code (UDC) on the plan.

3. Remove all references to Development Standards (DS) and provide the applicable references to the, Administrative Manual (AM) or Technical Standards Manual (TSM).

The following comments are based on the requirements of Administrative Manual (AM) 2-06.0. Development package review comments;

1. A.M. 2-06.4.2.D Zoning acknowledges that A.M. 2-06.4.2.D states that an administrative street address is to be provided in the title block. After discussion with Pima County Addressing the administrative street address is to be provided adjacent to the title block. That said provide an administrative address adjacent to the title block.

2. A.M. 2-06.4.2.E The page number and the total number of pages in the package (i.e sheet 1 of 1).

3. A.M. 2-06.4.3 Provide the following relevant case numbers on the plan adjacent to the title block on all sheets, DP13-0111.

4. A.M. 2-06.4.4.C The section shown in the southwest section is not correct and should be listed as "11".

5. A.M. 2-06.4.7.A.1 & .3 Revise "GENERAL NOTE 1" to read "EXSITNG ZONING IS C-1, PROPOSED ZONING IS C-2."

6. A.M. 2-06.4.7.A.1 & .3 List under a separate heading the rezoning conditions on the plan.

11. A.M. 2-06.4.9.F All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. That said provide the zoning for the parcels to the north of Lester Street..

12. A.M. 2-06.4.9.H.a Key Note 6 & 7 reference sheet 4, no sheet 4 found.

13. A.M. 2-06.4.9.H.a The wheel stop location dimension is not correct, see UDC Section 7.4.6.H.3.

14. A.M. 2-06.4.9.H.a The vehicle parking space calculation is not correct. Under "**" there is a reference to "2,456/250". Per UDC Table 7.4.4-1, COMMERCIAL SERVICES USE GROUP, Construction Service 1 space per 300 sq. ft. GFA is required. Based on 2,456/300 = 8 required.

15. A.M. 2-06.4.9.H.a Under "PROJECT SUMMARY DATA", "**" there is a reference to "PROTECTIVE SERVICE" clarify what this is.

16. A.M. 2-06.4.9.H.c Under "PROJECT SUMMARY DATA" The loading zones calculation is not correct. Per UDC Table 7.5.5-A COMMERCIAL SERVICES USE GROUP no loading space is required.

17. A.M. 2-06.4.9.H.d The bicycle parking space calculation is not correct. Per UDC 7.4.8-1 COMMERCIAL SERVICES USE GROUP, Construction Service, two (2) Short-Term spaces are required.

18. A.M. 2-06.4.9.H.d Show the location of the required Short-Term bicycle parking on the plan.

19. A.M. 2-06.4.9.H.d Review UDC Sections 7.4.9.B & .C and provide a Short-Term Bicycle parking detail that shows how these UDC sections are met.
