Development Package (3rd Review) DP13-0083 TRANSMITTAL DATE: November 15, 2013 DEVELOPMENT PLAN COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Unified Development Code (UDC), Administrative Manual (AM) & Technical Standards Manual (TSM) were addressed. 1. This site was reviewed for full code compliance for the entire site. The following comments are based on the requirements of Administrative Manual (AM) 2-06.0. Development package review comments; 1. A.M. 2-06.4.9.H.d The provided number of bicycle parking spaces was removed from the calculation, provided the number of bicycle parking spaces in the calculation. 2. This comment was not addressed. A.M. 2-06.4.9.H.d It does not appear that the proposed short-term bicycle rack can support five (5) bicycles. Demonstrate on detail 2 sheet 2 how this is accomplished. 3. This comment was not addressed. UDC Section 7.4.9.B.1.e requires that outdoor bicycle parking areas must be lighted so that they are thoroughly illuminated and visible from adjacent sidewalks, parking lots, or buildings during hours of use. Demonstrate how lighting is provided for the bicycle parking either by note or detail. UDC Section 7.4.9.2.f each required short-term bicycle parking space must be at least two feet by six feet. Show the 2'x6' space on the detail, see UDC Figure 7.4.9-C. A.M. 2-06.4.9.H.d Demonstrate on detail 3 sheet 2 how the requirements of UDC Sections 7.4.9.B.1.b &.e, 7.4.9.2.b. .c, .f, .g & .h 4. As sheets 3, 4 & 5 were removed from the development package revise the Sheet Index, Sheet 1 to reflect what sheets have been submitted. Also the sheet x of y needs to be changed to correctly reflect the sheet x of 13. 5. Zoning recommends that a single inverted "U" style rack be used as it will support two (2) bicycles. Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). Provide written notarized approval along with a temporary construction easement for any and all work that is offsite prior to final approval of the plan set. The SEQ # should be provided on the plan sheets. 2) AM Sec.2-06.4.9.T: Revise the development plan document to provide an accurate construction detail for the refuse enclosures. The detail must match TSM Sec.8-01 Figure 3a for the required enclosures. Revise the detail to label the required concrete approach apron, all required bollards (required along the side of the enclosure), 10'x10' clear inside area, the width of the enclosure per Figure 3a should be 13'-4" not the labeled 12'-8", 2% slope for the concrete pad, etc. Revise the detail to meet all construction requirement and dimensions per the referenced detail. GENERAL COMMENTS: Please provide a revised Development Plan Package that addresses the comments provided above.
