Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). Refer to the links for further clarification: http://cms3.tucsonaz.gov/files/planning/UDC_ADOPTED_100912.pdf; http://cms3.tucsonaz.gov/files/planning/Technical_Manual_ADOPTED_100912.pdf; http://cms3.tucsonaz.gov/files/planning/Admin_Manual_ADOPTED_100912.pdf The following items need to be addressed: SITE PLAN: 1) AM Sec.2-06.3.12: Revise the development plan document and Sheet count to read Sheet 1 of 6, currently the plan set only accounts for 4 sheets, however the landscape sheets need to be included in the sheet count. 2) AM Sec.2-06.4: Revise the development plan document to remove the reference to "Proposed" Site Plan. The label should read "Site Plan" only. 3) AM Sec.2-06.4.3: The relevant Development Plan Package case number (DP13-0061) may be added to the lower right hand corner of the plan on all sheets. 4) AM Sec.2-06.4.7.A.6: Revise the development plan document, specifically General Note #4 to reference the special overlay zone that is applicable to this site, specifically state that "the project is designed to meet the overlay zone criteria for Sec.2.8.3 Major Streets and Routes (MS&R) Setback Zone." 5) AM Sec.2-06.4.7.B.2.a: Revise the development plan document to include the flowing note; "This project is affected by the City of Tucson Floodplain Regulations." 6) AM Sec.2-06.4.7.B.2.b: Revise the development plan document to include the flowing note; "A Floodplain Use Permit and Finished Floor Elevation Certificates are required." 7) AM Sec.2-06.4.7.C.2: Revise the development plan document, specifically General Note #9 to read per the referenced Section; "No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Sec.10-01.5.0, Sight Visibility, of the Technical Standards Manual." SVTs must be shown on the plan for the existing PAAL entrances. 8) AM Sec.2-06.4.8.F: Revise the development plan document to label the existing drainage infrastructure located within the public right-of-way of Pantano Rd, include the infrastructure improvement plan number in plan view. 9) AM Sec.2-06.4.9.H.1: It is acknowledged that the applicant has been in discussion with TDOT for the required 25-foot radii at the driveway entrances per the City of Tucson Transportation Access Management Guidelines (TAMG), Section 5.5. Provide written approval from TDOT that the proposed project does not have to meet the minimum 25-foot radii and a smaller radii or standard driveway apron can be utilized. 10) AM Sec.2-06.4.9.H.2: Revise the development plan document to label and dimension the existing/future SVTs for both driveway entrances. Verify that the SVTs are clear of obstructions, for the entrance off of Pantano there is an existing bus shelter that will encroach into the SVT area, provide a DSMR to modify the standard to allow the obstruction and provide any condition of approval on the plan set. 11) AM Sec.2-06.4.9.H.5.a: Revise the development plan document to dimension the access lane adjacent to the proposed refuse enclosure. The minimum 20-foot dimension must be shown to assure that when the refuse gates are in the open position the access drive is clear for 2 way traffic. 12) AM Sec.2-06.4.9.H.5.a: Revise the development plan document to dimension both PAAL entrances. Verify minimum 2-way access for all entrances and PAALs onsite per UDC Sec.7.4.6.D. 13) AM Sec.2-06.4.9.J: Revise the development plan document to include all dimensions for the MS&R Streets adjacent to the project. Provide dimensions for the sidewalk area, sight visibility triangles, existing sidewalks, etc. 14) AM Sec.2-06.4.9.M: Revise the development plan document to provide the cut and fill quantities for grading plan purposes and for grading fees. The Cut and Fill quantities need to be shown on the grading sheet. 15) AM Sec.2-06.4.9.M: Revise the development plan document to label Cross Section J/C4 in plan view on the proposed grading plan sheet. Revise the plan and cross section to allow for the minimum 2-foot setback from the toe of slope to the property line. 16) AM Sec.2-06.4.9.N.3: Revise the development plan document to label the width of all proposed curb openings as depicted by Keynote #6. Per Detail E/C4 the detail references plan view for all opening widths; however none of the curb opening widths are labeled in plan view, revise. Revise the Keynote label at the Pantano driveway to label Keynote #6 instead of Keynote #8 as shown. 