DEVELOPMENT PLAN COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Unified Development Code (UDC), Administrative Manual (AM) & Technical Standards Manual (TSM) were addressed.

1. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is May 15, 2014.

2. This proposed development was reviewed for full code compliance with the Unified Development Code (UDC), Administrative Manual (AM) & Technical Standards Manual (TSM).

The following comments are based on the requirements of Administrative Manual (AM) 2-06.3.0 FORMAT REQUIREMENTS.

3. A.M. 2-06.4.2.D - The total number of pages in the package should be 24. Some sheets show the total as 17 some 16 and the landscape sheets to not have the required shee x of x.

4. A.M. 2-06.4.9.H.5.d The bicycle parking spaces calculation is not correct. The "TOTAL BICYCLE PARKING SPACES" should be "6".

5. This comment was not fully addressed. A.M. 2-06.4.9.H.5.d Detail C7.0.4 does not meet the requirements of UDC 7.4.9.B.2.g. Section 7.4.9.B.2.g states "A bicycle rack must be a minimum of two and one half feet from a wall or other obstruction". Show a 2'-6' dimension from the rack to the proposed bicycle locker. See UDC Figure 7.4.9-C

SUMMARY: The revised Development Package including site plan, preliminary grading & SWPP plans, copy of Drainage Report, Geotechnical Engineering Report and diskette, and other documents was submitted and reviewed. Due to significant number of comments, additional review comments may be forthcoming. Development Services Department Engineering Division does not recommend approval of the Development Plan at this time until the following comments are addressed.

