SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed Development Plan Package and Drainage Statement (Perry Engineering, 10APR13 revised 28MAY13). Engineering Division does not recommend approval of the Development Plan Package at this time. The following items need to be addressed:

SITE PLAN:

1) Restated: AM Sec.2-06.3.12: Revise the development plan document and the landscape sheets to read "of 5, 6 and 7" to be consistent with the sheet count.

2) Acknowledged: AM Sec.2-06.4.7.A.6: It is acknowledged that the SVT has been revised, however the General Notes now include 2 GN #5s, revise.

3) Restated: AM Sec.2-06.4.9.N.7: It is acknowledged that a revise drainage statement has been provide to show that all flows across the public sidewalk are directed to scupper to contain the 10-year storm event per TSM Sec.7-01.4.1.E; however it is not clear on the development plan document (grading sheet) how the flow from the curb openings in the northeast corner of the site actually drain to the proposed scupper locations. The note to have the landscape installer to grade to drain does not satisfy this comment since the area in question is a constructed slope. Contours must be provided to show how all curb opening and drainage are directed to the 2 proposed scupper locations.

4) Restated: AM Sec.2-06.4.9.T: It is acknowledged that the vertical curbing has been revised on the plan set to show depressed curbing to allow the refuse door to swing full open; however the proposed work is offsite of the subject parcel and will require notarized written permission from the adjacent property owner to allow the vertical curbing to be altered since the area is not fully contained on site. Provide notarized approval from the adjacent property owner prior to DP Package approval.

GENERAL COMMENTS:

Please provide a revised Development Plan Package and notarized approval from adjacent property owner that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

06/18/2013 ROBERT SHERRY PLUMBING-COMMERCIAL REVIEW Denied A building drain is defined as that part of the drainage system that extends from inside the building to 30" in developed length of pipe beyond the exterior walls of the building where it joins the building sewer. An approved 2-way cleanout fitting is allowed to be used at the junction of a building drain and a building sewer but is not required by the plumbing code (i.e. a one-way cleanout is required at the junction of a building drain and a building sewer but a two-way cleanout fitting may be used instead, if desired). Reference: Sections 202 and 708.3.5, IPC 2012. [Initial comment: An approved 2-way cleanout fitting is allowed to be used at the junction of a building drain and a building sewer; otherwise, cleanouts shall open to allow cleaning in the direction of flow. COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This comment has not been addressed. DS 2-06.4.2.E The sheet numbering shall include the landscape plans as well. Revise. See landscape comments but the approval stamp required is not provided on the landscape plans.

2. Remove the LUC reference from the parking requirements section of the parking calculations on sheet 1 of 7.

3. DS 2-06.4.9.H.5.d Since long term bicycle parking spaces are being provided clearly indicate the location of these spaces on sheet 3 of 7. Key note #17 indicates both type of spaces but only shows the short term bicycle parking spaces. Clarify.

4. The above comments are minor in nature and can be approved over the counter by setting an appointment with me.