17) AM Sec.2-06.4.9.N.7: Revise the drainage statement to provide a discussion with calculations for the proposed offsite flows in the northeast corner of the site. All flows across the public sidewalk must provide sidewalk scupper to ensure that it contains the 10-year flow event to satisfy TSM Sec.7-01.4.1.E. 18) AM Sec.2-06.4.9.R: Revise the development plan document to include a description of Keynote #30 that is being used in plan view within the Keynote legend. 19) AM Sec.2-06.4.9.R: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project. 20) AM Sec.2-06.4.9.T: Revise the development plan document and detail G/C4 for the refuse enclosures to show that it meets the TSM Sec.8-01 (not the referenced DS Sec.6-01). The detail must match TSM Sec.8-01 and Figure 3a for the required enclosure walls with gates, concrete thickness and compressive strength, concrete approach apron dimensions, anchoring bolts, 14'x40' clear approach for each container, etc. 21) AM Sec.2-06.4.9.T: Verify on the development plan document the minimum access width for the access drive adjacent to the refuse container location. A minimum 20-foot is required for the drive with the refuse gate doors are in the open position. Verify that the door when open as shown is not impeded by the existing 6-inch concrete curb. GENERAL COMMENTS: Please provide a revised Development Plan Package and Drainage Statement that addresses the comments provided above. DS 2-06.3.11 It appears that the plan indicated on sheet C-1 of 4 is a reference plan only and not a complete site plan. Label as a reference site plan only and rename the indicated grading plan as a site/grading plan. 2. DS 2-06.4.2.E The sheet numbering shall include the landscape plans as well. Revise. See landscape comments but the approval stamp required is not provided on the landscape plans. 3. DS 2-06.4.7.A.2 In general note number 2 the indicated parcel number is incorrect. Revise. 4. DS 2-06.47.A.4 In general note number 3 the proposed use is incorrect. Should be as per the UDC Sec. 4.8.6 as follows: Food Services subject to 4.9.4.M.1 & 5 and 4.9.13.O. 5. DS 2-06.4.7.A.6 Remove general note number 4 and replace with: This project is designed to meet the criteria of UDC Sec 5.4 Major Streets and Routes Setback Zone (MS&R). 6. DS 2-06.4.3 This project has been assigned case number DP13-0061. Place this number near the lower right corner of all sheets. 7. DS 2-06.4.7.A.8.b Remove general note number 6. Floor area ratio is not a requirement of the UDC. 8. DS 2-06.4.8.A On sheet C3 of 4 provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. 9. DS 2-06.4.8.B If applicable, all easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. 10. DS 2-06.4.9.H.2 Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 11. DS 2-06.4.9.H.5 Clearly indicate the width of the PAAL near the southwest corner of the lot where accessing into the adjacent lot. On the first sheet the PAAL width at the loading zone is indicated as 24'. On sheet C-3 at the parallel parking spaces the PAAL width is also indicated as 24' but does not line up with the loading zone. Clarify. 12. DS 2-06.4.9.H.5.c Provide in the notes that zero loading zones are required but one loading zone is being provided. 13. DS 2-06.4.9.H.5.d Per UDC Sec. 7.4.8.B.1.a.1 No long-term bicycle parking is required on a site where there is less than 2,500 square feet of gross floor area. If using this section of the code revise the number of required and provided long term bicycle parking spaces. Per UDC Sec. 7.4.9-C Bicycle parking layout figure. Clearly indicate on detail H/C4 the required 2'x 6' bicycle parking space as well as the required 5' access aisle. 14. DS 2-06.4.9.J The project site is adjacent to a Major Street or Route on two sides, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.) 15. DS 2-06.4.9.O Provide dimensions for the required building setback measured to the back of future curb along Speedway and Pantano Rd. 16. DS 2-06.4.9.R The portion of the pedestrian circulation path west of the building where the two cross walks connect at the island must be physically separated from the vehicular use area. Either raised with handicap ramps or a curb along the south side of the parking space. The cross walk indicated leading to the trash enclosure along the west side of the island must be constructed of concrete and physically separated from the vehicle use area.