BASE PLAN SHEETS COMMENTS:
1) City of Tucson Administrative Manual Section (Admin Man Sec.) 2-06.4.2.D: Assure Development Package sheet page numbering includes landscape sheets and renumber sequentially.
2) Admin Man Sec.2-06.4.8.B: On sheets C3.0, C4.0, and C6.0 at minimum, show all easements on and immediately adjacent to or overlapping the Carl's Jr parcel per Final Plat sheets 2, 3, & 4.
MASTER COVER SHEETS/ GENERAL NOTES:
3) Admin Man sec.2-06.4.7.B: List the remaining notes on plan under drainage or general notes:
a) Add a note stating that the project is designed to meet the overlay zone criteria: LUC Sec. 2.8.3, Major Streets and Routes (MS&R) Setback Zone.
b) Change "Onsite Drainage Plan Note 1" to read: A grading permit reviewed by City of Tucson Planning and Development Services Department (PDSD) Engineering Division, and issued by PDSD, shall be required for onsite drainage improvements for this project.
c) Correct references to "Town"; City of Tucson references should be updated throughout notes.
d) UDC Sec.8.6.2: Please call to discuss the following Rezoning and assurances-related comments:
i) Acknowledge that, along with the letters of acceptance from Water and Sewer, the substantial completion of the stormwater system (all stormwater pipes and basin shown on the approved plans for T08BU01667, 7656 S Wilmot) will be needed before the City can issue the construction permits to the Carl's Jr site. After the stormdrain system and downstream basin reconstruction is completed, substantial conformance documents are needed to show that the basin and stormdrain line meets City of Tucson requirements and that these drainage facilities are in substantial conformance to the original approved drainage report. This should include as-built data in a letter (and with any as-built documents as needed) of the pipes' sizes, types, invert elevations, and basin rim, bottom, outlets, and weir elevations, and any erosion protection called out on the as-built plan(s). Once the completion documents for drainage, sewer, and water are accepted, the Carl's Jr permits can be issued.
ii) Call to discuss the following comment: Add note(s) that state that before Carl's Jr CofO, confirmation that the following items have been accepted by the City of Tucson: any required bollards shall be in place (either next to spine road or at northern terminus of pavement sections west and east of the Carl's Jr new building), acceptance by TDOT for the requirements per TDOT, and inspection approval of the associated Wilmot - I10 Phase 1 improvements including corrected sidewalk.
4) Admin Man Sec.2-06.4.4: Address the remaining comments. Clarify for the project-location map on sheet C0.0. The project-location map to be located on the first sheet of the development package in the upper right corner, shall be drawn at a minimum scale of three inch equals one mile, and provide the following information:
a) Identify Carl's Jr within the shaded area.
b) Scale appears to be 4"=1 mile but scale is labeled at 3"=1 mile. Required scale needs to be 3"=1 mile.
DRAINAGE COMMENTS:
5) Admin Man Sec.2-06.4.8.H: Old drainage report was submitted. Call to discuss. Submit revised drainage report. Address comments for the remaining drainage elements:
a) Label type and size of existing stormdrain system running along Wilmot frontage and spine road adjacent to Carl's Jr project.
b) On sheets C3.0 and C4.0, some of the following information is still missing. Label elevations for clean-outs / junction manhole rims and inverts along existing storm sewer system.
c) Provide drainage report aside from master report that explains design for Carl's Jr that is not shown in master report, specifically addressing the following comments:
i) The proposed basin shall show positive gradients and bleed off to storm drain system if other bleed off is not provided.
ii) Clarify on plans or explain how end of stormdrain pipes function.
iii) Address proposed system in addendum/report, that provides direction of flow on drainage report exhibit(s).
iv) Show positive gradients with any necessary bleed-off pipes, so that no potential ponding occurs.
v) If retention systems are intended, address the following:
(1) Explain how the amount of runoff from developed conditions exceed 9 cfs (which is accounted for in master drainage plan).
(2) Provide factor of safety for percolation.
(3) Provide infiltration testing results for proposed location of retention system.
vi) Provide a discussion and exhibit for offsite watersheds.
vii) Show existing stormwater drainage pipe at south side of project on drainage exhibits.
viii) Include discussion of stormwater that comes from offsite drainage from the east to the site and is conveyed by stormdrain system recently constructed.
ix) Discuss in Drainage Report and label on Development Package planviews on sheet C4.0 water harvesting areas.
x) Label locations of Q100 entering and exiting the site on drainage exhibits, and on grading plan sheet C3.0.
xi) Provide administrative address, resubmittal number, and activity number (DP13-0071) on the report cover page.
xii) Provide verification that any drainage solutions which occur outside the boundaries of the parcel are constructed with adjacent owners' permission. (If not accounted for on Final Plat, additional notarized documentation of that approval will be submitted with the drainage report.)
d) Delineate and label geotechnical recommended horizontal 15-ft setbacks on sheet C4.0 from basins / retention systems/ waterharvesting areas to proposed building and pavement structures on planviews. Label top of basin for southwestern waterharvest / basin area.
SITE AND GRADING COMMENTS:
6) City of Tucson Technical Standards Manual Section (Tech Man Sec.) 2-01: Address the remaining grading comments on sheet C4.0:
a) Clarify with a cross section to show no grading discrepancy or conflict with the existing stormdrain system near the proposed eastern stormdrain line.
7) Admin Man Sec.2-06.4.8: The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. Show existing or proposed sidewalks along abutting right-of-way for Wilmot Road. Label the MS&R future sidewalk (6-ft min width) along Wilmot. If not showing future ROW improvements on this plan add note to Sheet C3.0 that future ROW improvements shall be shown and provided under separate future plan submittal.
8) Admin Man Sec.2-06.4.8: Assure all existing utilities are shown and clearly labeled. The following information regarding existing utilities shall be provided: the location of any existing fire hydrants, sanitary and storm sewers, including the pipe diameter and the invert and rim elevations of all manholes and cleanouts; the Pima County Wastewater Management Department (PCWMD) reference number; locations of gas lines, electric and telephone lines, poles, and communications cables, on-ground junction boxes, and street lights. Assure that the existing sanitary sewer line is shown on sheets C3.0 and C4.0.
9) IBC 1101.2: Truncated domes are required for any ramps along the accessible routes. Add to legend on sheet C4.0 or provide note to clarify handicap ramps.
10) For solid waste pick-up area, 40-ft clear is needed in front of enclosure; it may be necessary to angle the solid waste pick-up area to assure 40-ft is clear for solid waste pick-up vehicular maneuverability. See Tech Man sections 8-01.5.2 & 5.3 for standards requirements.
11) Tech Man. Sec.10-01.5.3: Show, label and dimension sight visibility triangles for Wilmot Road on sheet C3.0, C4.0, and a landscaping planview sheet.
12) Regarding SWPP, provide additional information per Tucson Code Chapter 26 Article II; call for a copy of standard SWPP comments for guidance.
SURVEY RELATED COMMENTS:
13) Admin Man Sec.2-06.4.8.E: Effective DFIRM's are currently NAVD88. Label basis of elevation with datum explanation for topography / drainage information / design grades on plan sheets C0.0, C1.0, and C4.0. Assure that there are no discrepancies for topography and drainage report-related minimum finished floor elevation or other elevations.
14) Admin Man Sec.2-06.4.8: Assure that all easements listed on the Schedule B of title report are clearly drawn, labeled with Book/page or Docket/page, and/or listed as a blanket easement, and/or labeled with accurate dimensions and bearings on the plat. Provide a copy of the Title Report, Schedule B with current easement data. Engineer shall review title report easements to assure no conflicts and to include all easements on plans.

Address also redlines on plans and provide copy of redlines with resubmittal. A response letter is required with the resubmittal of the revised Development Plan package, acknowledging or addressing all of the above comments. For resubmittal, provide response letter, title report, revised plan sheets, revised drainage report, copy of geotechnical report, any required copy of TIA, Final Drainage Report (master report), and diskette. 12/16/2014 JOE LINVILLE LANDSCAPE REVIEW Reqs Change 1) Revise the tree calculations on L1.0 to comply with UDC 7.6.4.B.1.a and & 7.6.4.C.1.a. The calculation for parking lot trees is incorrect and based on the previous code.

There is also a 50% landscape coverage calculation required for the Wilmot Rd (street landscape) border. The calculation is exclusive of any plants provided to meet the screening requirements and any additional optional plants located in the public right of way.

2) UDC 7.6.4.C.2 The trees and ground cover plantings required for the street landscape border are required to be located on the site.

if approved by the City Engineer or designee, up to five feet of the required ten foot width may be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets.
