SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed Development Plan Package. Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). Refer to the links for further clarification:

The following items need to be addressed:

SITE PLAN:

1) AM Sec.2-06.3.10: Revise the development plan document to clarify Keynote #19 in plan view. Per the legend the symbol used is for a fire hydrant; however the Keynote used to delineate it is not shown in the Keynote legend, revise.

2) AM Sec.2-06.3.12: Revise the development plan document and Sheet Index to reference the SWPPP Exhibit. The Sheet count should read 1-12 with the SWPPP Exhibit being 12 of 12 not 13 of 13, revise.

3) AM Sec.2-06.4.3: The relevant Development Plan Package case number (DP13-0051) may be added to the lower right hand corner of the plan on all sheets.

4) AM Sec.2-06.4.8.B: Revise the development plan document to include the recordation information for all existing easements shown on site.

5) AM Sec.2-06.4.9.H.5.a: Revise the development plan document to verify the required 24-foot wide PAAL widths at all entrances.

6) AM Sec.2-06.4.9.T: Revise the development plan document to provide a construction detail for the refuse enclosures. The detail must match TSM Sec.8-01 and Figure 3a for the required enclosure walls with gates, concrete thickness and compressive strength, concrete approach apron dimensions, 14'x40' clear approach for each container, etc. Specifically the enclosure must be walled to meet the minimum requirements of TSM Sec.8-01.


GENERAL COMMENTS:

Please provide a revised Development Plan Package that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

4. As for note 6, delete all references to detail 207. This is a COT DOT standard construction detail for public right of way construction only.

b. Reference all curb ramps to the 2009 ICC A117.1, section 406.
c. Please reference detectatble warning strips for marked crossings only to the 2009 ICC A117.1, section 406.12, 13 and 14 as applicable.
5. What's the purpose of the incomplete marked crossing located at the east side of the parking lot that appears to go to nowhere?
a. If there is no accessible route on the other side of the PAAL then please delete this crossing and ramp and retain a raised curb.
b. If there is a continuance of an accessible route, please indicate such on drawings with access to the public right of way and provide another ramp and detectable warnings at both ends of the marked crossing.

6. Insure all accessible route slopes comply with the 2009 ICC A117.1, Section 403.3, 5% maximum running slope and 2% maximum cross slopes.
7. At detail E:
a. Provide a note that signs are to be mounted on the wall of the existing building.
b. The bottom of the main sign is to be 7'-0" from finished grade.
8. At the accessible parking detail:
a. Please enumerate the detail as number 3
b. Insure grade slopes for the accessible parking space and aisle comply with the 2009 ICC A117.1, Section 503.4, 2% maximum in all directions.
c. Show the dimensional width of the accessible route.

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Because of a change from the LUC to the UDC (Unified Development Code) which came into effect 01/02/2013, this plan will be reviewed under the UDC and accompanying manuals.

2. AM 2-06.4.3 This project has been assigned case number DP13-0051. Place this number near the lower right corner of all sheets.

3. AM 2-06.4.7.A.4 List the existing use as follows: Administrative and Professional Office subject to: 4.9.13.Q

4. AM 2-06.4.7.A.8.b The UDC does not require Floor Area Ratio calculations to be provided. Remove from Plans.

The UDC does not require a Development Designator, remove from plans. As well as the perimeter yard indicator.

5. AM 2-06.4.8.B All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated.

6. AM 2-06.4.9.H.5 Provide the widths of all PAALs. At the entrances to the site and along the west side where new parking spaces are being provided.

7. AM 2-06.4.9.H.5.a Per the UDC Sec. 7.4.4 The vehicle parking ratio is 1:300. Revise the number of required parking spaces to 324.

8. AM 2-06.4.9.H.5.d The proposed short term bicycle parking spaces must be physically separated from all vehicle use areas including the vehicle parking space located south of the access aisle. See UDC Sec. 7.4.9.B.1.g.

9. AM 2-06.4.9.R Clarify the indicated cross walk leading from the south end of the project. What does this connect to? The cross walk located between the parking spaces will be required to be physically separated from the vehicle use area (parking spaces) and must be constructed of concrete.
